DevOps is a broad way of organizing development and operations around shared responsibility, reliable delivery, and feedback. CI/CD is a set of engineering practices and automated workflows for integrating, testing, packaging, and releasing code. CI/CD can support DevOps, but installing a pipeline does not by itself create a DevOps culture.
What is the difference between DevOps and CI/CD?
The central difference is scope. DevOps addresses how people and teams collaborate to build, deliver, and operate software. CI/CD addresses how code changes move through automated engineering and release steps. Google Cloud describes DevOps as an organizational and cultural approach concerned with delivery velocity, reliability, and shared ownership; its CI/CD guidance describes practices and workflows for integrating and delivering software (Google Cloud’s DevOps overview; CI/CD guidance).

A pipeline can make handoffs faster and feedback more consistent, but organizational practices—such as shared goals, ownership, and learning from operational results—extend beyond the pipeline itself.
What do CI, continuous delivery, and continuous deployment mean?
“CD” is used for both continuous delivery and continuous deployment. Because organizations and products may use the terms differently, clarify which meaning you intend when discussing a pipeline.

Continuous integration (CI)
Developers integrate changes into a shared codebase frequently. Automated builds and tests verify those changes so defects and integration problems can be found sooner.
Continuous delivery
Continuous delivery extends CI by keeping incremental changes prepared for release. The release can still depend on a human approval or another policy-controlled decision.

Continuous deployment
Continuous deployment automatically deploys qualifying changes to production without manual approval. Google Cloud’s Cloud Deploy terminology documentation distinguishes it this way: “Whereas continuous delivery requires manual approval at one or more stages, continuous deployment is automatic, with no manual approval required” (Cloud Deploy terminology).
Pipeline
A pipeline is the mechanism that automates stages and controls for building, testing, packaging, promoting, or deploying software. It is not synonymous with DevOps culture.

How do DevOps and CI/CD work together?
A common delivery path links source changes to production operation and then feeds what happens in production back into development. The exact tools, environments, checks, approvals, and rollout policies depend on the software and its risk requirements.
- Change: A developer commits code to version control.
- Integrate and verify: A CI trigger builds the change and runs automated tests; teams may also include security checks.
- Package: A successful build produces an artifact that can be stored and tracked.
- Promote and release: The artifact moves through environments such as test, staging, and production. The process can include approvals, staged rollout strategies, and rollback planning.
- Operate and learn: Teams monitor the running service and use operational results to guide fixes and improvements.
CI/CD automates much of the movement and verification in that path. DevOps is reflected in how the people responsible for building and operating the service coordinate, share responsibility for outcomes, and act on feedback. Google Cloud’s implementation guidance recommends promoting rather than rebuilding artifacts in its GKE-specific context; that is guidance for that context, not a universal architecture requirement (Google Cloud deployment guidance).

Is CI/CD part of DevOps?
CI/CD is commonly one of DevOps’ technical capabilities, but it is not the whole of DevOps. A team can have automated builds and deployments while development and operations still work toward separate goals or fail to share ownership of reliability. Conversely, teams can adopt DevOps practices while their automation is still developing.
Evaluate the two at different levels: look at pipeline stages and controls to understand CI/CD, and look at collaboration, ownership, delivery outcomes, and feedback practices to understand DevOps. Google Cloud’s guidance treats technical practices as part of a broader operating approach rather than a substitute for it (DevOps overview; continuous delivery guidance).

What evidence links CI/CD practices with delivery performance?
Google Cloud’s 2021 State of DevOps page reported historical associations among elite performers meeting reliability targets: they were 5.8 times more likely than low performers to use continuous integration, 3.7 times more likely to use continuous testing, 2.3 times more likely to use trunk-based development, and 3 times more likely to use a loosely coupled architecture (Google Cloud / DORA, 2021 State of DevOps). These are findings from that research year, not current universal benchmarks or proof that any single practice causes better performance.
