Automate accessibility checks where they fit your development and CI workflow, then have a knowledgeable person review the results and test what automation cannot judge. Automated tools can surface potential problems quickly and repeatedly, but they cannot establish that a website meets accessibility standards on their own.

What automated accessibility testing can—and cannot—do

Automated checks examine rendered pages or interfaces for issues that a tool’s rules can detect. They are useful for repeatable checks during development, in automated tests, and across pages a scanning tool can reach. W3C’s directory includes command-line and CI tools, browser plugins, and online services, with tools that differ in scope and workflow: W3C’s Web Accessibility Evaluation Tools List.

A finding is a potential issue to investigate, not automatically a confirmed barrier. Tools can miss problems, report misleading results, or be unable to evaluate an accessibility question that requires human judgment. W3C puts it plainly: “Web accessibility evaluation tools can not determine accessibility, they can only assist in doing so.” See W3C’s guidance on selecting evaluation tools.

  • Good candidates for automation: repeatable rule-based checks on the pages, components, and interface states your test actually exercises.
  • Not a machine-only verdict: whether an issue meaningfully blocks a person, whether content and interaction make sense, and whether the experience works for users with disabilities require evaluation beyond a scanner’s output.
  • Coverage is bounded: a passing run says nothing about pages, states, or user journeys that were not scanned or exercised.

Build checks into development and CI

Start early—during development or redesign—and repeat checks as the product changes. W3C recommends evaluation early and throughout development, when problems are generally easier to address: Evaluating Web Accessibility Overview.

  1. Choose the rendered surface to check. Run an accessibility engine against the relevant page or component in a test environment. Make sure the check reaches the state you intend to evaluate; a page that has not opened a menu, dialog, or other interactive state has not tested that state.
  2. Run it at a useful development point. Run checks while building or changing a component, and add suitable automated checks to the existing test process where practical. W3C’s tool directory lists axe-core as a free accessibility testing engine that can integrate with test environments, including Playwright and Selenium. This is an example of an integration, not a W3C endorsement; verify current versions and capabilities in the directory.
  3. Inspect each reported element and rule. Read the finding in context rather than treating every result as confirmed. Determine whether it identifies a real issue and what change would address it.
  4. Fix confirmed problems and rerun. Recheck the affected component or page after the change. A fix to one state or page does not establish that other parts of the site are clear.
  5. Keep a human review in the workflow. Use knowledgeable evaluation to assess issues that automated rules cannot settle and to judge whether the site meets the applicable accessibility requirements.

Extend coverage beyond a single page

Use a broader scan when your chosen tool and access permit it, but state and understand its scope. Depending on the tool, evaluation may cover one page, a group of related pages, or an entire site; some tools can also reach password-restricted content. The exact reach varies, so consult the tool’s current documentation rather than assuming a scan covers everything. W3C discusses scope and other selection factors in its tool-selection guidance.

For representative coverage, identify the important page types and user journeys in your product, then ensure your checks actually reach their relevant states. A site-wide crawl and an automated test of an interactive flow answer different questions: neither covers states it cannot reach. Add manual evaluation to fill gaps and to assess complex content or interactions where a rule-based result is not a sufficient judgment.

Choose tools for your workflow, not for a score

W3C advises selecting tools in light of the organization’s process, site complexity, specialist technology, and developer skills. Teams may combine tools across development and evaluation stages. Its selection guidance was updated on 13 May 2024 and notes that specific tool information changes frequently; check current capabilities, versions, availability, and pricing before adopting a product.

Selection question What to check
Purpose Does the tool automate rule-based checks, guide a person through manual evaluation, or simulate aspects of a user experience?
Scope Can it inspect a component, one page, a sample, a site, or authenticated content—and which of those do you actually need?
Integration Does it fit your workflow as a browser plugin, CMS integration, desktop or online service, command-line tool, or CI check?
Standards and rules Which WCAG versions and, where applicable, ACT rules does it support? Confirm the current rule set rather than inferring coverage from a product label.
Findings and follow-up Does it show affected elements, provide reports, and give guidance useful to the people who must investigate and fix issues?
Team fit Does it suit your team’s skills, operating systems, browser support, languages, site technology, and budget?

Use WCAG-EM when you need a broader evaluation method

Automated checks are not an evaluation methodology. For a structured evaluation of conformance, W3C’s WCAG Evaluation Methodology (WCAG-EM) 2.0 provides a broader process. W3C published it as a Group Note on 23 July 2026; it extends the preceding website-focused methodology to apps and other digital products. It guides evaluation rather than acting as a scanner: WCAG-EM 2.0 — Note Published.

Troubleshoot common automation gaps

  • The run reports no issues, but you are unsure what it covered. Check which pages and states the test actually visited. Add missing routes or interactions to the scan or test rather than treating an unvisited area as evaluated.
  • A finding looks wrong or ambiguous. Inspect the affected element and rule in context. Automated findings can be inaccurate or misleading; use human evaluation to decide whether the issue is real and what remediation is appropriate.
  • A dynamic interface is not represented in the result. Confirm that the test reaches the relevant rendered state. A check of the initial page cannot establish the accessibility of an unopened menu, dialog, or later step in a journey.
  • A site scan cannot reach a protected area. Verify whether the selected tool supports authenticated content and configure access using its documented method. Some tools can evaluate password-restricted pages, but support varies.
  • A passing automated test is being treated as a conformance result. Keep the claim within the test’s actual scope, and add knowledgeable human evaluation. W3C says tools cannot determine accessibility by themselves.
