Website defacement is an unauthorized change to public-facing website content. Treat an unexpected change as a possible security incident, not just a visual problem: it may indicate access to a server, content management system, account, or connected component, but the altered page alone does not establish the scope. Preserve relevant evidence, investigate the access path, and restore content through a documented recovery process.

What website defacement means—and what it does not prove

Defacement occurs when someone changes a website’s public-facing content without authorization. NIST identifies web defacement as an example of unauthorized data modification and recommends protecting an authoritative copy of web content on public servers (NIST SP 800-44, September 2007).

The visible change is a symptom, not a full diagnosis. It may point to unauthorized access through the web server, a content management system, credentials, or another connected component. It does not, by itself, prove that customer data was exposed, malware was installed, or any particular motive was involved. Those questions require investigation.

How to recognize a possible defacement

NIST’s incident handling guide lists several possible signs of unauthorized modification (NIST SP 800-61 Rev. 1, March 2008). Treat each as a lead to check, not conclusive proof on its own:

  • A visitor or employee reports unexpected content or behavior.
  • Web pages or other critical files differ from an authoritative, known-good copy.
  • Unexpected files or directories appear, particularly with unfamiliar names.
  • Intrusion detection alerts or unusual application, system, or web-server log entries appear.
  • Resource use changes significantly from what is normal for the site.
  • Unexpected administrator accounts, permissions, or account activity appear.

Visual checks can help identify what visitors see, but they cannot determine whether an underlying account or system is compromised. Combine them with file comparisons, available logs, alerts, and reports from people who use the site.

What to do when a site appears defaced

1. Start the incident process and record what you know

Notify the people designated in your incident response procedures. Record when the issue was discovered, who found it, what pages or files appear changed, and which systems are involved. Avoid treating a quick replacement of the visible page as incident closure.

2. Preserve useful evidence

Before logs or artifacts are overwritten, preserve relevant records when feasible and safe to do so. CISA’s response playbooks include detection, analysis, and data-preservation activities (CISA Cybersecurity Incident and Vulnerability Response Playbooks). Follow your organization’s incident plan and applicable evidence-handling requirements.

3. Investigate scope and access paths

Compare affected pages and files with a known-good copy. Review available hosting, web-server, application, content-management, identity, and network records for the relevant period. Check for unexpected administrator accounts, file changes, or activity, and consider whether other sites or connected services share the same access path. The exact containment steps depend on the environment and what the evidence shows.

4. Restore through a controlled recovery process

Use the documented recovery procedure to restore known-good content from a protected authoritative copy. Consider whether the cause of the unauthorized change has been addressed before restoring; if the update path or compromised access remains available, renewed changes may follow. NIST’s public-server guidance recommends protecting authoritative content, controlling updates, using strong authentication and logging, and including restoration in incident response procedures (NIST SP 800-44).

5. Continue monitoring and review

After restoration, keep monitoring and review how the change occurred, which controls failed, and what should improve. Restoring the original page does not establish that the attacker has been removed or that connected systems and accounts are safe.

Prepare so detection and recovery are more dependable

Protect the authoritative copy and update path

  • Keep a known-good copy separate from ordinary production access and protect it from unauthorized changes.
  • Limit update privileges to the smallest practical group; use strong authentication.
  • Document who may approve and perform website changes, and use a secure process to transfer approved updates to production.
  • Document and practice restoration from the protected copy.

Make logs useful before an incident

CISA’s Use Logging on Business Systems guidance recommends enabling logs on servers and relevant services, choosing which user, administrator, network, application, and system events to record, centralizing records where practical, and setting alerts for high-risk activity. Review logs regularly, protect them from unauthorized access or deletion, and retain them according to organizational policy.

Assign response responsibilities

Decide in advance who handles technical investigation, communications, legal questions, and business continuity. Give those people a way to reach one another and define how suspicious activity is escalated. Monitoring is less useful if no one is responsible for acting on an alert.

Using screenshots as one detection aid

Periodic screenshots can help teams notice visible changes to important pages and keep a record of what a page looked like at capture time. They are only one signal: a screenshot cannot establish whether files, accounts, or connected systems were accessed. Pair visual checks with protected logs, file comparisons, and incident procedures.

For a manual check, open the relevant page in a browser, capture the affected viewport or full page, and compare it with an approved reference or earlier capture. Record the URL and capture time. If the page is suspicious, preserve the capture alongside other incident records; do not treat a matching appearance as proof that the site is uncompromised.

Historical context

CISA’s January 18, 2022 alert discussed website defacement among malicious incidents in Ukraine and urged organizations to reduce the likelihood of intrusion, detect potential intrusions, prepare to respond, and build resilience (CISA alert AA22-011A). It is a historical example, not evidence of current prevalence.

Does a changed homepage prove that customer data was stolen?

No. The visible alteration alone does not establish whether data was accessed or exposed; investigate the relevant systems and accounts.

Can restoring a backup confirm that an incident is over?
