Test a progressive web app (PWA) as a website first, then verify installation, offline behavior, performance, accessibility, and any device features it promises. A manifest check or Lighthouse score alone cannot show that the app works for real users across browsers and operating systems.
1. Start with the core website experience
Progressive Web Apps are web apps first. As web.dev’s PWA checklist by Pete LePage and Sam Richard puts it, “Progressive Web Apps are web apps first, and that means they need to work across browsers.” Test the app in Chrome, Edge, Firefox, and Safari, prioritizing the browser and device combinations your users actually use.
Before testing installation or offline features, open the app as an ordinary website. Exercise its important routes and tasks—not just the home page—and confirm essential functions remain available if an enhancement or browser API is unsupported.
- Check narrow and wide viewports, including the layouts used on phones, tablets, and desktops.
- Try touch input where applicable and complete key tasks using only a keyboard.
- Check navigation, forms, validation, and other important interactions on each target browser.
- Look for content that is hidden, clipped, or difficult to operate after the layout changes.
Build a focused test matrix rather than testing every theoretical combination. Include the browser and operating system, viewport and input method, fresh versus returning visit, network condition, cached versus uncached route, and supported versus unavailable APIs where each distinction matters to the product.

2. Check the manifest and test installation on each platform
Inspect the manifest
Find the manifest link on each relevant page, load the manifest URL directly, and check that it contains valid values for the intended app. MDN’s installability guidance lists these manifest members for Chromium-based browsers:

Serve the production app over HTTPS. For local development, localhost and 127.0.0.1 are allowed. A valid manifest is one part of installability, not proof that every browser or device will offer the same installation experience.
Install and launch for real
On each supported browser-and-operating-system combination, follow the installation flow that platform provides. Inspect the installed app’s icon and name, install it, launch it, and confirm it opens the intended route in the expected display mode. Also test what happens when a user opens a deep link or returns to the app, if those flows matter.
There is no universal install prompt. Desktop and mobile browser flows differ; Android may use WebAPK support, while iOS has its own installation flow. MDN’s cited guidance says Chrome’s beforeinstallprompt event is not supported on iOS. Do not make a custom install button depend on that event without a usable fallback.

Chrome says a manifest is necessary but not sufficient, and cautions that PWA testing in Lighthouse is deprecated. Passing a legacy Lighthouse manifest audit or seeing an old PWA badge does not establish that installation works across your target platforms. 3. Exercise service-worker and offline behavior
Offline support is a behavior to test directly, not a property to infer from the presence of a service worker. Start with a clean online load, then verify the worker registers and controls the pages it is meant to control. Use browser developer tools to simulate offline mode or disable the network.
- Load the app online and confirm service-worker registration and control on expected pages.
- Go offline and reload the manifest’s
start_url. - While still offline, visit a route known to be cached and then one that is not cached.
- Repeat the tasks the product claims can be done offline.
- Restore connectivity and check that the app recovers without losing or duplicating user work.
The start route is especially important: after the service worker has cached the necessary resources, the manifest’s start_url should load successfully offline. Chrome’s legacy Lighthouse audit checks offline response behavior, but a direct user-flow test is the more durable release check. Check both useful content and honest failure states
For cached pages, confirm users can see and use the content the app promises. For uncached pages or unavailable data, show a clear offline or retry state rather than a blank screen or misleading success. The right expected result depends on the product’s offline claim.

If the app queues actions offline, verify that it visibly marks work as pending, synchronizes it after connectivity returns, and handles conflicts and duplicate submissions according to its data rules. Background synchronization can defer work until connectivity is stable; it does not remove the need to test the app’s own synchronization and conflict behavior. 4. Measure performance and reliability
Test cold and repeat loads, large assets, slow connections, and whether taps and other interactions respond promptly. A page that renders eventually may still frustrate users if its main task is delayed or unreliable.
Separate lab results from field performance. web.dev’s checklist says Lighthouse performance audits are based on Core Web Vitals and points to PageSpeed Insights and the Chrome User Experience Report for field data. These sources answer different questions: a lab audit is a controlled check, while field data reflects eligible real-user experiences.
web.dev’s checklist also reports that “as page load times increase from one second to ten seconds, the probability of a user bouncing increases by 123%.” That is a figure presented by web.dev, not a prediction for every individual PWA or every visit.

5. Include accessibility in release checks
Automated tools can identify some accessibility issues, but web.dev’s PWA checklist notes that “A majority of accessibility testing must be done manually.” Use automated audits as one input, then manually complete important tasks with a keyboard. Where applicable, test with screen readers on the platforms your users target.
- Move through the interface in a logical focus order and check that focus remains visible.
- Confirm controls use appropriate semantics and forms have understandable labels and errors.
- Check that status changes—such as a save completing or an offline action being queued—are conveyed meaningfully.
- Verify that responsive layouts and installed display modes remain operable with assistive technology.
Lighthouse accessibility audits, axe, and Accessibility Insights can help find issues, but none replaces manual testing. Set the applicable accessibility conformance target for your product and jurisdiction rather than assuming a single WCAG version is definitive everywhere.

Notifications, sharing, background sync, IndexedDB, badges, and window-controls overlays are optional capabilities, not requirements for every PWA. MDN’s PWA reference describes these and other capabilities.

- For permission-based features, test permission not yet requested, granted, and denied.
- Test behavior in browsers or contexts where the API is unavailable.
- Ensure the core task remains possible without the optional capability, or clearly explain the limitation.
- For stored or synchronized data, verify persistence and recovery behavior matches the product’s expectations.
7. Turn the checklist into a release decision
Record expected behavior before running tests. “Offline works” is too vague to pass or fail; “the installed app opens the cached start route, displays the saved account screen, and marks a new submission as pending” is testable.
- Core web: Can users complete essential tasks in target browsers and responsive layouts?
- Installation: Does the actual platform flow install and launch the app as intended?
- Offline: Do the start route, cached routes, and claimed offline tasks behave as specified?
- Performance: Are load and interaction checks acceptable under realistic network conditions, with lab and field evidence distinguished?
- Accessibility: Have automated checks been supplemented with manual keyboard and relevant assistive-technology testing?
- Optional APIs: Are permission, unavailable-API, and fallback states covered?
Track failures by browser, operating system, network condition, and route. That makes it easier to distinguish a general regression from a platform-specific limitation and to communicate unsupported behavior accurately.

Frequently Asked Questions
Does Lighthouse still test PWAs?
Chrome’s Lighthouse PWA documentation marks PWA testing as deprecated. Lighthouse can still be useful for other audits, but its former PWA audit should not be treated as a current comprehensive certification.
Does a PWA have to work offline to be a PWA?
Not every PWA makes the same offline promise. Test the behavior the product actually claims, and do not imply that features or routes work offline unless they have been verified.
