Documents for Delhi Development Authority (DDA) leasehold-to-freehold conversion depend on the property type and the applicant’s title history. Start with the current DDA online service for the right category—residential flat, plot, commercial or industrial—and use older checklists only as preparation aids. Before applying, check whether the lease deed is registered and whether your case involves mutation, a mortgage or hire-purchase payments.
Choose the right DDA conversion route first
DDA handles conversion online, but the documents and forms are not identical for every property. The Land Disposal FAQ directs plot applicants to the IDLI online service, while DDA Housing describes conversion of allotted residential units and flats as voluntary and online. Begin at DDA’s service index and select the service matching your property and applicant category.
Do not use a residential flat checklist as a substitute for a plot or commercial application. The live service’s instructions and form for your property type should decide what you submit.
Residential flat conversion: documents to prepare
DDA’s 2014 residential conversion brochure is useful for anticipating records in allottee cases, but it is not a definitive current checklist for every applicant. DDA later simplified some submission requirements, and the current online application governs. Prepare the records relevant to your case, then compare them with the live portal list before filing.

- Applicant status and title: prescribed affidavit from the allottee or mutatee; DDA mutation letter if applying as a mutatee; and relevant authority or transaction documents if applying through a GPA or agreement-to-sell arrangement.
- Allotment and possession: DDA demand-cum-allotment letter and possession letter, where applicable, plus evidence of physical possession. The brochure gives examples such as a utility bill, house-tax receipt or identity/residence record.
- Lease record: lease deed and its registration details, where applicable.
- Financial and property records: ground-rent information in the prescribed annexure and, for hire-purchase allotments, a no-dues certificate or challans showing payment of the premium, initial deposit and instalments.
- Conditional consent: mortgagee’s NOC if the flat is mortgaged.
- Identity and signatures: the 2014 brochure’s allottee-case list includes one passport-size photograph and three attested specimen signatures. Confirm the current form’s requirements before preparing these.
- Indemnity: the prescribed indemnity bond from the allottee or mutatee; the brochure also describes an alternate bond for a GPA or agreement-to-sell holder in relevant cases.
Check the lease deed’s registration status
DDA’s order dated 28 September 2015 says that, for the procedure it describes, a separate undertaking requirement was dispensed with. If the lease deed has been executed and registered with the Sub-Registrar, the order says self-attested copies of the demand-cum-allotment letter, possession letter and water/electricity NOC are not required. If the perpetual lease deed has not been registered, it requests self-attested copies of the demand-cum-allotment and possession letters. The order also says staff should ask for originals only of photocopies submitted with the application. Check the current portal instructions against your registration status rather than assuming every older document is required.
Commercial conversion uses a separate checklist
DDA’s commercial conversion checklist and application form are distinct from the residential materials. They cover possession proof, title or transaction support, the applicable lease, sub-lease, conveyance or allotment document, ground-rent details, photographs and specimen signatures, and a mortgagee NOC where relevant. The form includes fields for the applicant, attorney where applicable, occupier or lessee, and property particulars. Use the commercial form for a commercial property; do not transfer the residential list mechanically.

Prepare and submit the application
- Identify the property and applicant category. Establish whether the property is a flat, plot or commercial property, and whether the applicant is the original allottee, a mutatee, an attorney/GPA or agreement-to-sell holder, a company or another category offered by the service.
- Assemble the title and possession chain. Gather the allotment or demand letter, possession evidence, lease deed and registration information. Add the mutation record if your application relies on mutation, and transaction or authority documents that support your applicant status.
- Check which conditional records apply. Look for mortgagee consent, hire-purchase payment evidence, ground-rent records, and property-specific dues or supporting documents requested by the live form.
- Complete the prescribed declarations and bonds. Use the affidavit and indemnity forms supplied for your application and follow their required attestation method. Do not assume an older brochure annexure is still the current form.
- Make portal-ready scans. DDA’s online service FAQ specifies PDF scans up to 5 MB per document and JPG photographs up to 40 KB. Make every page legible, include all pages, orient them correctly, and name files so their contents are clear. Keep the originals.
- Provide working contact details. The online FAQ makes a mobile number and email address mandatory for application communications. Use details you monitor.
- Review dues and payment requests. DDA says applicable dues must be paid for conversion to be allowed. An application may be filed while dues are pending, but conversion will not be permitted until relevant amounts—including ground rent, maintenance or service charges, misuse or damage charges, subletting charges and other applicable dues—are cleared.
- Review the deed after approval. DDA says the applicant can verify the online draft conveyance deed or request modifications. The workflow then requires stamp-duty proof and submission of the verified deed copies or records through the portal.
Fees, eligibility and issues to check before filing
DDA provisionally calculates conversion charges based on property type, locality and area, and says charges may vary by financial year. The IDLI service supports payment by card, net banking, RTGS/NEFT or UPI. Use the current portal calculation for your property rather than relying on an amount quoted for a different property or year.
DDA’s Land Disposal FAQ says there is presently no policy in operation for converting properties whose leases have expired. It also says conversion is not allowed while a matter is sub judice or where there is encroachment on government land. For unusual title, lease or property-status circumstances, check current DDA guidance before proceeding.
