iOS 13 brought developers a new declarative UI framework, Dark Mode, Sign in with Apple, and advances in ARKit 3 and Core ML 3. Treat it as a major historical platform release—not a guide to today’s App Store submission rules. For implementation and compatibility decisions, check Apple’s release notes for the specific iOS and SDK versions you support.
What changed for developers in iOS 13?
Apple’s September 10, 2019 announcement highlighted Dark Mode, Sign in with Apple, and advances in ARKit 3, Core ML 3, and Siri as capabilities for iOS 13 apps. The iOS 13 SDK was bundled with Xcode 11. These features make iOS 13 useful to understand as a turning point in Apple platform development, but the announcement is not a current compatibility or submission-policy reference.
Apple’s Platforms State of the Union — WWDC19 also placed SwiftUI among the platform’s central developer topics. Taken together, the release called for teams to assess both how they built interfaces and how their apps looked and behaved.
SwiftUI and app development
SwiftUI was a major developer-facing addition in the iOS 13 generation. Apple’s WWDC 2019 sessions include “Introducing SwiftUI: Building Your First App,” “SwiftUI Essentials,” and “Integrating SwiftUI.” These sessions are a better starting point for understanding the framework than assuming a high-level release overview explains its APIs or migration implications.

Before choosing SwiftUI for an existing app, review the relevant platform documentation and release notes alongside your deployment requirements and current UI architecture. Apple’s iOS 13 release notes record SwiftUI changes, deprecations, and known issues; they also describe a weak-linking workaround for apps that need to run on earlier OS versions without SwiftUI. That makes the exact target OS and SDK version important when assessing compatibility.
Dark Mode, sheets, and contextual menus
Dark Mode was not simply a toggle to add to an app’s settings. Apple’s What’s New in iOS Design — WWDC19 discusses adapting app colors, images, and text when a person enables Dark Mode. Developers should review interface assets and text legibility in both appearances.

The same design session covers card-style modal sheets and contextual menus. These interaction changes belong in the same review as appearance: check how key screens present information and how users reach relevant actions, rather than treating iOS 13 adoption as an API-only task.
Sign in with Apple, ARKit 3, and Core ML 3
Apple identified Sign in with Apple, ARKit 3, and Core ML 3 as iOS 13-era app capabilities. The announcement establishes their place among the release highlights, but it is not an implementation guide. Entitlements, API behavior, availability, and setup steps should be verified in the Apple documentation for each technology before you design or ship an integration.

How to use the iOS 13 release notes
Apple’s iOS 13 Release Notes advise: “Update your apps to use new features, and test your apps against API changes.” The notes cover new features, deprecations, and known issues. For example, they say UIApplicationExitsOnSuspend is no longer supported and document SwiftUI changes and a back-deployment workaround.
- Identify the iOS versions and SDK version relevant to your app’s build and deployment targets.
- Read the corresponding Apple release notes, including entries for the specific version you intend to support; do not generalize a beta-specific note to every final release.
- Check the feature-specific Apple documentation for API availability and implementation details before changing code.
- Test affected app flows against API changes and the appearances or interactions you are adopting, including Dark Mode where applicable.
Do not rely on iOS 13 release notes to establish current OS support or today’s App Store requirements; consult Apple’s current documentation and policies for those decisions.

What the April 2020 App Store notice meant
In its September 10, 2019 announcement, Apple said that starting in April 2020, new apps and app updates would need to be built with the iOS 13 SDK and support the all-screen design of iPhone XS Max or later. That was a prospective requirement with a stated historical start date, not evidence of the submission rules in force today. Check current Apple policy before making a present-day compliance decision.
