To perform a website usability test, ask people who resemble the site’s intended users to try realistic tasks, observe what they do without coaching, and use the resulting evidence to decide what to improve. Start by defining the decision the test should inform; then recruit participants, prepare neutral task scenarios, run sessions, record behavior and feedback, and retest important changes. Usability is about specified users achieving specified goals effectively, efficiently, and satisfactorily in a particular context—not simply whether someone likes a page’s appearance.

1. Decide what you need to learn

Write down the decision the team needs to make before choosing tasks or recruiting participants. A useful question is specific enough to guide the test and the next design decision.

  • Can first-time visitors find the right service?
  • Can a customer understand a return policy well enough to choose what to do next?
  • Can a visitor complete a purchase using the current checkout?

Define the scope: a page, a flow, a feature, or the whole service. Usability tests can use sketches, prototypes, draft content, or a working website. Test an early representation when the question concerns structure or content; use a functioning service when the answer depends on implemented interactions. NIST describes usability testing as testing a product with representative users doing representative tasks and collecting both quantitative and qualitative evidence (NIST: Usability Testing). ISO 9241-11:2018 provides a framework for understanding usability, rather than prescribing a particular evaluation process or method (ISO 9241-11:2018).

2. Choose participants who resemble the intended users

Describe the audience in terms that affect the tasks and experience: prior familiarity with the service, how often people perform the task, their circumstances, and any access needs. Recruit actual or likely users rather than relying only on colleagues who already know the site.

For accessibility research, recruit around relevant functional abilities and assistive-technology use, not only diagnostic labels. Include people who use assistive technology when they are part of the intended audience. Make the session setup accessible to participants and choose a format they can use comfortably. GOV.UK’s guidance covers moderated testing in labs, meeting rooms, pop-up settings, and remotely (GOV.UK: User research); NIST Handbook 161 discusses usability testing throughout the design lifecycle (NIST Handbook 161).

3. Decide how many people to test

There is no participant count that fits every usability study. Choose a count based on whether the goal is to discover and understand problems or estimate performance quantitatively. The following are recommendations made for different contexts, not universal statistical guarantees:

A small exploratory round can reveal where and why people struggle, but it cannot support a precise population-wide success rate. If you need a performance estimate, define the measure, sample, and study design to match that aim rather than reusing a qualitative sample.

4. Write realistic, neutral tasks

Give one goal at a time. Describe a situation or outcome, not a click sequence, and avoid repeating labels from the interface if they would point participants directly to the answer. Keep the wording neutral and consistent across sessions.

Avoid Use instead
“Click ‘Shipping and Returns,’ then open ‘Start a return.’” “You bought an item last week and it is the wrong size. Find out what you would need to do to return it.”
“Use the search icon to find a nearby clinic.” “You need an appointment near your home. Find a clinic that could work for you.”

Use tasks that reflect real user goals, not a tour of every feature. A scenario should give enough context for the participant to act, without explaining where to go or which control to choose. NIST and GOV.UK guidance both emphasize representative tasks and careful task descriptions (NIST; GOV.UK).

5. Prepare the session and consent

Choose moderated or unmoderated testing, in person or remote, based on the question, participant access, and what you need to observe. Moderation makes it possible to clarify and probe; unmoderated sessions can reduce scheduling and facilitation needs. Neither format is inherently best for every study. The procedural guidance cited here gives more detail for moderated sessions.

For a moderated session, prepare a short introduction, a moderator guide, the tasks, a note-taking method, and a way to log issues. Explain the broad purpose and what will happen, tell participants that they can stop or take a break, and get consent. Ask separately for permission to record. Arrange a moderator, note-taker, and observers where possible; observers should avoid interrupting the session.

Digital.gov’s usability-test method describes sessions lasting 20 minutes to an hour; its plain-language example describes a typical session of about an hour. Treat these as guidance for those methods, not a required duration: adapt the length to the scope, task burden, and participant needs (Digital.gov usability-test method; Digital.gov plain-language testing guide).

6. Run the test without teaching the interface

  1. Welcome the participant. Explain the session, consent and recording arrangements, and their option to stop or pause. Make clear that you are evaluating the site, not their ability.
  2. Give the scenario as written. Ask the participant to work toward the stated goal. If useful, invite them to think aloud by describing what they are looking for or expecting.
  3. Observe before intervening. Note hesitation, wrong turns, errors, workarounds, task completion, and comments. Give the participant time to try.
  4. Use neutral prompts. If the participant falls silent, ask a neutral question such as “What are you thinking now?” After the task, ask what they expected or what was difficult. Do not point to a control, suggest a path, or coach them into success.
  5. Move to the next task consistently. Use the same core task wording and procedure with each participant so observations can be compared.

Moderators should not rescue a participant through a successful path: assistance changes what the test is measuring. If a task becomes impossible or the participant needs to stop, record what happened and move on as appropriate. 7. Record behavior and experience

Use measures that answer the original question. A compact issue log can keep observations tied to the task and the evidence:

Record Examples
Task outcome Completed, partially completed, or not completed; note the criterion you used.
Behavior Wrong turns, errors, requests for help, hesitation, workarounds, and points where the participant changed direction.
Effort or time Time to complete or a meaningful effort measure, when relevant to the research question.
Experience Comments, confusion, expectations, likes or dislikes, and satisfaction.
Context Task wording, test setup, participant characteristics relevant to interpretation, and any interruption or assistance.

Performance measures and participants’ comments complement one another. A successful outcome does not by itself show that the path was clear, and a negative comment does not establish how common a problem is. For a small qualitative study, report what participants did and said, who was involved, and the study’s scope; do not present observations as population-wide rates. NIST’s reporting guidance emphasizes clear goals, participant selection, task descriptions, test design, and procedure (NIST: Common Industry Format usability test reports).

8. Turn findings into design decisions

After sessions, group related observations while keeping each finding connected to the behavior and context that support it. Distinguish a recurring problem from an isolated event, and separate what you observed from your interpretation of why it happened.

  1. Describe the issue. State what participants attempted and where they encountered friction.
  2. Show the evidence. Include the relevant task, behavior, and participant context; use a recording or quotation only if consent and your handling practices allow it.
  3. Choose a response. Decide whether to change content, structure, labels, interaction, or something else in scope.
  4. Prioritize explicitly. Weigh task importance, severity, frequency, and consequences. There is no universal severity formula; document the team’s rationale rather than treating a score as an objective standard.
  5. Retest meaningful revisions. Check whether the change addressed the observed problem, especially when it affects an important task.

9. Report enough for others to interpret the results

A useful report lets readers understand what was tested, with whom, and under what conditions. Include:

  • The research goal and scope, including whether the test used a prototype or working site.
  • Participant count and relevant characteristics, without unnecessary personal information.
  • The task wording and session procedure.
  • The test mode, context, and measures used.
  • Observed findings, their supporting evidence, and limitations on interpretation.
  • The design decisions made and, where relevant, what will be retested.

Clear reporting helps a team distinguish an observation from a broader claim and makes later rounds easier to compare. NIST’s Common Industry Format work highlights test goals, participant selection, tasks, design, and procedure as elements of a usable report (NIST reporting guidance).

Should participants think aloud during every task?

Not necessarily. Invite think-aloud where it helps reveal expectations, and balance it with observing behavior. Keep prompts neutral and avoid coaching.

No. A screenshot records appearance at a moment in time; usability testing requires observing intended users attempt representative goals in context.
