An inventory is an essential input, but it cannot establish license rights by itself. A reliable process connects normalized discovery data to purchase records and the specific agreement terms that govern each product, then preserves how the resulting position was calculated.
What software license tracking needs to establish
A useful tracking process produces an explainable view of software rights and use—not just a list of installed applications. For each product, it should help answer:
- What product, version, edition, suite, or bundle is present, and where is it deployed?
- Which purchase, subscription, or other entitlement covers it?
- What metric and terms govern that entitlement—for example, a named user, device, processor, or concurrent-use measure, where applicable?
- How many rights are available, assigned, deployed, or consumed under those terms?
- Which records, assumptions, and exceptions support the result?
The applicable publisher agreement and its relevant licensing documents determine the rights. A tracking tool can organize evidence and perform calculations; it cannot replace the governing terms or make ambiguous contract language universally applicable.
Build a repeatable tracking process
- Assign ownership and scope. Agree which teams maintain discovery, purchasing, contract, assignment, and usage records. IT, procurement, finance, security, and business owners may all have relevant responsibilities. Define which environments and product categories are in scope.
- Collect evidence from the estate. Bring together discovery from relevant endpoints, servers, virtual environments, cloud services, and SaaS applications. Gather purchase orders, invoices, contracts, renewals, entitlements, user or device assignments, and usage data when the license metric depends on use. Inventory coverage will vary by environment and source, so record gaps rather than treating missing data as proof of absence.
- Normalize product identity. Resolve publisher, product, version, edition, suite or bundle, and deployment context. Recognition helps map raw discovery records to consistent product identities. Software identification tags can help with identification and processing, but they do not establish legal entitlement or perform the full reconciliation.
- Record the rights that actually apply. For each purchase or subscription, retain the agreement and program version, license metric, scope, permitted use, allocation, renewal details, and relevant upgrade, downgrade, or virtualization terms. Do not assume that a license metric or usage right is the same across publishers—or across agreements from the same publisher.
- Reconcile and preserve the explanation. Compare eligible entitlements with installations, deployments, assignments, and relevant usage. Keep the source records, assumptions, exceptions, and calculation path with the effective license position. A total without an auditable trail is difficult to verify or maintain.
- Resolve exceptions and repeat. Investigate discrepancies, correct records, reclaim unused subscriptions when the applicable terms permit it, document unresolved cases, and plan renewals. Update the position as contracts, deployments, assignments, and usage change; a one-time inventory quickly becomes stale.
What to look for in a license-tracking tool
Compare platforms against the evidence and calculations your organization needs. Use the same representative products, source data, and difficult licensing cases for each demonstration or proof of concept.

- Environment coverage: Confirm support for the on-premises, virtual, cloud, and SaaS environments in scope, and learn what data collection or integrations each requires.
- Source aggregation: Check whether it can combine the inventory sources you use and expose gaps, duplicates, or conflicting records.
- Recognition and normalization: Test how it identifies publishers, products, editions, suites, bundles, and deployment context—and whether staff can correct incorrect or incomplete recognition.
- License metrics and rights: Verify that it can represent the metrics and use rights relevant to your agreements, rather than relying on a count of named installs alone.
- Entitlement and contract linkage: See whether purchase and contract records connect to the rights used in a reconciliation, and how amendments or incomplete records are handled.
- Usage evidence: For products whose metric or reclamation decision depends on activity, determine what usage the tool measures, how it collects it, and what the report means.
- Transparent calculations: Ask the tool to show inputs, assumptions, exceptions, and the path to its effective position. Test how operators can correct recognition or entitlement data.
- Reporting and operations: Review whether reports preserve the evidence needed for internal review, renewal planning, and audit response, and estimate implementation and ongoing data-maintenance effort.
A proof of concept should include virtualized deployments, suites and bundles, relevant user/device/processor or concurrent metrics, SaaS assignment and activity, contract amendments, and incomplete purchase records. A polished result for simple named installations does not establish how a platform handles the cases that matter in your estate.
Examples of tools and how to assess them

Flexera positions Snow Atlas for smaller ITAM teams and less complex environments. Confirm current packaging, coverage, implementation requirements, and commercial fit directly with the provider.
Flexera’s checklist is vendor-origin material that illustrates requirements such as aggregating multiple inventory sources, application recognition, metering, license models, and contract association. Treat it as a prompt for your evaluation, not as a neutral benchmark. No independent comparative evidence here establishes an overall vendor ranking, pricing, or guaranteed compliance outcome.

Standards, identification tags, and publisher terms
ISO/IEC 19770-1: process guidance
IEC’s catalog description of the 2012 listing says ISO/IEC 19770-1 establishes an integrated baseline of software asset management processes and tiered assessment, applying to software and related assets across technological environments. The catalog also notes a more recent publication than that 2012 entry. Check the IEC catalog for the current edition before specifying or purchasing the standard.
ISO/IEC 19770-2: software identification tags
ISO/IEC 19770-2:2015 specifies software identification tags. The ISO catalog entry identifies that edition as published in October 2015 and marks it as under review; check the catalog for current status. ISO explicitly states: “ISO/IEC 19770-2:2015 does not prescribe Information Technology Asset Management (ITAM) or other IT-related processes required for reconciliation of software entitlements with software identification tags or other IT requirements.” Tags can support identification, but they are not a substitute for an entitlement-reconciliation process.

ISO/IEC 19770-10: implementation guidance
The ISO browsing platform describes ISO/IEC 19770-10 as implementation guidance aligned with ISO/IEC 19770-1, aimed primarily at organizations improving ITAM incrementally. Its stated benefits include license compliance, cost optimization, risk management, and an improved position in vendor negotiations. These are guidance statements, not quantified outcome guarantees.
Publisher-specific terms
Use the agreement actually signed and the relevant current publisher program documents to determine rights. Microsoft’s licensing page is an example of why version and date matter: its repository showed Enterprise Agreement guidance dated January 2026. That example does not establish terms for other publishers or for a different Microsoft agreement.

Common tracking failures and how to correct them
- “Our inventory says we are compliant.” Inventory shows discovery, not necessarily entitlement, permitted use, assignment, or a metric calculation. Connect the discovered product to purchase and contract evidence, then reconcile under the applicable terms.
- Product records do not match purchase records. A suite, bundle, edition, or version may be represented differently in discovery and procurement data. Normalize identities, retain the source values, and review uncertain matches rather than silently treating them as equivalent.
- The report gives a total but no reasoning. Request or configure a view of the source inputs, metric, assumptions, exclusions, and exceptions. Preserve that trail with the result.
- Virtualization or SaaS activity produces unclear results. Confirm which deployment, assignment, or activity data was collected and how the governing agreement treats it. Do not assume a generic installation count answers a metric-specific question.
- Purchase records are incomplete. Flag the gap, search for the relevant contract, order, invoice, or renewal evidence, and document the unresolved case. Do not treat an absent record as proof that a right exists or does not exist.
- A scan or agent is treated as a compliance guarantee. Discovery can improve evidence coverage, but rights depend on applicable terms and the quality of the reconciliation. Keep human review for ambiguous agreements and exceptions.
When a dedicated platform is justified
A spreadsheet and disciplined ownership may be sufficient for a limited estate when records are manageable and license calculations are straightforward. A dedicated SAM platform becomes more relevant when discovery spans many environments, contracts and metrics are complex, usage must be measured, data arrives from multiple sources, or teams need repeatable reconciliations and reporting. Judge the choice by the complexity of the work and the effort needed to keep evidence current—not by a claim that buying a tool itself establishes compliance.
