Permanent daylight saving time keeps clocks one hour ahead of standard time all year; permanent standard time keeps the standard clock setting all year. Both would end seasonal clock changes. Neither creates more daylight: permanent daylight saving time shifts daylight later on the clock, favoring evenings at the cost of darker mornings, while permanent standard time places it earlier.
What is the difference between the two policies?
The choice is about which clock setting stays in place—not whether clocks change. Under either permanent policy, clocks would no longer move forward in spring and back in autumn.

The National Institute of Standards and Technology (NIST) explains that daylight saving time shifts an hour of daylight from morning to evening; returning to standard time shifts it back. Sunlight and total daylight do not change because of the clock. Actual sunrise and sunset times depend on season, location, latitude, longitude within a time zone, and time-zone boundaries.
Would permanent daylight saving time mean darker mornings?
Yes, compared with permanent standard time: the same sunrise would appear one hour later on the clock under permanent daylight saving time. The tradeoff is a later sunset on the clock, giving more light during evening hours. The effect is most consequential in winter for people who must be active early, including students commuting to school.

The American Academy of Sleep Medicine (AASM) projected in its 2022 fact sheet that winter sunrise would occur after 8 a.m. in much of the United States and after 9 a.m. in some northern states under permanent daylight saving time. Those are AASM’s projections, not times that apply uniformly to every location.
Which is better for sleep and health?
Why the AASM favors permanent standard time
The AASM’s 2024 position statement says the evidence best supports year-round standard time because it aligns more closely with human circadian biology and offers public-health and safety benefits. Its argument emphasizes morning light as an important cue for circadian timing: keeping clocks an hour ahead year-round can place daily schedules later relative to solar time. This is the Academy’s policy recommendation, not a government rule or a guarantee of the same outcome for every person.

What the broader evidence review found
A systematic review by Aiste Steponenaite and colleagues, published in the European Journal of Epidemiology on February 21, 2026, examined 157 studies from 36 countries; its searches covered studies published through June 2025. The authors concluded: “This review indicates that transitions and living with DST (as opposed to Standard Time) during summer months are not uniformly detrimental; however, the evidence base remains limited and heterogeneous.”

- At the start of daylight saving time, studies appeared to associate the transition with increased acute myocardial infarction and fatal traffic accidents, alongside decreased crimes involving physical harm.
- At the end of daylight saving time, studies appeared to associate the transition with decreased all-cause mortality and workplace accidents, alongside increased crimes involving physical harm.
- In summer comparisons of daylight saving time with standard time, the review found associations with decreased all-cause mortality and traffic accidents.
These are population-level associations across studies, not proof that a permanent U.S. policy would cause the same outcomes. The review also found that standard time may be associated with shorter sleep duration in winter, found no clear, consistent effects on psychiatric outcomes, and said evidence was limited for firm conclusions about other sleep or circadian measures. It highlights geography and social context, including fixed school and work schedules, as relevant factors.
Does either permanent policy save more energy?
The sources cited here do not establish a clear energy winner. NIST says the amount of energy saved by daylight saving time remains debated. Although the United States extended daylight saving time in 2005 partly in the interest of reducing energy consumption, that history does not show which permanent setting would use less energy today. Any effect can depend on location, season, energy mix, heating and cooling needs, and people’s activity patterns.

What is the current U.S. policy?
As of 2026, most of the United States still observes seasonal daylight saving time. NIST lists the 2026 period as starting March 8 at 2 a.m. local time and ending November 1 at 2 a.m. local time. In spring, clocks skip from 2 a.m. to 3 a.m.; in November, the hour from 1 a.m. to 2 a.m. repeats. The U.S. Department of Transportation oversees the rules.
Hawaii, American Samoa, Guam, Puerto Rico, the U.S. Virgin Islands, and most of Arizona do not observe daylight saving time; the Navajo Nation does. NIST’s 2026 schedule reflects seasonal changes for jurisdictions that observe them, not a nationwide switch to either permanent policy.

What the 1974 permanent-DST trial can—and cannot—tell us
Congress enacted a two-year trial of permanent daylight saving time during the energy crisis, beginning January 6, 1974. The AASM’s 2022 fact sheet recounts that a National Opinion Research Center survey found support for the idea fell from 79% in December 1973 to 42% in February 1974, after implementation. The fact sheet, citing government reports, identifies darkness during children’s winter school travel as the primary reason for opposition. Congress restored standard time during winter beginning in November 1974, after one winter.
That episode illustrates a practical concern about dark winter mornings, but it does not establish current public opinion or settle the health effects of either policy today.
