The right choice depends on whether overflow should remain reachable and which axis is affected.
What CSS overflow controls
The overflow properties control content that extends beyond a constrained box. With the default visible, that content can paint outside the box. To make a box scroll instead of growing, its layout must constrain its width, height, or maximum size; setting an overflow value alone does not necessarily create a useful scrolling area.
The CSS Overflow Module Level 3 defines these behaviors for block, flex, and grid containers. The shorthand overflow accepts one value for both axes or two values in horizontal-then-vertical order. The longhands overflow-x and overflow-y set the physical horizontal and vertical axes independently. See the W3C CSS Overflow Module Level 3 and MDN’s overflow reference.
Choose the right overflow value

How to make a div scroll
Give the element a size constraint, then use auto on the axis that may overflow. For vertical content, a maximum block size is often more flexible than a fixed height:

}If the content grows beyond 24rem, the panel can scroll vertically; otherwise, it stays at the content’s natural height. Use height or block-size instead when the design requires a fixed-height region. A box without an effective size constraint may simply expand to fit its content rather than develop scrollable overflow.
How to control horizontal and vertical overflow separately
Set the longhand for the axis that should scroll. A common example is a wide table inside a responsive page:

}This lets the wrapper scroll horizontally when its table is wider than the available space. For ordinary long words or unbroken strings, first consider overflow-wrap, word-break, or responsive sizing instead of making the whole region horizontally scrollable. MDN’s guide to handling overflowing content covers these alternatives.
Why overflow-x: hidden; overflow-y: visible may not work
The two axes have paired-value computation rules. When one axis has a value other than visible or clip, a visible value on the other axis computes to auto. Consequently, this declaration does not preserve visible vertical spill:

}If one axis must remain visible, pair it with clip on the other axis when that behavior suits the design. For example, overflow-x: clip; overflow-y: visible; avoids creating a scroll container, but the horizontal content is clipped and cannot be scrolled. Check the computed styles in browser developer tools rather than assuming the authored values remain unchanged. The pairing rules are described in the W3C specification and MDN reference.

Keep clipped and scrollable content accessible
hidden and clip are not interchangeable. With hidden, focus navigation can scroll clipped focusable content into view, and scripts can use scroll APIs. With clip, a focusable item beyond the clip can receive keyboard focus without becoming visible. Avoid using clip when users need to reach the clipped content.
Some browsers do not make scrollable regions keyboard-focusable by default. For a region users need to scroll, consider adding tabindex="0" and, where appropriate, a landmark-like role and accessible name:

Scrollbar behavior and layout shifts
scroll requests scrollbars even when there is no overflow, but overlay-scrollbar interfaces may not reserve visible layout space. If the goal is to prevent content from shifting when a scrollbar appears, MDN identifies scrollbar-gutter: stable with overflow: auto as an alternative to forcing a scrollbar:

Not every visible effect outside a box enlarges its scrollable overflow area. Shadows, outlines, text decoration, border images, and overhanging glyphs are examples of ink overflow: they affect painting but do not necessarily extend the area that can be scrolled. If a shadow is cut off, inspect the relevant clipping ancestors; if there is an unexpected scrollbar, inspect the element’s actual content and layout dimensions. The distinction is described in the MDN CSS overflow guide.

Troubleshoot a missing or unwanted scrollbar
- Check the box constraint. Inspect the element’s computed width, height, and maximum dimensions, then compare them with the content dimensions. Without a constraint, the box may grow instead of scrolling.
- Identify the overflowing axis. Use
overflow-xoroverflow-yfor the intended direction, rather than applying a broad shorthand without checking both axes. - Inspect computed overflow values. A
visiblevalue can compute toautowhen paired with a non-visible, non-clipvalue on the other axis. - Decide whether hidden content must remain reachable. Use
autoorscrollfor user scrolling,hiddenwhen programmatic or focus scrolling is intended, andcliponly for visual cropping of content users do not need. - Fix long text before adding horizontal scrolling. Try wrapping, breaking long tokens, or adjusting responsive sizing.
- Address layout shifts deliberately. If scrollbar appearance changes the layout, consider
scrollbar-gutter: stablewithoverflow: auto.
