Use a submenu page when users need a dedicated destination for guides or support; use the Settings API to place guidance beside related controls. In either case, restrict access with an appropriate capability and check it again when rendering the page.
Choose where the help belongs

WordPress recommends using an existing top-level menu such as Settings or Tools when a plugin has only one options page. See the WordPress Plugin Handbook: Administration Menus. A help-only page does not need a settings form just to display static content.
Add a dedicated help page under Settings
For a plugin resource destination, register an admin_menu callback and call add_options_page(). Its arguments include the browser page title, menu label, required capability, unique slug, and page-rendering callback. The WordPress add_options_page() function reference notes that the output callback must also check the required capability.
- Add this code to the plugin’s main PHP file or an included admin file. Replace the sample labels, text domain, slug, capability, and resource content as needed.
- Load the plugin, sign in as a user who has the required capability, and open Settings → Plugin Help.

}manage_options is a conventional choice for administrator-only pages, not a requirement for every help page. Choose the capability that matches the intended audience and use it consistently in both the menu registration and callback. The page callback’s check matters even though WordPress uses the menu capability to decide whether to display the item.

Use a unique slug without spaces. The function reference warns that spaces are stripped in generated URLs and can cause a permissions error. For documentation links, include specific destinations such as a feature guide, onboarding steps, or support instructions; the API provides the page mechanics, not the content itself.
Put help inside an existing settings screen
If guidance belongs next to settings controls, register a section with the Settings API rather than adding another menu entry. Register settings, sections, and fields on admin_init. The final argument to add_settings_section() must match the identifier of the settings page being rendered. WordPress documents this pattern in its Settings API usage guide.

}Here, my-plugin-settings is an example page identifier, not a universal value. Replace it with the identifier used by the existing settings screen. A section containing only explanatory text or links does not inherently require a setting field. If users need to edit and save options, register those options and use the Settings API form flow where appropriate.

Set access and handle special cases
- Match access to the audience: Users with a lower capability may need help resources even if they cannot change plugin settings. Select a suitable capability and check it in the render callback.
- Settings form submissions: WordPress says users generally need
manage_optionsto submit throughoptions.php; Multisite submissions require a Super Admin. A static help page does not need that form flow. - Network Admin: For a page in Network Admin, use the
network_admin_menuhook rather than the site-leveladmin_menuhook. See the Administration Menus handbook. - Supported WordPress versions: Confirm the APIs and behavior against the versions your plugin supports; the cited documentation does not establish compatibility for every release or plugin architecture.
