Progressive enhancement means building a useful core experience first, then adding richer features when a browser supports them. For cross-browser compatibility, that means relying on web standards, checking for the specific capabilities your code needs, providing fallbacks, and testing the browser and device combinations your audience actually uses.

What progressive enhancement means

Progressive enhancement is a way to build web experiences so essential content and actions remain available across a range of browsers, devices, and user capabilities. The baseline should be useful in its own right—not a deliberately broken version that works only after every script and advanced feature loads. Enhancements can then improve the experience where the necessary browser capabilities exist. MDN describes the approach as serving as many users as possible with a baseline and offering a better experience to browsers that can run the additional code.

A practical way to plan the layers is:

  1. Content and structure: Put meaningful content and essential controls in semantic HTML.
  2. Presentation: Use CSS to establish visual hierarchy and responsive layouts that adapt to different viewport sizes.
  3. Behavior: Add JavaScript where it improves links, forms, or controls, while retaining the baseline action or a clear alternative.
  4. Optional capabilities: Add advanced APIs or effects only when they are available and appropriate; preserve a useful fallback otherwise.
  5. Verification: Test the combinations that matter to your audience, including accessibility, performance, and usability—not just feature support.

This is a planning model, not a required technology stack. For example, an HTML form can submit without JavaScript and gain client-side validation and JavaScript submission handling in browsers where those enhancements work. MDN’s testing guidance describes this form pattern.

Progressive enhancement vs. graceful degradation

The approaches are related and can complement one another. The difference is the starting point: progressive enhancement starts with a simpler working experience and adds improvements; graceful degradation starts with a richer experience and plans a reduced experience for environments where that version cannot run. Neither label guarantees that a site is usable: the essential task must still make sense and work for the intended audience.

The useful choice depends on the project. In either approach, keep essential content, access, and actions available in the environments your audience uses. MDN discusses the relationship between the two approaches.

How to make a website work across browsers

Web standards give browsers a shared foundation. Their goal is interoperability: browsers should render the same HTML, CSS, or JavaScript input consistently. That goal does not establish that every feature, release, operating system, assistive technology, or implementation behaves identically. Treat compatibility as an ongoing quality practice rather than a badge or a one-time standards check.

  1. Define the support target. Identify the browsers, versions, devices, and user tasks that matter to your audience. There is no universal support list that fits every project.
  2. Build essential tasks on interoperable foundations. Use semantic HTML for structure and controls, then apply responsive CSS and JavaScript enhancements as appropriate.
  3. Check capabilities, not browser names. Test for the feature a particular enhancement needs and provide an alternative if it is absent.
  4. Test behavior in context. Verify the real task across relevant browsers, operating systems, devices, viewports, and input methods. Include accessibility and performance checks.
  5. Revisit the matrix as the product changes. New features, audience needs, and browser support can change which combinations deserve testing.

MDN’s standards learning material explains the interoperability goal. Its PWA testing guidance recommends testing across browsers and operating systems, devices and viewport sizes, and input methods such as keyboard, mouse, touch, and stylus. Semantic HTML elements support input methods by default, but they still need testing in the product’s actual context.

Use feature detection rather than browser detection

Feature detection asks whether the specific capability your code needs is present. Browser detection instead tries to infer capabilities from a browser’s identity, which is an unreliable proxy: browser labels do not tell you for certain which feature is available. When possible, choose an enhancement based on capability and give users without it a fallback that preserves their goal.

JavaScript example

Check for the Geolocation API before offering a location-based enhancement. If it is unavailable, provide a static map or another way to get the information:

The fallback should help the user complete the same general task; merely hiding a control can leave them without a route forward. MDN’s feature-detection guide uses geolocation and a static map to illustrate this idea.

CSS example

Use the CSS @supports rule to apply styling when a browser supports the property or declaration you need, with a fallback declaration outside the conditional:

Here, the fallback keeps content available in a basic block layout; supported browsers can use the grid layout. MDN documents @supports and its negated form.

A presence check is not proof that every browser implements a feature identically. If an API exists but behaves differently across implementations, test that behavior in the browsers you support rather than assuming the check settles compatibility. The W3C Web Platform Design Principles state: “Provide a way for authors to programmatically detect whether your feature is available, so that web content may gracefully handle the feature not being present.”

Use Baseline as a planning aid, not a quality verdict

MDN Baseline summarizes support across a named core browser set: Apple Safari on iOS and macOS; Google Chrome on Android and desktop; Microsoft Edge desktop; and Mozilla Firefox on Android and desktop. Its labels can help teams decide when a feature might be suitable for a project, but they describe support—not the overall quality of a site.

  • Widely available: Consistent support history for at least 2.5 years in all Baseline browsers.
  • Newly available: Supported in at least the latest stable version of each Baseline browser; it may not work in older browsers and devices.
  • Limited availability: The feature does not meet the criteria for the other labels.

Check current support data for the specific feature you plan to use; classifications change. Baseline does not establish accessibility, usability, performance, security, or bug-free behavior. MDN explains Baseline compatibility labels and their limits.

Cross-browser testing includes accessibility and real tasks

A page may render in multiple browsers yet remain difficult or impossible for someone using a keyboard, magnification, a screen reader, or another assistive technology. Feature presence alone does not establish accessibility. WCAG’s concept of “accessibility supported” concerns interoperability with users’ assistive technologies and accessibility features in mainstream user agents; whether a specific use is supported depends on the technology, its use, and the languages involved. W3C’s WCAG 2.2 understanding material explains the term.

Choose tests around the work users need to do, then cover relevant combinations of:

  • Browser and version, including the operating system’s browser where applicable
  • Operating system, device class, viewport size, and orientation
  • Keyboard, mouse, touch, or stylus input
  • Assistive technology used by your audience
  • Network or scripting constraints that matter to the product
  • The essential task, including what should happen when an enhancement is unavailable

Prioritize the matrix using audience evidence and product requirements. A support summary can help choose candidates, but it cannot replace checking that the actual experience works for people.

Check screenshots as one part of visual verification

Browser screenshots can help spot layout and rendering differences, especially when captured at the same viewport and device scale. They show pixels, not whether a form submits, a keyboard user can operate controls, or a screen reader announces the page correctly. Use them alongside functional and accessibility checks, not as a substitute.

For visual checks, keep the URL, viewport, state, and capture timing consistent between runs. Wait for the relevant content to load, and account for dynamic content, animations, consent banners, and other overlays that can make two captures differ for reasons unrelated to browser compatibility. A screenshot service can automate captures; it does not by itself validate the page’s functionality or accessibility.
