Choose AWS SAM CLI when you want to run and debug a Lambda function against an event in a Lambda-like container. Choose LocalStack when you need to test how Lambda works with emulated AWS services such as S3, DynamoDB, or SQS. Many teams use both, then validate production-specific behavior in AWS: local tests do not establish that an application will satisfy real IAM policies, quotas, account settings, or every service behavior.

What is the practical difference?

AWS SAM CLI and LocalStack address different testing scopes. SAM runs Lambda code locally and is useful for a fast function-level feedback loop. LocalStack emulates multiple AWS service APIs, so tests can cover more of the connections between components without sending those emulated calls to real AWS resources.

SAM’s sam local invoke runs a single local invocation using an event supplied on the command line, from a file, or through standard input. Other SAM local workflows include start-api, start-lambda, and generate-event. SAM runs the local Lambda runtime in Docker containers designed to use the same runtime environment as Lambda. That Lambda-like container does not make AWS service calls local. If the function calls AWS APIs, those requests can reach real AWS resources, depending on your credentials, configuration, and code. That can incur charges or affect real data. Use mocks for isolated logic, or deliberately configure the application to use an emulator or a suitable test account. AWS discusses these trade-offs in its testing guidance.

LocalStack is an AWS cloud emulator for local testing of interactions among supported services, including Lambda, S3, DynamoDB, and SQS. Its AWS services documentation describes its service coverage. LocalStack’s own statements about fidelity are vendor claims, not an independent guarantee that every AWS behavior is reproduced.

Which tool fits your test?

When AWS SAM CLI is the better fit

Fast handler and event debugging

Use sam local invoke when the question is whether a handler parses an event, follows a code path, or produces the expected result. It gives you a focused local invocation without requiring the test to provision a complete set of AWS services. The AWS command reference documents the invocation workflow and event input options.

Local HTTP behavior

For an API-triggered function, sam local start-api provides a local HTTP server. It can help check request and response behavior during development, but it does not by itself validate real AWS service integrations or deployed configuration. AWS lists this and related local workflows in its local testing guide.

What SAM alone does not isolate

A function running locally can still use AWS credentials and send requests to AWS. Before invoking code that uses AWS APIs, check how its SDK clients choose endpoints and credentials. If the test should not touch real resources, use mocks or configure the dependencies to point to a local emulator; otherwise, use an intentionally isolated test account and data.

When LocalStack is the better fit

Testing service interactions locally

Choose LocalStack when a useful test needs to exercise how the function interacts with supported AWS service APIs—for example, whether a handler writes an object to S3 and sends a message through SQS. That broader integration scope is the main distinction from a SAM-only function invocation.

Combining LocalStack with SAM workflows

LocalStack documents lstk sam as a way to bridge familiar SAM commands to a running LocalStack instance, allowing a SAM application stack to be provisioned in the emulator. See LocalStack’s SAM integration tutorial. AWS also announced a LocalStack integration in VS Code in September 2025, and its Compute Blog describes a local workflow involving Docker, AWS CLI, AWS SAM CLI, and an IDE. These integrations show that the tools can work together; they do not replace deployed tests.

Check coverage and plan terms

Support varies by service, API, version, and plan. Before adopting LocalStack, check whether your particular operations are covered and whether the plan permits your intended use. LocalStack’s pricing page describes a free Hobby plan for non-commercial use and paid tiers with additional service coverage and team capabilities. Plan details and terms can change, so verify current entitlements and commercial-use rights directly rather than relying on an older comparison.

What local tests cannot prove

Local execution can shorten feedback time and reduce reliance on live AWS resources, but a passing result is not proof of production behavior. AWS notes that emulators require setup and maintenance, may lag changes to AWS, and can pass tests that later fail because of AWS security policies, inter-service configuration, or Lambda quotas. These are limitations of local testing generally; they are not evidence that a particular LocalStack API is inaccurate. Review the qualifications in the AWS Lambda testing guide.

Keep a cloud validation stage for behavior that depends on your deployed environment. Use an appropriately isolated AWS account and data, and manage spend. Local checks and cloud checks answer different questions: the former help you iterate on code and supported service interactions; the latter test against the actual AWS configuration and constraints that matter to deployment.

A practical workflow

  1. Check the handler first. Run a representative event with sam local invoke and debug the function-level behavior.
  2. Decide where service calls go. Use mocks for isolated logic. If the test needs service interactions, configure them for a local emulator or an isolated AWS test account instead of assuming SAM redirects calls locally.
  3. Test the wiring. Use LocalStack for the AWS services and API operations it supports that your application actually uses. Confirm the chosen version and plan cover them.
  4. Validate cloud-dependent behavior. Run integration checks in AWS for real policies, account configuration, quotas, and service behavior relevant to deployment.

How to choose

  • Start with SAM CLI for handler logic, event handling, and local HTTP-triggered function development.
  • Start with LocalStack when the key question is whether components work together across supported AWS service APIs.
  • Use both when you want a quick function-level loop followed by local integration testing.
  • Retain AWS validation for production-specific policies, quotas, and configuration, regardless of local test results.
