Use Azure Test Plans to organize manual cases and link them to requirements; use Azure Pipelines to run automated suites and publish results. A dependable approach combines traceability with staged, risk-based testing, then uses failures, coverage, and suite health to guide improvements—not as vanity scores.
How Azure DevOps testing fits together
Azure Test Plans and Azure Pipelines have complementary jobs. Test Plans groups cases into plans and suites, supports manual execution, and can link cases to backlog requirements. Pipelines runs automated tests during build or release workflows and surfaces results on the run’s Tests tab. Tests associated with test cases can be run from Test Plans or in CI/CD. A practical workflow is to define what matters for a requirement or release, organize manual and automated checks, run them at stages suited to their speed and dependencies, and review results for actionable gaps. A red pipeline run signals a problem to investigate; by itself, it does not identify whether the cause is product code, a test, the environment, or flakiness.
Choose a test plan and suite structure
A test plan can represent a sprint, milestone, or requirement-focused cycle. Within it, choose suite types according to how cases should be grouped and maintained:

For a manual cycle, create a plan, set configurations and testers, run the cases against the cycle’s exit criteria, then carry cases forward or copy them into a later cycle as appropriate. Microsoft documents plan, suite, case, and execution workflows in its Test Plans documentation and suite guidance.
Set up automated testing in Azure Pipelines
- Write and check in tests. Use the team’s framework and keep test code in source control alongside the application or in the relevant test project.
- Build and publish test binaries. Configure the build so the pipeline can run the compiled tests or invoke the project’s runner.
- Choose pipeline execution. Run tests in a build or release pipeline. Microsoft documents Visual Studio Test and Azure Test Plan tasks; other runners can publish their results with Publish Test Results.
- Associate methods with cases when traceability is needed. Use the Test Plans portal or a supported Visual Studio workflow if you need test-case links or on-demand execution from a plan. Microsoft lists MSTest, NUnit, xUnit, Selenium, Coded UI, Python PyTest, and Java Maven/Gradle in its association guidance. The portal supports all those listed frameworks; Visual Studio association has a narrower supported list. A test method can be associated with multiple cases, but a test case can have only one associated method.
- Review results and improve the suite. Inspect the pipeline run’s Tests tab and relevant analytics, investigate failures, and feed meaningful gaps into the next test cycle.

Design a layered suite and useful gates
Place tests according to feedback speed, dependencies, risk covered, and maintenance cost. Fast, low-dependency unit tests usually belong early in a pipeline. Integration and higher-level checks can run later, where their service dependencies and execution costs are justified. Define quality gates between stages so a change does not advance until agreed criteria are met.
- Start with a manageable suite, then expand as the team learns where failures escape and which checks provide trusted signals.
- Run a broader scheduled suite in preproduction to find regressions or flaky behavior that a narrow per-commit run may miss.
- Prepare realistic test environments and data; revise the strategy as architecture changes.
- Use selected shift-right checks in deployed environments when production behavior may differ from staging, but treat them as a complement to preproduction validation. Apply safeguards appropriate to the system before considering deployment tiers or fault injection.

Use traceability, results, and coverage to find gaps
Link cases to user stories or PBIs when teams need to see which requirements have tests and how those cases pass or fail. Azure DevOps requirements-quality reporting can then expose requirements without test coverage and quality by requirement. Test results, Test Analytics, coverage reporting, and flaky-test management offer different views; choose the view that answers a decision rather than collecting every metric.
Coverage reports show code paths exercised by tests, not whether the tests are meaningful. Microsoft advises treating coverage as a signal rather than a target: prioritize untested critical behavior and weigh the maintenance cost of additional checks. Useful suite measures include pass rate, defect escape rate, flakiness rate, execution-time trend, and coverage. Tailor dashboards to the audience: developers may need flakiness and code-level detail, operations may need readiness and run-time trends, and business stakeholders may focus on escaped defects.

Publish and interpret coverage
Azure Pipelines can publish coverage from supported formats using the Publish Code Coverage Results v2 task. Microsoft lists formats including Cobertura, JaCoCo, Clover, gcov, pcov, other XML formats, and Visual Studio coverage formats. Source drill-down in the enhanced coverage experience depends on source mappings. The documented pull-request coverage feature is limited to Azure Repos, so do not assume the same PR capability for every repository provider. Check the current coverage results guidance for format and task details.

A large suite is not useful if its signal is ignored. Flaky tests, duplicate checks, obsolete cases, and poor test design create test debt. Review failure patterns routinely and classify likely product, test, and environment causes. Improve unreliable checks, remove obsolete or redundant cases, and add targeted tests when an escaped defect reveals an important behavior that was missed.

Coverage gaps should lead to risk-based questions: Which critical path is not exercised? Would a test catch the failure mode the team cares about? Is the added test reliable and maintainable? This is more useful than pursuing an arbitrary percentage target, which the cited Microsoft guidance does not prescribe.
Access and licensing affect who can use Test Plans
Access depends on the organization’s Azure DevOps Services or Azure DevOps Server setup and the user’s entitlement. Microsoft states that Stakeholder access does not include Test Plans; Basic access supports viewing and running, while full plan authoring and management require Basic + Test Plans access or a qualifying Visual Studio subscription. Confirm current licensing and project permissions for the organization before relying on a specific capability. See Microsoft’s access-level documentation.
