To track AI regulation reliably, pair official legal and legislative records with a tracker that helps you discover developments. Verify every alert against the authoritative source before changing a compliance decision: trackers can summarize, filter, and notify, but they do not establish what the law says or how it applies to your organization.
“Regulatory intelligence” covers several different things: primary legal records, official implementation resources, cross-jurisdiction policy databases, specialist AI-law trackers, and paid policy-monitoring services. They solve different problems, so the right setup is usually a small stack rather than a single supposedly comprehensive tool.
What AI regulatory intelligence tools do—and do not do
A useful monitoring system separates finding a possible development from confirming its legal status and assessing its effect. A database may help you locate a bill or guidance document; only the relevant primary record establishes its text and procedural status. Neither a tracker nor an alert alone determines whether a duty applies to a specific AI system.

Use aggregators to widen discovery, not as substitutes for official texts. A large country or document count is not proof that coverage is complete, current, or legally authoritative.

Start with official EU AI Act sources
If you monitor the EU AI Act, use the official records and resources for different parts of the job rather than treating one Commission page as a complete monitoring service.
Confirm the law and its amendments
EUR-Lex is the place to check the regulation’s legal text and amendment history. The consolidated text page cited here is dated 27 July 2026; when acting on a change, check the latest version available at that time. The Council of the European Union’s AI Act timeline is useful for institutional chronology, but confirm legal effects in the enacted text.
Follow legislative and implementation activity
The European Commission’s law-making resources point to tracking for Commission initiatives from launch through the legislative process, as well as delegated acts, national implementing measures, and infringement procedures. These records help identify the stage of a development; a proposal, political agreement, adoption, entry into force, and application are different events.

Use the Commission platform for navigation
The Commission’s AI Act Single Information Platform includes an AI Act Explorer, a compliance checker, a Service Desk, FAQs, news links, and email updates. The Commission says the AI Act entered into force on 1 August 2024. Treat the checker as assistance in evaluating requirements, not a legal determination or a replacement for reading the applicable provisions.
Monitor enforcement and national implementation
The Commission’s governance information and the AI Act Service Desk resources describe shared EU and national enforcement roles, including the Commission’s AI Office, the European Data Protection Supervisor, and national competent authorities. The Commission also maintains a national resources directory. Use these resources to locate relevant bodies and implementation information, then verify appointments and country details against current national sources because designations can change.
Cross-jurisdiction trackers: useful discovery, different scopes
Trackers vary in what they count as an AI policy development. Some include strategies and guidance as well as legislation; others emphasize laws or source-linked instruments. Read the scope statement and inspect underlying records before relying on a tracker for a market-by-market view.

For any database, check whether it distinguishes binding requirements from bills, consultations, standards, strategies, and guidance. A broad collection can still omit local rules, contain duplicates, or retain superseded entries.
When a paid policy-monitoring service may be worth it
A commercial service can be useful when your team monitors many markets or needs curated alerts, summaries, analyst briefings, or a shared workflow. FiscalNote describes PolicyNote as global policy tracking for more than 100 countries, with custom policy alerts, curated bill summaries, bi-weekly analyst briefings, and an EU Issue Tracker. How to compare trackers for your organization
Use the same questions for each candidate, and ask for examples rather than relying on a headline coverage number.
- Jurisdictions: Which countries, regions, federal or state layers, local bodies, and international organizations are included?
- Instrument types: Does coverage include statutes, regulations, bills, consultations, guidance, standards, enforcement notices, national strategies, and court decisions? Are proposals and nonbinding policy clearly separated from binding law?
- Source traceability: Does each record link to the official text and show when it was last checked or updated?
- Updates and corrections: Is monitoring scheduled or event-driven? Is human verification described? Can you see a correction history and how uncertainty is flagged?
- Alert quality: Can you filter by subject, jurisdiction, instrument, and status? Do alerts identify the changed passage or only announce a broad development?
- Implementation help: Are country authorities, deadlines, crosswalks, summaries, or compliance workflows included?
- Exports and integrations: Are RSS, email, API, data export, or integrations with internal governance systems available?
- Service model: Is it a self-serve database, or does the offer include expert curation, briefings, onboarding, and enterprise support?
- Coverage methodology: How are country and record counts calculated? How are duplicates and superseded items handled, and which official records are monitored?
Choose against the markets, instruments, and workflow you need—not the largest claimed count. A narrowly scoped, carefully sourced tracker may be more useful than a broader but shallow one.
Build a defensible monitoring workflow
- Map exposure. List the markets where your organization develops, deploys, sells, or uses AI. Include subnational jurisdictions where relevant.
- Define what counts as a change. Separate enacted requirements, proposed bills, regulator guidance, consultations, enforcement activity, and implementation appointments. Decide which categories need immediate alerts and which can be reviewed periodically.
- Set up discovery and authority sources. Subscribe to relevant official updates and retain authoritative legal links. Add an aggregator or paid platform to broaden discovery and reduce manual scanning, not to replace source verification.
- Log each alert consistently. Record the jurisdiction, instrument, procedural status, publication date, effective or application date, source link, and date a person checked it. Do not collapse publication, entry into force, and application into one date.
- Verify before acting. Compare the alert with the primary record before changing a compliance decision. Preserve the prior version or a dated change note when the decision has operational impact.
- Escalate interpretation. Ask counsel or the relevant specialist when applicability or meaning is uncertain. A tracker summarizes changes; it does not decide how a legal duty applies to a particular system.
- Review blind spots. Periodically check whether jurisdictions, instrument types, or official sources are missing. The absence of an item in a tracker does not show that a jurisdiction has no relevant rule.
Handle changing dates and legal status with care
The Council’s AI Act timeline records 2026 negotiations and adoption of amendments that alter some implementation dates, including delayed application for certain high-risk rules and a revised date for content-transparency obligations. The legal consequence depends on the final enacted text and the precise provision. Before quoting or operationalizing a date, check the latest consolidated regulation on EUR-Lex and current official guidance; do not rely on an aggregator’s countdown or timeline summary alone.

For each development, label its procedural stage explicitly: proposal, political agreement, adopted act, entry into force, or applicable obligation. Keep the publication, entry-into-force, and application dates distinct in alerts and internal records.

Questions to resolve before relying on a tracker
- What happens when an alert conflicts with an official page? Use the official legal or institutional record to establish status and text; preserve the conflicting alert and ask the provider about its correction process.
- Can a tracker establish that no law applies in a country? No. A missing entry may indicate a coverage gap or an update delay, so verify against relevant official sources.
- Should a compliance team monitor strategies as well as laws? Include strategies or guidelines when they affect policy, procurement, regulator expectations, or internal governance, but label them as distinct from binding legal requirements.
