Cyclomatic complexity measures the number of linearly independent paths through a software module’s control flow. To calculate it, represent the module as a control-flow graph and use V(G) = E − N + 2P, where E is the number of edges, N the number of nodes, and P the number of connected components. For the usual single connected function graph, the formula is E − N + 2.
What cyclomatic complexity measures
Cyclomatic complexity, also written V(G), v(G), or CC, describes the decision structure of a defined software module, such as a function or subroutine. It is based on the module’s control-flow graph: nodes represent statements or expressions, and directed edges represent possible transfers of control.
The score counts linearly independent paths in that graph. It is useful as a structural signal for understanding decision logic and planning tests; it is not a direct measure of readability, correctness, security, data complexity, or overall maintainability.
How to calculate cyclomatic complexity
- Choose the unit. Identify the function, subroutine, or other module to measure. Keep the unit explicit so the result can be interpreted and reproduced.
- Build or obtain its control-flow graph. Represent statements or expressions as nodes and possible control transfers as directed edges.
- Count the graph components, nodes, and edges. Record P, N, and E respectively.
- Apply the formula. Calculate V(G) = E − N + 2P. For the ordinary connected graph of one function, P is 1, so calculate E − N + 2.
For a standard single-entry, single-exit graph, an equivalent shortcut is to count predicate or decision nodes and add one. Use that shortcut only with a clear understanding of which constructs the graph treats as decisions.

For example, if a connected function graph has 12 edges and 10 nodes, its complexity is 12 − 10 + 2 = 4. The result is a graph-based score for that function under the graph convention used; it does not establish how many tests will be sufficient for every testing goal.
How to interpret the score for testing
Arthur H. Watson and Thomas J. McCabe describe cyclomatic complexity as a basis for structured, or basis-path, testing in NIST SP 500-235 (1996). The method identifies a basis set of independent execution paths and uses decision outcomes to guide test design. It is not a claim that every conceivable runtime path has been tested.

The report’s executive summary states, “The number of tests required for a software module is equal to the cyclomatic complexity of that module.” Read this in the context of the report’s structured-testing method, rather than as a universal modern rule for the number of tests a module needs. The report explains that its method uses control-flow structure to establish path-coverage criteria and describes the resulting test sets as more thorough than statement and branch coverage. A complexity score alone does not guarantee software quality.
Report the unit and counting convention
A score is meaningful only with its measurement context. Report the module measured and how its graph was constructed. In particular, state how the language constructs and exceptional control flow were counted. Tools may construct graphs differently, and no single current cross-tool conformance standard is established by the sources cited here.

A repository-wide aggregate should not be presented as though one number explains every function. Prefer per-module or per-function values; if an aggregate is useful, identify how it was calculated and keep the underlying units available.
- Compare results for the same unit type, such as function against function.
- Check whether the tools treated the relevant language constructs and exceptional control flow alike.
- Distinguish a per-function score from an aggregate across multiple functions.
What the score cannot tell you
There is no universal acceptable cutoff established by the cited primary sources. If a team adopts a threshold, label it as local policy rather than an industry-wide rule, and use the metric alongside tests, code review, and other relevant evidence.

NIST’s 2017 report, Impact of Code Complexity on Software Analysis, by Charles De Oliveira, Elizabeth Fong, and Paul Black, describes how code complexity can make weakness detection more difficult for static analyzers. Its SAMATE team studied approximately 800,000 warnings. That finding concerns challenges for static analysis; it does not show that cyclomatic complexity by itself predicts bugs.
