A call to action is more likely to help when visitors can tell what it does, find it at the point they need it, and use it accessibly. Start with the page’s real next step, label it plainly, make it visually distinct from lesser actions, and measure the outcome that matters—not just clicks. No color, position, or wording is a guaranteed conversion formula.
Choose the action before designing the button
First decide what a visitor should be able to do next: request an estimate, download a guide, complete a purchase, or submit a form. The CTA’s wording and destination should match that expectation. A button that looks compelling but leads somewhere unexpected undermines trust.
Keep the page’s main goal visually prominent, while distinguishing it from actions that are important but secondary. The European Commission Component Library reserves CTA treatment for the page’s main goal and distinguishes it from functional actions such as “Submit” or “Save.” It advises against more than one CTA per page unless there are multiple genuine main actions or the action is repeated (European Commission: Buttons – Usage).
Write a short, specific label
Lead with a verb and say what will happen. “Get an estimate” gives more context than “Continue” when the visitor is requesting a quote; “Download the guide” is clearer than “Click here.” The Government of Canada Design System recommends a “short, specific label that has a verb, or a verb and a noun,” and uses “Get estimate” as an example (Government of Canada: Button – Design). The U.S. National Cancer Institute’s design system similarly recommends putting the action verb first and explaining the outcome (NCI Design System: Button).

- Prefer a literal action label over vague wording such as “Learn more” when a more specific destination can be named.
- Keep the promise honest; include a meaningful condition when omitting it could mislead.
- Do not assume that urgency or a particular label length automatically increases conversions.
- If the same label is repeated for different destinations, add distinct nearby context so visitors, including screen-reader users, can tell them apart.
Make the main CTA easy to find
Use a consistent, recognizable appearance for the primary action and ensure its boundary is visible against the surrounding surface. Place actions where visitors can predictably find them and avoid surrounding the main CTA with competing buttons. Government design guidance recommends visible borders, predictable placement, and reserving buttons for important actions (Government of Canada: Button – Design; NCI Design System: Button).
There is no evidence here that one particular color, shape, size, or “above the fold” position always wins. Treat such choices as hypotheses to evaluate on your own page. A sticky CTA is another possible hypothesis: Optimizely suggests testing sticky buttons, but that is not proof of a universal benefit. Check that a sticky control does not obscure content or interfere with mobile use (Optimizely: Conversion Best Practices Toolkit).
Use a link for navigation and a button for an action
Choose the control by what it does, not by how you style it. Use a link to navigate to another page or location; use a button to execute a command or change system state. Preserve that semantic role even if the visual styling makes the controls look similar. The UK Department for Work and Pensions accessibility guidance covers clear purpose, consistent naming, text alternatives, and the distinction between links and buttons (DWP Accessibility Manual: Links and Buttons – How to Test).

An icon-only button needs an accessible text name, such as an accessible label or visually hidden text. Keep repeated controls named consistently. For a form field, a clearly named adjacent button can be one way to communicate the field’s purpose, but it does not remove the need for the field itself to have a programmatically determined name. W3C’s G167 is a sufficient technique example, not a required implementation (W3C WAI: G167).
Test against the outcome the page is meant to achieve
Before comparing CTA variants, define success for that page. It may be a completed purchase, a qualified lead, or a completed form. Clicks can help diagnose whether a control attracts attention, but a click by itself may not represent the business outcome. Compare variants for task fit, label clarity, accessibility, discoverability, competition from secondary actions, and downstream quality.

NICE Design System documented an April 2021 test comparing flat and shadowed buttons. Its reported figures were:

NICE says button clicks were the primary goal and that it also considered other conversions and user attributes before selecting the blur-shadow variant. These are results from NICE’s organization-specific 2021 test, not a forecast of what another site will achieve (NICE Design System: Buttons). A higher click rate should not be treated as a win if completed tasks or lead quality deteriorate.
