Exhaustively testing every browser–device pairing is impractical; prioritize representative coverage instead.
Build a test matrix from your users, not every possible pairing
Start with your site’s analytics. Review browser, operating system, and device use, then add any combinations required by your support commitments and the journeys where a failure would have the greatest impact. This produces a practical target list rather than an unbounded set of theoretical combinations. MDN’s guidance is to ensure the site works on the combinations most important to its audience, not to test every combination: Strategies for carrying out testing.
- Look for browsers and devices with meaningful use in your own audience data.
- Include high-impact tasks such as signing in, submitting a form, or completing a purchase.
- Record the browsers and devices your team explicitly supports.
- Review the matrix when audience patterns or support commitments change.
A published list can be a useful example, but it is not automatically your list. GOV.UK’s browser guidance applies to government services; its targets apply from February 2026 and its statement that the list covers approximately 98% of popular browsers refers specifically to GOV.UK users, not the wider web. Check compatibility while implementing changes
Do not postpone all cross-browser checks until the end of a project. Validate small pieces of work as they are completed. Early checks narrow the feedback loop: when an issue appears, there are fewer recent changes to investigate. This is a workflow advantage, not a guaranteed or measured time saving.

Run a short first pass
- Check the change in a couple of stable desktop browsers.
- Test the relevant page or journey on a mobile platform.
- Try keyboard navigation and basic screen-reader checks, especially around changed controls and content.
- Fix problems that block understanding or task completion before expanding coverage.

Expand coverage selectively and use the right kind of device
After the first pass, work through the agreed target matrix. Spend manual attention where rendering or behavior could affect a user’s ability to understand information or complete a task. Pixel-identical rendering is not the goal: GOV.UK says services do not have to look perfect in every browser, provided differences do not make information harder to understand or features harder to use.

A physical device offers a direct check on actual hardware and software. If your team cannot access every relevant device and operating-system combination, MDN identifies emulators and virtual machines as ways to extend coverage. Choose based on the question you need to answer: a virtual environment can help check layout or browser behavior, while an issue tied to physical hardware may require the real device. Check analytics and equipment already available before buying a test phone or tablet.
Choose what to automate—and what to keep manual
Automation is most useful for repeated, predictable checks that would otherwise need to be run across the same target combinations after many changes. As a project grows, automated functional checks or browser screenshots can reduce repetitive setup and comparison work. Keep manual review for questions that require judgment, including whether a visual difference is confusing, whether an interaction feels usable, or whether an accessibility issue affects a real task.

MDN describes automation and commercial services as options for larger projects, but it does not set a universal adoption threshold or claim automation replaces human evaluation. It names BrowserStack and Sauce Labs as examples of commercial tools for automating setup and testing and supporting continuous integration workflows. Compare options by how well they represent your users, the fidelity required, repeat frequency, judgment involved, and the effort to maintain devices or services. No general service price comparison is established here.
Capture repeatable visual checks
For pages where visual changes recur, screenshots can make comparison across target browsers more repeatable. A screenshot is evidence of what rendered; it does not by itself establish that a workflow works, that content is accessible, or that a visual difference is acceptable. Pair captures with functional checks and human review where those questions matter.
