Build a browser agent as a bounded loop: observe the page, let a model choose from a small set of permitted actions, execute one action in an isolated browser session, and check whether the intended result actually occurred. Keep routine navigation deterministic where possible; use the model for interpreting variable pages or choosing among allowed next steps. Before giving the agent credentials or permission to submit anything, define its scope and require human approval for consequential actions.

Choose where the browser runs

Your first design decision is who operates the browser runtime. A developer-managed runtime gives your application direct responsibility for execution and controls. A hosted browser session or provider tool can manage more of the browser interaction, but you still need to understand its session, permission, event, and cleanup model. Neither approach is universally best.

Safety boundary Isolate execution, scope credentials and filesystem access, and gate consequential actions. Hosted execution does not eliminate prompt injection or the need to verify actions.
Cost and operations Total cost depends on the runtime, model calls, and infrastructure; no comparable total-cost figure is established here. Anthropic documents about 6,600 input tokens of default tool-definition overhead for its browser toolset version browser_toolset_20260801. This is not a measure of task cost, latency, or agent quality.

For a focused workflow with a known site and a handful of stable actions, a developer-managed Playwright runtime can make permissions and execution limits explicit. If you want a provider-managed session, first confirm its current tool names, access requests, session lifetime, and cleanup behavior in that provider’s documentation.

Define the task and its permission boundary

Before connecting a model, write down what the task may do and what counts as success. Bound the agent to the sites, accounts, files, and actions that task requires. Do not pass broad credentials or filesystem access simply because the runtime supports them.

  • Allowlist the domains the browser may visit, and reject unexpected navigation.
  • Expose a small action vocabulary, such as inspect, click a known control, fill an allowed field, or stop. Do not let the model invent arbitrary browser code.
  • Use a dedicated test account or narrowly scoped credentials where possible. Keep secrets out of observations and model prompts.
  • Restrict downloads and uploads to task-specific directories. Anthropic warns that optional JavaScript execution can operate with page privileges, including access to cookies, storage, and same-origin requests; file-upload paths also need strict directory controls.
  • Set a maximum number of steps, per-action and overall timeouts, and a clear stop condition.

Treat text and controls from the webpage as untrusted data, not as instructions that can override your agent’s task. A page can contain malicious directions designed to make an agent navigate elsewhere, disclose information, download a file, or submit a form. Keep trusted task instructions separate from page observations, constrain tools and domains, and log what the agent saw and did. A classifier may be one layer of defense, but it is not a substitute for permissions and review.

Build an observe–decide–act–verify loop

The model should receive a useful, limited view of the page and return one structured action from your allowlist. Your application—not the model—validates that action, executes it, and decides whether the result meets the task’s success condition.

  1. Observe: collect the current URL, relevant page structure or accessible controls, and any state needed for the task. Avoid sending unrelated page content or secrets.
  2. Decide: ask the model to choose one permitted action based on the task and current observation. Require a structured response that your application can validate.
  3. Gate: pause for explicit human approval if the action would send a message, submit a purchase, modify data, or otherwise cause an external side effect.
  4. Act: execute only the validated action in the isolated browser session, with timeouts.
  5. Verify: observe again and test the intended outcome. A successful click is not proof that a form was accepted or a task completed.
  6. Stop and report: end on success, a denied action, a timeout, or the step limit. Report only what the verification supports.

In pseudocode, the control flow is:

This is an architectural sketch, not a complete model-provider integration. Your chosen model API must supply the decision step; keep its output behind validation rather than passing it straight to browser execution.

Use stable targets and refresh state after changes

When the page exposes accessible names or other stable semantic information, use those to identify controls rather than relying on coordinates or brittle selectors. Playwright locators and actionability checks are useful implementation resources for this layer. A page transition, modal, or dynamic update can invalidate an earlier observation, so reacquire the current state before taking the next action.

Visual targeting is a fallback when the interface does not expose usable structure. It is especially fragile on changing layouts and pages rendered on canvas. Anthropic’s browser-use documentation describes both structure-based interaction and screenshots or viewport coordinates, while warning that dynamic or virtualized pages may not expose stable references.

A runnable bounded Playwright harness

The following Node.js example demonstrates the browser side of the loop with an intentionally narrow local decision policy. It opens a page, observes its title and links, chooses only a link whose accessible name matches a configured phrase, then verifies that navigation reached the expected host. The policy is deterministic rather than an LLM; replace chooseAction with your model adapter while keeping the validation, domain restriction, timeouts, and verification in application code.

The example’s success condition is deliberately modest: the URL changed while remaining on the allowlisted host. For a real workflow, define a task-specific assertion—such as a confirmation message or a record appearing in a permitted view—rather than treating navigation as success. Add confirmation gates before external side effects, and do not let the model change the allowlist or success condition.

Make consequential actions a separate approval path

Browser content can manipulate an agent into taking actions the user did not request. Anthropic recommends treating page content as untrusted, using scoped permissions and action logs, and adding human-in-the-loop checks. Its best-practices guidance says: “Have the agent pause and request user confirmation before performing irreversible actions such as submitting forms, making purchases, sending messages, or modifying data.” Apply that pause in your controller, not as a request for the model to remember.

OpenAI’s 2025 description of its computer-using-agent safety approach also discusses confirmation before external side effects and active user supervision on some sensitive sites. That describes the approach in that publication, not a guarantee about every current product or integration.

Troubleshoot common failures

  • The agent clicks the wrong control: the page may have changed since it was observed, or the target may have an ambiguous name. Refresh the observation, require exact matching where appropriate, and reject actions that do not match the permitted target.
  • A locator is missing or times out: the page may still be loading, the control may be hidden, or the UI may be dynamic. Use a bounded wait for the relevant state, reacquire the locator, and stop with a clear error rather than retrying indefinitely.
  • A page looks empty or incomplete: the content may render after initial navigation or depend on scrolling, scripts, or a virtualized view. Wait for a task-relevant selector and inspect the current rendered structure; use a visual fallback only when structure is unavailable.
  • Navigation is rejected: the destination may be outside the allowlist, including after a redirect. Validate the final URL as well as the requested link destination and stop rather than broadening scope automatically.
  • The model proposes an unsupported action: return a validation error to the controller or stop. Never execute free-form code or silently map an unknown action to a nearby one.
  • The action ran but the task seems unfinished: a click or form submission is not proof of success. Inspect the resulting page or application state and require an explicit success condition.
  • The run hangs or consumes too many steps: set navigation and action timeouts, a total task deadline, and a strict step budget; log the last observation and failure reason for diagnosis.

Control latency, reliability, and cost

Every model decision adds an opportunity for delay and another interpretation step. Make deterministic navigation and known form interactions ordinary code when their targets are stable, and call the model where page interpretation or variability makes it useful. Keep observations focused so that unrelated page text does not consume context or influence the decision.

Use explicit navigation and action timeouts, a maximum step count, and an overall deadline. Record the observation, validated action, execution result, and verification result for each step, while redacting credentials and sensitive page data. Do not add retries for irreversible actions unless you can establish whether the first attempt took effect; otherwise a retry could duplicate a purchase or message.

Provider-specific token overhead is not a reliable proxy for total operating cost: runtime, model use, retries, and task design differ. Anthropic’s stated approximately 6,600 input tokens is the default tool-definition overhead for its browser toolset version browser_toolset_20260801, not a benchmark or total-cost estimate.

Keep setup details current

The current Playwright agent CLI installation documentation lists Node.js 20 or newer as a prerequisite and documents global installation with npm install -g @playwright/cli@latest, project-local use with an existing Playwright dependency, and browser installation through the CLI. Those are CLI setup details and can change; check the current Playwright documentation before adopting them. The example above uses the Playwright library directly rather than the agent CLI.

Does an AI browser agent need screenshots for every step?

No. Use page structure and accessible controls when they give the agent stable targets; reserve screenshots or coordinates for interfaces that do not expose usable structure.

Can I let the model generate and run arbitrary JavaScript in the page?

That expands the agent’s authority substantially. Anthropic warns that optional page JavaScript may access cookies, storage, and same-origin requests; prefer a narrow, validated action set.

What should the agent do when it cannot verify success?

Stop and report that the outcome is unverified. Do not turn an attempted action into a claimed completion.
