A residential proxy sends your internet traffic through an IP address assigned to a consumer internet connection. The website you contact sees that relay’s IP address as the apparent source of the request, rather than your original IP. The term describes the kind of network address used; it does not, by itself, tell you how the service is built or whether the device owner agreed to participate.

How a residential proxy works

A common arrangement uses a proxy gateway and a separate residential relay. Your application connects to the provider’s gateway; the provider selects a relay, which sends the request to the destination website. The response travels back through the relay and gateway to your application. The Stanford CS244C project paper describes this backconnect pattern. Not every provider uses the same routing design.

  1. Your browser, script, or other client sends a request to the proxy service.
  2. The service selects a residential relay, sometimes using a location choice.
  3. The relay forwards the request to the destination.
  4. The destination sees the relay’s residential IP as the apparent network source, and its response returns along the relay path.

The FBI/IC3 alert explains that changing the relay location changes the IP address a website sees. This is about the apparent network source; it does not mean the proxy makes a user anonymous in every other respect.

What “residential” means—and what it does not

Residential IP addresses are ISP-assigned addresses associated with consumer connections. The FBI describes networks using consumer devices such as routers, phones, tablets, and IoT devices. A provider may have devices whose owners knowingly consented to share connectivity, or devices used without their owners’ awareness or authorization. The label “residential” is not proof of informed consent or ethical sourcing.

In its public service announcement, “Evading Residential Proxy Networks: Protecting Your Devices from Becoming a Tool for Criminals,” published 12 March 2026, the FBI states: “Many individuals do not realize their internet connection could be used by someone else without their permission.” The alert identifies compromised devices as one way a device can be used for unauthorized routing.

Residential proxies are not one universal architecture

“Residential proxy” is not a precise name for a single technical design. It usually describes the apparent egress IP or network context, while gateway placement, relay selection, and protocols vary by service. For example, Cloudflare’s Privacy Proxy documentation describes a design that opens a destination connection using an egress IP selected based on client geolocation and documents MASQUE protocols for TCP and UDP proxying. That is a specific service design, not a description of every residential proxy provider. Cloudflare’s overview provides further context on its own service.

Why people use them—and the limits

A residential relay changes the apparent source IP seen by a destination. Some services also let a client select a relay location. Those capabilities do not guarantee that a website will allow access, that a particular IP will work, or that a request complies with the destination’s rules. A proxy service supplies routing infrastructure; it does not grant permission to access, copy, or collect someone else’s content or systems. Infatica’s acceptable-use policy makes that distinction for its own service and notes that permitted use does not guarantee access to a website, geography, IP pool, or third-party service. Those are Infatica’s policy statements, not a universal legal ruling or independent verification of its practices.

Risks for households and device owners

If a device or connection is enrolled without informed consent, another party’s traffic can appear to originate from the household’s IP address. The FBI warns that activity routed through compromised devices can make consumers appear responsible for traffic they did not initiate. Gen Digital’s discussion describes possible outcomes such as ISP abuse notices, platform action, fraud checks, or law-enforcement inquiries initially directed at the subscriber. These are potential consequences, not inevitable results.

How to assess a residential proxy provider

  • Ask how addresses are sourced. Look for a clear explanation of which devices participate and how their owners are informed.
  • Check consent and bandwidth terms. The terms should plainly disclose bandwidth sharing or traffic routing, rather than burying it in vague language.
  • Read the acceptable-use policy. Confirm what the provider prohibits and how it handles abuse reports.
  • Check the target’s rules. A proxy does not override a website’s terms or confer permission to access or collect its material.
  • Do not infer performance from the category. The fact that an IP is residential does not establish speed, availability, success rate, pool size, or suitability for a particular task.
