No geography or parcel size is best for every project. For a U.S. airport, add an early FAA and Airport Layout Plan review: rocket engine testing is generally treated as non-aeronautical activity.
Define the test envelope before comparing sites
A location that can support one engine or test mode may not suit another. Write down the normal and maximum operating conditions before looking for parcels; these determine the stand, propellant systems, instrumentation, exhaust controls, utilities, and waste handling the facility will need.
- Engine type and propellants, including maximum quantities stored or handled.
- Maximum and routine thrust, run duration and frequency, and ignition and shutdown modes.
- Exhaust direction and plume characteristics, plus expected noise and vibration.
- Whether testing is at ambient pressure or requires altitude simulation.
- Stand, instrumentation, cryogenic or hazardous-material storage and transfer, and emergency-system requirements.
NASA’s White Sands Test Facility illustrates why test mode matters: it supports propulsion-system and single-engine testing on both ambient-pressure and altitude-simulation stands. The relevant question is not whether a parcel can host a test stand in the abstract, but whether it can support the particular test envelope safely and practically.
Calculate the hazard footprint, not a generic setback
Have qualified professionals model the actual configuration under the applicable safety basis. The resulting safety areas are project-specific; the reviewed official guidance establishes no universal setback, minimum parcel size, or population-density threshold.

Evaluate blast, credible fragment effects, propellant quantity-distance, plume and thermal effects, noise, vibration, and potential debris. Map those areas against occupied buildings, roads, public access, stored propellant, neighboring operations, and other critical facilities. Include propellant storage and transportation routes in the analysis, not only the test stand.
For airport proposals, FAA Bulletin 25-01 specifically calls for calculated hazard areas and consideration of engine blast, worst-case fragments, propellant routes and storage, noise and vibration, plume effects on navigation aids and sensors, and foreign object debris. It identifies NASA-STD-8719.12, 14 CFR 420.63-70, and DoD Manual 4145.26 as commonly referenced guidance, while noting that a responsible design professional may identify other applicable guidance. Confirm current editions and applicability with qualified professionals and the authority having jurisdiction.

Check whether the parcel can support construction and operations
Physical separation alone does not make a site workable. Map the parcel and assess the features that affect construction, daily operations, and emergency response.
- Ground and exposure: parcel boundaries, topography, geology, flood exposure, and weather conditions.
- Infrastructure: road access, power and utility capacity, water supply and treatment, communications, and construction staging.
- Operations: secure access, practical delivery of propellants and engine hardware, storage and transfer arrangements, and room for planned expansion.
- Response capability: access for emergency services and compatibility with neighboring facilities and activities.
A remote site may make access control and separation easier, but can require new roads, utilities, communications, emergency capability, and workforce access. An established test center may offer specialized stands and shared capabilities that would be expensive to recreate, but access, capacity, scheduling, and compatibility still need verification.

Screen environmental and community effects early
Identify the environmental review and permit path for the specific project and jurisdiction before committing to a site. Examine exhaust constituents and treatment, emissions, noise and vibration, water demand and discharge, hazardous-material storage, waste streams, traffic, and effects on nearby communities and ecological or cultural resources.
NASA’s historical Rocket Engine Test Facility (RETF) account describes a scrubber and waste-treatment system, showing that exhaust and byproducts can shape facility design as well as site selection. That precedent does not establish the controls or permits required for a different engine, parcel, or jurisdiction.

For airport proposals involving changes to an Airport Layout Plan, FAA guidance identifies an environmental review. Its guidance distinguishes FAA office roles according to the nature of the action; it is not a complete permitting checklist for non-airport sites or every jurisdiction.
For an airport site, verify FAA and land-use compatibility
At a U.S. federally obligated airport, coordinate early with the local FAA Region or District Office and the airport sponsor. FAA Bulletin 25-01 states: “Generally, rocket engine testing is considered non-aeronautical unless associated with final assembly of an aircraft or commercial space vehicle.” Non-aeronautical testing must be on airport property designated for that purpose on the approved Airport Layout Plan, and the airport sponsor is not required to accommodate it. Review the FAA’s Emerging Entrants Bulletin 25-01 and commercial space guidance for airports.

Check the approved Airport Layout Plan and planned aeronautical uses, as well as runway and taxiway safety areas, navigation aids, and air traffic operations. A parcel that appears physically suitable may still conflict with airport operations or lack the required land-use designation.

NASA facilities show different ways an organization can match infrastructure and geography to its mission; they are examples, not templates for a new project.
- NASA Glenn’s historical RETF: NASA reports that the facility occupied a 10-acre area away from other center facilities. Its test cell was placed in a valley so the opposing gorge wall could serve as a blast barrier; the facility also had propellant supply, waste treatment, and exhaust scrubbing. The 10 acres describe that historical facility, not a recommended minimum parcel size. See NASA Glenn’s RETF buildings and systems history.
- RETF’s site choice: NASA’s history says an initial proposal considered a remote western U.S. site, but the facility was ultimately scaled to a smaller installation at Lewis Laboratory. The account describes needs including reactant delivery, instrumentation, and safe handling and disposal of toxic reactants and byproducts. It demonstrates that a remote greenfield site is not the only possible solution when a host institution can support the mission. See NASA Glenn’s account of RETF’s origins.
- White Sands: NASA describes a remote, access-controlled location with ambient-pressure and altitude-simulation stands, illustrating how remoteness can support hazardous testing alongside specialized capability. See NASA’s White Sands Test Facility overview.
- Stennis: NASA describes Stennis as its primary rocket propulsion test site, with shared assets serving government and commercial users. Shared infrastructure may be valuable, but does not by itself establish availability or fit for a proposed project. See NASA’s Stennis Space Center overview.
Compare candidate sites with a project-specific scorecard
After screening out sites that fail safety, compatibility, or feasibility requirements, compare the remaining candidates against the same criteria. Weight them according to the project rather than treating every factor as equally important.

Score only after gathering comparable evidence for each candidate. The reviewed official sources do not establish a universal cost comparison or preferred geography, so those judgments depend on the project and its candidate sites.
