For a useful record, capture the full relevant page, note its URL and the date and time with time zone, retain the untouched original, and collect additional files or professional documentation when the stakes warrant it.
Decide what the record needs to show
Match the capture method to its purpose and the likelihood that someone will challenge it. A screenshot may be enough for personal notes or a quick visual record. Reporting, records retention, an investigation, or a potential legal proceeding may call for more context, such as the page source, embedded media, or a web archive. The Berkeley Protocol on Digital Open Source Investigations treats collection methods as dependent on purpose and potential evidentiary value.
There is no universal screenshot checklist that guarantees admissibility. Court rules and processes differ by jurisdiction; if the matter may be contested, consult the rules that apply and a qualified practitioner.
Capture and preserve a web page step by step
1. Record the page and circumstances
Before capturing, note the full URL, including relevant query parameters or redirects, the visible page title, publisher or account, and any displayed publication or update date. Record the capture date and time with an explicit time zone, such as UTC or a clearly named local zone. Also note the device, browser, and capture method when relevant to explaining how you obtained the record. NARA’s web-content guidance includes URL and method/date of capture among useful documentation fields.

If the page may change or disappear, capture it promptly. Do not log in as someone else, bypass access controls, or alter the content as part of collection. Note any redirect, login wall, error, personalization, dynamic content, or missing media: your capture reflects the view available under those circumstances, not necessarily every user’s view.
2. Capture the complete relevant view
Capture the full relevant page, including content below the fold where feasible. Keep enough surrounding interface to identify the page; do not crop away the URL or other identifying context in the only retained original. The Berkeley Protocol identifies the target address, full-page capture, and date and time as useful collection elements.

If the tool does not place the time visibly on the image, keep a contemporaneous log or metadata record. Avoid editing the original image to add a timestamp. When images, video, or other embedded files are material, collect those files where applicable. Consider saving page source or a functional web archive if structure, links, or interaction matter.
3. Preserve the original and document handling
Keep the original capture untouched with its notes. Store a separate working copy and a protected backup. If you crop, annotate, redact, highlight, or convert an image for presentation, label that file as a derivative and retain the original separately.

Keep related material together: the screenshot, URL, timestamp and time zone, notes, and any source, archive, or embedded media you collected. Use clear filenames. Do not rely on image metadata alone for the capture time; metadata may be absent or altered. Record who collected, copied, transferred, or modified working files. Where integrity must be demonstrated, a hash and auditable custody records can help connect later copies to the collected file, but a hash does not prove who authored the page or what it showed at capture time. NIST’s Digital Evidence Preservation: Considerations for Evidence Handlers is broad preservation guidance, not a screenshot-specific rule.
Choose a capture method for the purpose

Web pages can depend on scripts, external resources, and links, so a still image or archived rendering may not preserve the complete interactive page. NARA’s guidance for permanent government web records calls for capture methods that retain hypertext functionality; that is an agency records-management concern, not a rule for private litigants.

Understand what a screenshot can establish
A screenshot preserves a visual representation of what appeared on a screen at capture time. On its own, it does not establish the author’s identity, the accuracy of the displayed content, the page’s state at another time, or that no relevant material was omitted. A Sedona Conference Journal article hosted by Florida Courts discusses why dynamic websites may require more than a screenshot or PDF for viewing, preservation, and authentication; it is legal commentary, not a controlling rule.
NARA distinguishes authenticity—whether a site is what it purports to be—from integrity, meaning that the record is complete and unaltered. It describes a reliable website as one whose content can be trusted as a full and accurate representation of the facts or transactions to which it attests. These concepts are related, but a screenshot alone does not settle either question.

Keep the original unchanged. Record the date, time, and time zone in a contemporaneous log or metadata record, and label any edited image as a derivative.
