Build accessibility testing into planning, implementation, CI, manual QA, and follow-up—not just the final release check. Set a clear scope and target, use automation to catch detectable defects and regressions, and pair it with structured human evaluation, including assistive-technology use and input from people with disabilities. A scanner result is evidence about some checks, not proof that a product is accessible or conforms to WCAG.
Start with scope, users, and an accessibility target
Before choosing a tool or adding a CI gate, define what the team is evaluating. Specify the product and platform, the views or screens, key features and user flows, technologies, and the WCAG conformance level you are targeting. Confirm the target against the organization’s commitments and applicable jurisdictional requirements rather than assuming one level applies everywhere.
W3C’s WCAG-EM 2.0, published on 23 July 2026, is an evaluation methodology for websites, mobile apps, and other digital products—not an additional set of WCAG requirements. Its five stages are scope, explore, sample, evaluate, and report. W3C recommends integrating accessibility from the start and throughout planning, design, and development: WCAG-EM Overview.
Make the target usable in everyday work
Translate the target into acceptance criteria that product, design, engineering, and QA can apply to features. For example, define the expected keyboard behavior for a dialog, the accessible name and state of a control, and how errors are announced in a form. Criteria should address the actual interaction and content, not only whether a scan reports a clean result.

Map the product and choose meaningful coverage
Explore the product before deciding what to test. Record its important views, content types, functionality, underlying technologies, interaction states, and user journeys. A page captured in its initial state may not reveal a problem that appears after opening a menu, submitting a form, loading more results, or encountering an error.
When full coverage is not practical
WCAG-EM provides structured and random sampling guidance for situations where evaluating every view is impractical. Choose and document a representative sample that covers different templates, components, content, and states. State what was and was not included; a sample helps organize evaluation but must not be presented as an exhaustive audit.
Put automated checks close to code changes
Run appropriate accessibility checks during implementation and in automated tests, CI, or pull-request builds. This brings detectable defects and regressions into the same feedback loop as other code issues, when the relevant change is still easy to find. Match the check to the stack: options include code-level linting, configured web packages or APIs, browser-based tests, and mobile SDK or Appium approaches. Decide deliberately whether CI blocks a change
A team can configure a build to fail based on automated results; Microsoft’s sample repository demonstrates checks in CI and pull-request builds. Whether to block, warn, or track findings separately is a team policy, not a universal W3C requirement. Consider the check’s relevance, the severity and ownership of findings, and how existing issues will be handled. A gate that reports an unowned backlog without a remediation path can become noise; a focused gate can help prevent newly introduced defects.

Microsoft’s sample is an implementation example, not a rule for every stack: Accessibility Insights CI action sample. Select tools by platform, where checks run, test type, integration fit, rule and standards coverage, and the usefulness of their findings and remediation workflow. W3C’s evaluation methodology is independent of specific tools, browsers, and assistive technologies.
Use automation for what it can establish
Automated tools can identify some issues, but they cannot find every barrier or determine on their own whether a site meets accessibility standards. A clean scan therefore does not certify accessibility or WCAG conformance. W3C’s overview explains the role and limits of evaluation tools: Evaluating Web Accessibility Overview. W3C’s ACT Rules overview describes work to standardize test rules; it notes that the ACT Rules Community Group developed over 50 rules, a count that does not mean every tool implements them or that passing them proves conformance: Accessibility Conformance Testing (ACT) Overview.

Schedule structured manual and assistive-technology checks
Manual evaluation covers how people actually navigate and use a product, including interactive situations that a scan may not understand. Microsoft Learn notes that many barriers appear only during interactive use: Resources for accessibility testing.
- Keyboard: Navigate with a keyboard, check focus visibility and order, and verify that interactive controls can be reached and operated without a pointer.
- Interactive states: Exercise menus, dialogs, forms, validation errors, dynamic content, and other relevant states. Check that changes are perceivable and controls expose the expected names, roles, and states.
- Display changes: Inspect the product at different display sizes and zoom levels. Where relevant, test high-contrast modes and ensure content and functionality remain available.
- Assistive technology: Test screen readers and voice recognition where relevant to the product and its audience. Include the technologies and platforms that match the evaluation scope.
These checks are not interchangeable with each other, nor can one tester or one assistive-technology setup represent every user’s experience. Plan coverage around the product, target, and likely user journeys.

Involve people with disabilities in evaluation
People with disabilities and assistive-technology users can reveal barriers that automated checks and teams’ assumptions miss. W3C’s methodology recommends involving real users with disabilities, and Microsoft describes testers with different accessibility needs as ideal contributors. Their input is meaningful evaluation evidence, not a claim that any participant represents every disabled person. Accessibility expertise also draws on standards, accessible design and development, assistive technology, and how people use digital products.

Record findings, assign fixes, and retest
Keep an evaluation record that makes the work reproducible and the limits clear. WCAG-EM places reporting after scoping, exploration, sampling, and evaluation. Include:
- the product, scope, target level, and date of evaluation;
- the views, flows, states, and sample covered, including exclusions;
- the automated tools and manual evaluation steps used;
- observed successes, failures, and findings, with enough context to reproduce them;
- an owner and remediation plan for each issue, followed by relevant retesting.
After a fix, rerun the relevant automated checks and repeat the manual steps that exposed the issue. W3C’s report tool can help structure a report from results that have already been supplied; it does not perform the accessibility evaluation: Accessibility evaluation report tool.
Repeat the workflow throughout the lifecycle
Accessibility evaluation should recur as the product changes: during planning and design, as features are implemented, in CI or pull requests, in manual QA, and after release when updates or monitoring warrant another look. A final audit or periodic review can add assurance, but deferring evaluation until release makes it harder to catch issues early. W3C’s guidance treats evaluation as ongoing work across development, rather than a one-time sign-off.
