Space-based laser tracking, as used here, means laser interferometry between two spacecraft: in NASA’s GRACE-FO mission, an onboard instrument measures changes in the distance between the pair. The key difference is the measurement geometry and purpose—not a simple contest over which instrument is more accurate.
“Space-based laser tracking” can describe other optical links too. This comparison uses GRACE-FO as a documented example of inter-spacecraft laser ranging.
What is the difference between satellite laser ranging and space-based laser tracking?
SLR links a ground station with a satellite carrying a passive retroreflector. The station sends a short pulse and measures how long it takes to return. GRACE-FO’s Laser Ranging Interferometer (LRI), by contrast, uses an onboard laser instrument to measure fluctuations in separation between two spacecraft. One is a ground-to-satellite round-trip range measurement; the other is a spacecraft-to-spacecraft relative-distance measurement.

The International Laser Ranging Service (ILRS) describes conventional satellite and lunar laser ranging as two-way time-of-flight measurements between ground stations and retroreflector arrays. It also notes one-way laser-ranging measurements to remote optical receivers in space. So “laser tracking” is a broad label; the endpoints and measurement arrangement must be specified before two systems can be meaningfully compared.

How does satellite laser ranging work?
From pulse timing to range
A ground station sends an ultra-short laser pulse toward a satellite equipped with a special retroreflector. The reflector returns the light toward the station, which measures the round-trip travel time. Because the pulse makes the trip out and back, the observation is a two-way range measurement. NASA Goddard Earth Sciences characterizes SLR as providing unambiguous range measurements to millimeter precision; that is NASA’s description of SLR measurement precision, not a directly comparable accuracy specification for every space-based instrument.
From individual ranges to geodetic data
Many range observations can be combined to determine satellite orbits and support estimates of station position and motion over time, as well as other geophysical parameters. NASA describes SLR as covering satellites from about 300 km altitude to geosynchronous altitude and providing data near real time. Those are NASA’s descriptions of the technique, not a guarantee that every target is observed continuously or that every product is delivered on the same schedule.

Station technology and network
NASA Goddard Earth Sciences says most present legacy ground systems operate at 532 nm in the 5–10 Hz regime, while newer photon-counting systems operate in the kilohertz region. These figures distinguish system types; they should not be read as specifications for every station. The same NASA overview says the ILRS includes over 40 stations. That count reflects the page’s snapshot when accessed, not a guaranteed current network total.
SLR is coordinated through the ILRS, a service of the International Association of Geodesy. Station access and observation opportunities depend on the particular target and system; the cited descriptions do not quantify a general coverage or availability advantage over inter-spacecraft links.

How does laser tracking between spacecraft differ from ground-based SLR?
GRACE-FO measures changing separation onboard
NASA’s Jet Propulsion Laboratory describes GRACE-FO’s experimental LRI as using laser interferometry to measure fluctuations in the separation distance between its two spacecraft. This is a relative-distance measurement made across the spacecraft pair, rather than a ground station timing a pulse’s round trip to a satellite reflector.
GRACE-FO also carries reflectors for ground tracking
The GRACE-FO spacecraft carry laser retroreflectors as well. Ground stations in the ILRS network use those reflectors for backup tracking and orbit verification. The mission therefore employs two distinct architectures for different roles: an onboard interferometer for relative separation and ground-based SLR observations using passive reflectors. The LRI is not the same instrument or measurement as SLR.

Which method is more accurate?
The sources described here do not give directly comparable numerical accuracy specifications for SLR and the GRACE-FO LRI. NASA’s millimeter-precision description applies to SLR; the GRACE-FO instrument description explains what the LRI measures but does not provide a matched accuracy figure. It would therefore be misleading to declare one categorically more accurate based on those figures alone. A fair comparison would need mission-specific, like-for-like performance measures and the conditions under which they were obtained.

NASA reports that the first successful satellite laser tracking was achieved at Goddard in 1964. In a NASA history published November 13, 2014, Goddard physicist Henry Plotkin explained the reason for the original station’s mobility: “We built a laser tracking station into a mobile trailer so we could move it to radio tracking stations to help in their calibration.”

A NASA technical report on a newer Space Geodesy Satellite Laser Ranging system describes nine subsystems designed for robust kilohertz ranging, 24/7 operational capability, and minimal human intervention. Those are design goals in that system’s development report—not evidence that every SLR station currently operates around the clock or has those capabilities.

Which comparison matters for a reader?
- To understand what is being measured: check the endpoints first. SLR observes a ground-to-satellite round trip; GRACE-FO’s LRI observes changing separation between two spacecraft.
- To understand the hardware: distinguish a satellite’s passive retroreflector from a spacecraft-borne active interferometer. A mission can carry both, as GRACE-FO does.
- To understand the output: SLR range observations support orbit determination and geodetic products; the GRACE-FO LRI provides relative-distance observations for the spacecraft pair.
- To compare performance: use comparable specifications for the same mission or measurement conditions. A general SLR precision statement cannot, by itself, establish an accuracy winner against an inter-spacecraft instrument.
