Test a website’s visual design by reviewing representative pages and user flows, checking accessibility with automated tools and manual inspection, and observing representative users complete realistic tasks. Keep three kinds of evidence separate: WCAG conformance findings, usability problems, and project-specific judgments about visual appeal or brand fit. A site can meet accessibility criteria and still be difficult to use; neither an automated score nor a preference poll is a universal measure of visual design.

Choose what the review needs to answer

Before testing, decide whether the work is intended to improve a design, establish a redesign baseline, check a release, evaluate accessibility conformance, or study usability. The purpose determines what you inspect and what you can responsibly conclude.

  • Formative review: Find problems early enough to change the design.
  • Release check: Look for regressions or barriers in the pages and flows that matter for launch.
  • Accessibility evaluation: Identify whether the in-scope content meets specified WCAG success criteria and level.
  • Usability study: Learn whether people can complete the site’s intended tasks and where they struggle.
  • Visual or brand review: Assess qualities such as hierarchy, consistency, and fit against criteria agreed for this project. These judgments are not WCAG conformance results.

Record the target audience, site boundary, technologies, evaluation purpose, and—if conformance is in scope—the applicable WCAG version and level. W3C’s WCAG-EM 2.0, published as a Group Note on 23 July 2026, provides a methodology for scoping, exploring, sampling, evaluating, and reporting on websites and other digital products. It guides evaluation; it does not add normative WCAG requirements.

Build a representative sample

Do not judge a whole site from its home page. Inventory the page templates, content types, shared components, interaction states, and important end-to-end flows. Select a sample that covers the meaningful differences, and state why each page or flow is included.

  • Include core pages and distinct layouts, such as landing pages, search results, product or service details, and forms when present.
  • Cover important interactive states, including menus, validation errors, dialogs, loading states, and confirmation feedback.
  • Include high-use pages when reliable usage information is available.
  • Follow at least one meaningful user journey from beginning to end, rather than inspecting disconnected screens only.

A sample-based review can reveal important problems, but it does not by itself establish that every page conforms. Define the sample and the limits of the result in the final report.

Inspect visual hierarchy and behavior

Review each sampled page in the context of a real task. Record the page, state, viewport, task, what happened, and the evidence that supports your observation. Prompts such as the following help structure the inspection; they are not a standardized visual-design score.

  • Hierarchy and scanning: Can people find the key information and main action? Do headings and sections make the content’s structure apparent? Where does attention go, and what gets missed or misread?
  • Clarity and consistency: Do repeated navigation, controls, labels, and feedback behave and look consistent across templates? Do unexpected differences impede a task?
  • Interactive affordances: Can people recognize links, buttons, fields, and other controls? After an action, is the result understandable?
  • Readability and reflow: Is text readable at enlarged sizes and narrow widths? Is information or functionality lost, clipped, or obscured?
  • Images and motion: Check text embedded in images, alternatives for media, and whether animations or carousels can be paused, stopped, or hidden where required.

Use screenshots to document a page’s appearance, compare states, or attach evidence to a finding. A screenshot records pixels at a particular moment; it cannot establish keyboard operability, assistive-technology behavior, or whether a person can complete a task. Run accessibility checks, then verify findings manually

WCAG success criteria are testable, but evaluation requires both automated checks and human judgment. W3C WAI explains that automated tools can help find issues while human evaluation is needed to assess criteria and usability in context. Use a checker to make the work more efficient, not to declare a site accessible based on a score alone.

  1. Run an automated accessibility check on sampled pages and states. Save the tool’s findings and the page or state where each occurred.
  2. Confirm each reported issue in context. Check whether it is a real failure, identify the affected content or control, and map accessibility failures to the relevant WCAG success criterion where applicable.
  3. Manually inspect issues automated tools cannot reliably resolve, including whether text alternatives convey the needed information and whether labels, instructions, and interaction outcomes make sense.
  4. Record significant usability problems separately from WCAG failures. A confusing visual hierarchy may hinder a task even when no specific success criterion is violated.

GOV.UK’s practical audit guidance describes combining Axe-assisted checks with manual review. Its simplified checks do not expose every accessibility error; its detailed audit covers in-scope WCAG A and AA success criteria while still sampling pages rather than checking an entire website. Check keyboard use, zoom, and responsive presentation

  • Keyboard: Tab through links and controls. Verify that all relevant controls are reachable, focus is visible, focus order is logical, and there are no keyboard traps.
  • Zoom and enlargement: Enlarge the page, including up to 400% as in the GOV.UK check, and note whether content remains available and usable.
  • Narrow screens: Simulate a small screen and check that content reflows without losing information or controls. Record horizontal clipping, overlap, or blocked actions.
  • Media and motion: Check relevant media alternatives and whether motion can be paused, stopped, or hidden where required.

Record the exact page, viewport or zoom condition, interaction, and result so another reviewer can reproduce the finding.

Observe people completing realistic tasks

Conformance evaluation cannot tell you by itself whether people can use a site for its intended purpose. Give representative participants realistic tasks and observe behavior rather than relying only on preference ratings. For example, ask someone to find a specific service, understand its requirements, and reach the next step. Note successful completion, errors, hesitation, misinterpretation, and workarounds.

Include people with disabilities and older users when they are part of the intended audience or their needs are relevant. W3C WAI notes that evaluation with disabled and older users can surface usability issues that a conformance review alone misses. Informal sessions can help during design; formal usability tests can gather qualitative and quantitative evidence. See W3C WAI’s guidance on involving users in evaluation.

Keep conditions comparable when evaluating a redesign: use the same tasks, audience, page types, and viewport conditions for each version. Compare task success and errors, observed time or friction, ability to find and understand key content, responsive readability, keyboard and assistive-technology accessibility, and participant feedback. No single universal visual-design score is established by these methods; do not rank designs solely by an automated accessibility score or a small group’s aesthetic preference.

Turn observations into useful findings

Write findings so a designer or developer can locate, understand, and act on them. For each one, include:

  • The affected page, state, viewport, and task.
  • What the reviewer or participant actually observed.
  • The impact on the user or task.
  • A severity or priority and the reason for it.
  • A concrete next action or question to resolve.
  • Whether it is a WCAG failure, a usability finding, or a project-specific visual or brand judgment.

For accessibility findings, identify the applicable success criterion and the evidence for the result. For usability or visual findings, describe the behavior or project criterion rather than presenting an opinion as an objective conformance failure. State the pages and flows sampled, the method used, and what was not evaluated. WCAG-EM 2.0 cautions that a selected subset of pages and functionality generally cannot support a claim that an entire website conforms; see its guidance on conformance claims.

Does passing an automated accessibility scan mean the visual design is good?

No. A scan can help identify some accessibility issues, but it cannot establish usability, visual appeal, or brand fit, and findings need human verification.

Can a sample of pages prove that the entire website conforms to WCAG?

Generally not. Report the pages and functionality evaluated, and do not extend a sample-based conclusion to the whole site without an adequate basis.
