Build reusable UI components by giving each one a clear job, a small and predictable API, and an explicit contract for styling, behavior, and accessibility. Keep shared foundations separate from component-specific styles and optional JavaScript enhancements, document how people use each component, and test it both on its own and in realistic pages.

Start with a repeated need and a clear boundary

Do not begin by turning every piece of markup into a component. First identify an interface need that recurs, then define the distinct function the component should serve. A component is easier to reuse when its responsibility is narrow enough that someone can predict what it does without understanding the whole page.

WCAG 2.2 describes a user interface component as a part of content perceived as a single control for a distinct function. That is a useful boundary test: if a proposed component combines unrelated actions or page-specific workflow, consider splitting it or composing smaller components instead. Keep application-specific orchestration and page layout outside generic controls where practical. W3C, WCAG 2.2

  • Good component boundary: one recognizable interface responsibility, with behavior that can be named and documented.
  • Warning sign: many unrelated options, hidden page assumptions, or a component that only makes sense in one specific workflow.
  • Composition: let pages arrange components and coordinate application behavior rather than making a generic component own an entire page.

Design a small, familiar API

The API is the component’s public contract: what callers provide, what they can configure, and what behavior they can expect. Prefer a small set of understandable inputs over a large collection of switches that expose implementation details. Use conventions that fit the framework and the web platform so consumers do not need to learn a new pattern for ordinary behavior.

Choose inputs that fit the platform

For Web Components, W3C TAG guidance recommends following common platform patterns. Attributes work well for simple, serializable configuration, but complex values such as objects, arrays, or streams should be passed through a JavaScript API rather than awkwardly encoded as strings in attributes. Separate configuration from page-specific decisions

Expose options that genuinely define the component’s reusable behavior. Avoid baking in assumptions about a particular route, data source, or surrounding layout. A consumer should be able to see from the API how to supply content and how to respond to meaningful user actions.

Organize foundations, styles, and enhancements in layers

A component library is easier to evolve when its shared foundations are distinct from component styles and optional behavior. The W3C Design System provides one example architecture: settings, functions, mixins, base styles, layouts, core components, and JavaScript-enhanced advanced components. Its core component styles are available independently of the enhanced layer; this is an architectural example, not a universal requirement. W3C Design System

  1. Foundations: shared settings and utilities such as design tokens, functions, and mixins.
  2. Base and layout: common baseline styles and layout primitives that are not tied to one component’s interaction.
  3. Core components: the minimum styles and markup needed for the component’s basic presentation.
  4. Optional enhancement: JavaScript-driven behavior for components that need it, kept separable where that benefits the project.

This layering makes it clearer which styles are foundational and which behavior depends on JavaScript. The W3C Design System also prefers data attributes as JavaScript hooks because classes are more likely to be overwritten accidentally. Use that approach when it fits your implementation, and keep styling hooks and behavior hooks understandable to maintainers.

Make accessibility part of the component contract

Accessibility is not a final polish step; it is part of what the component promises to do. Document the component’s name, role, states, focus behavior, and interaction patterns as relevant. A consumer needs to know how the component behaves with pointer input, keyboard input, and assistive technology—not merely how it looks.

A September 2026 W3C WCAG 3.0 Working Draft recommends that component libraries define usage and pointer, keyboard, and assistive-technology interactions, and that teams test accessibility and use established platform conventions.   • Describe available states and what causes each state to change.
  • Specify keyboard operation and focus behavior for interactive controls.
  • Check accessible names, roles, and states in the context of the component’s actual markup and behavior.
  • Explain any interaction expectations that consumers must preserve when composing the component into a page.

Document how to use and extend each component

Useful component documentation helps a developer choose the right component and use it correctly without reading its implementation first. Include its purpose, inputs, outputs or events, states, styling boundaries, and accessibility behavior. Show a basic example and note when the component is not appropriate.

  • Purpose: the single interface need it addresses.
  • API: supported properties, attributes, events, and meaningful defaults.
  • States: visual and interaction states, including how users reach them.
  • Accessibility: naming, roles, keyboard behavior, focus, and assistive-technology interaction.
  • Composition: what the consumer is expected to provide or manage around the component.

Test the component alone and in real pages

Component-level checks help catch defects in the component itself, but they do not show whether it works well in the page where people encounter it. The U.S. Web Design System advises teams to perform their own user testing at page level to gauge a component’s usability in context. USWDS, Developers

  1. Check the component in isolation. Verify its API, expected states, interaction behavior, and accessibility contract.
  2. Exercise pointer and keyboard use. Confirm that interactions and focus behavior match the documentation.
  3. Check assistive-technology semantics. Inspect names, roles, and states appropriate to the control.
  4. Place it in realistic pages. Test with surrounding content, layout, and application behavior rather than assuming an isolated pass proves contextual usability.
  5. Use page-level user testing. Observe whether people can understand and use the component in the context where it will be deployed.

Choose an architecture that fits your team

There is no single component-library structure that suits every framework and product. Compare approaches using the constraints that affect day-to-day implementation:

Decision axis Questions to ask
Framework and platform fit Does the approach work with the team’s framework and target platforms?
API clarity Do the public inputs and interactions follow familiar conventions?
Accessibility contract Are accessibility interactions documented and tested?
Layering Would separating core styles from optional behavior help this project?
Contextual testing Can the team validate the component in actual page contexts?

These are useful evaluation axes, not a ranking of particular libraries. Choose the least complicated structure that makes responsibilities, dependencies, and interaction behavior clear.

Troubleshoot common component-library problems

The component has too many options

Revisit its responsibility. Options that serve unrelated use cases may indicate separate components or composition are clearer than one configurable control.

Consumers need to inspect the implementation to use it

Clarify the public API and document defaults, states, and interaction behavior. Replace implementation-specific switches with inputs that express what the consumer needs to control.

Behavior breaks when used in a different page

Look for assumptions about page layout, data, or workflow that have leaked into the component. Move page-specific coordination to the consuming page, then test the component in realistic contexts.

Keyboard or assistive-technology use is unclear

Make interaction expectations part of the documentation and test the appropriate names, roles, states, and focus behavior. Do not treat a visual match as proof of accessible behavior.

JavaScript is required for basic presentation

Consider separating minimum styles from optional enhancement if the component can provide a useful core experience without the advanced behavior. The W3C Design System demonstrates this separation, but whether it is worthwhile depends on the component and project.
