Virtual machines (VMs) are useful for testing a website in a different operating system and the browsers available there. They are not a substitute for every real browser or device: a simulated viewport or changed user agent cannot reproduce differences in browser-engine support. Use a VM to inspect and debug a local OS/browser combination, then test on the target browser and platform—or a suitable hosted service—when compatibility confidence matters.
What a VM can—and cannot—tell you
A VM runs a guest operating system on your development computer. You can install and use browsers within that OS, making it practical to check combinations your host cannot run directly. Microsoft’s guidance gives Hyper-V as one example for running Windows and Linux variants for website testing (Microsoft Edge DevTools: Emulate and test other browsers).
A VM is an OS environment, not a guarantee of real-device equivalence. Do not assume it reproduces the target device’s graphics, input, performance, or hardware behavior; those depend on the particular setup. Check host and guest compatibility, image availability, and licensing before building a test environment. Microsoft’s guidance does not establish hardware requirements or guarantee that every browser/OS image you want is available.
Use a VM when
- You need to inspect or debug a site inside another operating system.
- Your team can maintain VM images and installed browser versions.
- You want a repeatable local environment, including when testing an internal development site or working with local files and traffic.
Do not treat a VM as a cross-engine sign-off by itself
Microsoft cautions that browser emulators do not emulate differences in web API or CSS support. If a defect may be specific to a browser engine, run that browser on the target platform or use a sufficiently representative real device or service.

Choose the right kind of test

For hosted testing, BrowserStack’s Selenium documentation describes selecting browser, version, OS, device, and OS version (BrowserStack Selenium browsers and operating systems). Its IE testing page describes remote browser access without maintaining local VMs (BrowserStack IE testing). These are vendor descriptions; coverage and terms can change, so verify the exact combination you need before depending on it.
Set up a useful VM testing workflow
- Define the compatibility question. Decide whether you are checking layout, browser-engine behavior, OS integration, or an automated regression. One environment cannot answer every question.
- Select the target combination. Identify the operating system and browser versions your users need. Check whether those guests and browsers are available and compatible with your host; verify licensing separately.
- Create and document the guest environment. Install the target OS and browser, then record the versions and relevant configuration so another tester can reproduce a failure. Keep the image and browser updates under a clear maintenance process.
- Run focused checks inside the target browser. Exercise the pages and interactions implicated by your change. For suspected cross-engine issues, check actual browser behavior rather than relying only on a user-agent override or viewport emulation.
- Escalate to a more representative target when needed. Use a device simulator or emulator for OS-integrated behavior, a real device when hardware or device behavior matters, or hosted testing for unavailable platforms and automated coverage.
Use browser emulation for fast layout checks, not engine coverage
Built-in device modes are convenient for approximating viewport size, resolution, touch settings, and user-agent conditions. They help identify responsive-layout problems quickly, but changing those settings does not turn the current browser into another browser engine. As Microsoft puts it, “Browser emulators don’t emulate differences in web API support or CSS support.” Treat emulation as a preliminary visual check, not proof of cross-browser compatibility.

Handle legacy Internet Explorer requirements carefully
Internet Explorer desktop support ended on June 15, 2022, according to Microsoft (Internet Explorer 11 desktop application retirement). For organizations that still have legacy site requirements, Microsoft’s current direction is IE mode in Microsoft Edge. Whether it is available and how it is enabled may depend on organization policy and site configuration.
Microsoft Support says that, on a non-enterprise device running Edge version 141 or later, a site can be added under Default Browser settings; managed-device settings may be controlled by organizational policy (Microsoft Support: Internet Explorer mode in Microsoft Edge). Check the current Edge instructions and your organization’s policy before relying on a local setting.

Microsoft’s February 1, 2022 post describes Selenium testing of IE mode using Microsoft Edge, Selenium 4 or later language bindings, and Internet Explorer Driver 4.0.0.0 or later (Microsoft Edge Blog: Test IE mode with Selenium). Because that implementation guidance is dated, check current Selenium and Edge documentation before using it in a new test setup.
What to compare before choosing local or hosted testing
- Coverage: Does the environment include the browser engine, OS version, and device combination your users need?
- Purpose: Is this a quick visual check, a cross-engine behavior check, a mobile OS integration test, or an automated regression run?
- Access: Do you need to inspect local files, proxy traffic, or reach an internal development site?
- Reproducibility: Who maintains VM images or service configuration, and how will the team reproduce a reported failure?
- Fidelity: Does the behavior under investigation require a real device or target platform?
- Terms and cost: Verify current pricing, access, and retention terms directly. Available evidence does not establish reliable price or speed comparisons across these approaches.

Frequently Asked Questions
Can changing the user agent in DevTools test another browser?
It can approximate a different user-agent condition, but it does not change the browser engine or reproduce that browser’s API and CSS support.

Is a VM the same as testing on a real phone?
No. A VM supplies a guest operating system; it does not by itself establish fidelity to a physical phone’s hardware or behavior.
