Neither cloud storage nor on-premises storage is universally cheaper or faster. The better choice depends on what a workload stores and uses, how it performs under real conditions, what it costs over its full lifecycle, and where its data must reside. Compare measured capacity and representative performance—not a cloud price per terabyte against an on-premises hardware quote—and make the placement decision workload by workload. A hybrid design may be the right result.

Which is cheaper for your workload?

Compare total cost of ownership (TCO) over the same period and for the same workload. A purchase price or monthly storage rate is only one input. On-premises infrastructure has ownership and operating costs; cloud services have service and usage costs that depend on configuration and workload. Both also require people to operate and protect the data.

Choose a common analysis horizon and state assumptions for growth, utilization, peak demand, refresh timing, staffing, and resilience. Include migration where it applies. For cloud, identify the exact service, region, redundancy, tier, and billing basis, then check current provider pricing or calculators: rates and charge items vary by those choices and by usage. AWS Prescriptive Guidance recommends understanding the true TCO of maintaining an on-premises data center, while Google Cloud advises building a cost model that forecasts TCO and identifies cost drivers. Neither supports a one-line price comparison.

Elasticity changes the capacity calculation, not the need to model costs

Fixed on-premises capacity can be underused outside demand peaks, while cloud capacity can be provisioned as needs change. That flexibility may be valuable when growth is uncertain, demand varies, or capacity is needed quickly. But “cloud” does not mean every service bills only for bytes stored: some services charge on allocated or provisioned capacity. Check the billing basis of the specific service before comparing it with the amount of data actually held.

AWS reported in a 2026 Storage Blog post that sizing to used rather than provisioned capacity commonly reduced costs by 40–60% in its assessments. The passage does not specify the assessment sample, and the result is AWS-reported—not a guaranteed saving for a particular organization or migration. Treat it as a reason to measure utilization, not as a forecast for your own bill.

How much storage capacity do you actually use?

Do not compare on-premises raw capacity with cloud stored data as though they were equivalent. Track each quantity separately:

  • Raw capacity: the nominal capacity of the installed drives or storage media.
  • Usable capacity: what remains after protection schemes such as RAID, formatting, filesystem overhead, and other system requirements.
  • Allocated or provisioned capacity: what has been assigned or reserved for a system or workload; a service may bill on this basis.
  • Actual stored data: the data currently present, after any applicable data reduction.
  • Headroom and peak: capacity held for growth, operations, or periods of high demand—not necessarily occupied by data today.

AWS illustrated the difference in an approximately 2020 Storage Blog example: 1 PB of raw on-premises capacity became 400 TB of actual data after deductions for RAID, formatting, filesystem overhead, and anticipated growth buffer. In that same vendor example, the EFS and S3 billing comparison used 400 TB, while the EBS and FSx for Windows File Server comparison used 600 TB of allocated capacity. Those are service-specific assumptions in an AWS illustration, not universal utilization rates or current prices.

Include deduplication, compression, and compaction only when they are available and appropriate for the workload; do not assume a capacity-reduction ratio without measurement. AWS stated in a 2026 Storage Blog post that services with built-in data reduction can reduce capacity by up to 65%, depending on workload type. This is a vendor claim and an upper bound, not a guaranteed saving. Data reduction can vary with the data and configuration.

What latency and throughput do applications need?

There is no supported categorical winner on speed. Performance depends on storage type, workload, configuration, location, and network path. An application with latency-sensitive random reads has different needs from a sequential analytics job or infrequently accessed archive. Compare the behavior your application needs rather than treating a storage medium or deployment location as a performance result.

AWS Well-Architected Framework guidance identifies access operation (block, file, or object), random versus sequential access, required throughput, access frequency, update pattern, availability, and durability as relevant to storage efficiency. For a practical comparison, inventory:

  • Whether the application uses block, file, or object storage.
  • Read/write mix, random or sequential access, concurrency, and access frequency.
  • Latency, IOPS, and throughput targets, including behavior during peak load.
  • Update and retention patterns, including whether data is dynamic or write-once/read-many.
  • Availability, durability, recovery, and data-location requirements.
  • Where users and applications run, and the network path between them and the data.

Benchmark the configuration you intend to deploy

Test representative data and load on the proposed configuration. Measure latency, throughput, and IOPS under the access patterns and concurrency the application actually generates; include the real or representative network path and data location. Use the same workload and comparable measurement conditions for each candidate. AWS recommends identifying important performance metrics and benchmarking or load testing the specific solution. A generic provider claim cannot substitute for a workload-specific result, and no independent cross-platform performance statistic establishes a universal cloud or on-premises speed advantage.

How should you decide where each workload belongs?

Use the constraints and economics of each workload rather than making a single organization-wide choice. Strict latency or residency requirements may favor keeping data close to users or on premises. Elastic growth, experimentation, or demand beyond existing infrastructure may favor cloud capacity. Existing equipment, operational capacity, and recovery objectives also affect the decision.

A practical evaluation sequence

  1. Measure capacity over time. Gather representative utilization history, including peaks and growth. Separate raw, usable, allocated, and actual stored capacity, and record reserve headroom. An AWS Storage Assessment description says the service sizes using peak utilization during its collection period rather than provisioned capacity; this is a vendor description, so confirm that its measurement period and method fit your workload.
  2. Describe the workload. Record the storage interface, access pattern, read/write mix, throughput, IOPS, latency, frequency, retention, availability, and durability requirements.
  3. Build a common-horizon TCO model. Include relevant on-premises ownership and operating costs alongside the chosen cloud service’s configuration, usage, operations, and any applicable transfer or request charges. Make refresh, utilization, and growth assumptions explicit.
  4. Benchmark viable configurations. Use representative data and load, include location and network path, and evaluate against application requirements rather than generic claims.
  5. Place each workload. Keep latency- or residency-constrained data close where required; consider elastic cloud capacity when variable demand, experimentation, or insufficient on-premises headroom makes it useful. Use a hybrid design when workloads have different constraints.

What the comparison can—and cannot—tell you

The defensible answer is specific to the workload and its operating context. A measured TCO model can show which candidate costs less under stated assumptions; a representative benchmark can show whether it meets performance targets. Neither result automatically transfers to a different service, region, configuration, dataset, or usage pattern. The evidence cited here does not establish a universal break-even point or speed winner. It supports measuring actual capacity, modeling lifecycle costs, and testing the configurations you are considering.
