Limited work on an existing theme may cost less than a new bespoke build. First clarify what “custom theme” means
Child theme or bespoke theme
A child theme extends an existing parent theme and can be a smaller project than building a theme from scratch. A low quote may cover adjustments to a ready-made theme rather than original design and a complete bespoke implementation, so confirm what the deliverable includes. Block or classic theme
WordPress documentation says a block theme is built mainly with HTML and a theme configuration file; classic themes primarily use PHP, JavaScript, and CSS. Theme presentation versus site functionality
A theme controls presentation and templates. WordPress describes templates as files representing the document structure displayed on the front end, and theme.json configures settings and styles. [WordPress theme documentation]
Some functionality may belong in plugins instead. WordPress’s theme directory guidance says themes submitted there must not include plugins or non-design functionality such as forms, and under its stated directory rules excludes shortcodes, custom post types, and custom blocks. - Who supplies the design, content, and assets, and how many revision rounds are included.
