Use direct function calling for a small set of operations owned by one application; consider MCP when you need standardized connections to external systems that can be reused across clients. They are not mutually exclusive: MCP is a protocol for connecting applications to capabilities, while function calling is a way for a model to request that application code perform a defined operation. An application can use both.
What is the difference between MCP and function calling?
The key difference is the layer each addresses. The Model Context Protocol (MCP) is an open standard for connecting AI applications to external systems, including their data and capabilities. Function calling lets a model request a structured operation; the application supplies the function definition, runs its own implementation, and returns the result to the model.
In other words, MCP standardizes a connection boundary, while a function call is part of an application’s model-interaction and execution loop. MCP servers can expose tools, so an MCP integration may ultimately make callable capabilities available to a model.
How MCP connects applications and services
The MCP specification defines three roles: a host (the AI application), a client within that host, and a server that provides context or capabilities. Messages use JSON-RPC 2.0. Servers can provide resources, prompts, and tools; clients may also provide capabilities such as sampling, roots, and elicitation. The protocol includes stateful connections and capability negotiation.

How a function call runs
In the OpenAI function-calling flow, the developer defines a tool and its schema, sends it with a model request, and checks whether the model asks to call it. The application then runs the matching code, sends the result back with the tool-call identifier, and continues the model request. The model requests the action; it does not itself execute the application’s function.
When should you use direct function calling?
Choose direct function calling when the operations are limited, specific to your application, and best kept under that application’s control. For example, a single app might expose a few narrowly scoped actions such as looking up a user’s own order or updating a record after the user confirms. You define what the model may request and retain responsibility for validation, authorization, execution, and result handling.

- Trade-off: another client cannot automatically reuse that integration as a standard MCP connection; reuse may require separate implementation.
When should you use MCP?
Consider MCP when you need to connect an AI application to external systems through a reusable, standardized boundary, particularly if the integration needs to provide more than callable tools. Resources and prompt templates are part of the server capability surface alongside tools.
- Good fit: integrations intended to serve multiple compatible clients, or systems that need a shared way to expose context and capabilities.
- Control: the host connects through an MCP client to a server; that boundary separates the application from the service providing the integration.
- Trade-off: the application must support the relevant MCP client/server behavior and still design authorization, consent, and data protections. MCP does not enforce every security principle for the application.

The portability distinction follows from the documented designs; it is an architectural consideration, not a benchmark result. The OpenAI API reference lists function tools and remote MCP tools as separate configuration types, but that is specific to OpenAI’s API and does not establish how every model host implements MCP: OpenAI Responses API streaming reference.

Can MCP and function calling work together?
Yes. MCP can provide a standardized connection to capability providers, while an application uses its model-specific tool interface or function-call loop to decide how to orchestrate behavior. For instance, the host could connect to an MCP server for an external system and still use application-owned functions for local validation or follow-up actions.
The right division depends on what the host supports and how the system handles authorization. MCP does not remove the need to decide which actions the model may request, when a person must approve them, or how results are returned to the model.

What should you review before choosing?
Map ownership and reuse
List each capability, who owns its implementation, and which applications need it. If only one application needs a handful of its own operations, direct function calling keeps the execution path explicit. If several compatible clients need the same external integration, an MCP server may provide a reusable boundary.
Match the interface to what you need
If the model only needs callable operations, a function-tool interface may be sufficient. If the integration should also expose resources or prompt templates, MCP provides those as part of its protocol surface. Confirm that the specific host and server support the capabilities you plan to use.

Assess permissions and data exposure
Before enabling any tool or remote integration, establish what data it can read or change and how the user approves access. The MCP specification emphasizes consent, privacy, and caution around tools, which can represent arbitrary code-execution paths; it also makes clear that the protocol itself does not enforce all application-level safeguards.
For remote MCP servers used with OpenAI, the OpenAI data-controls documentation says data sent to a third-party server is subject to that server’s retention policies. Review the operator, requested scopes, approval flow, information sent, logging and retention practices, and how access can be revoked. The actual controls depend on the host and server.
Test your own workload
The cited documentation does not establish that MCP or direct function calling is universally faster, cheaper, more reliable, or easier to maintain. Measure those factors in the system you plan to ship, including the actual model host, server, permissions, and network path.
