YouTube has two different Partner Program thresholds that matter to live streamers. In eligible countries, creators may qualify for earlier access to fan-funding and Shopping features with 500 subscribers, three valid public uploads in the last 90 days, and either 3,000 eligible public watch hours in the last 12 months or 3 million eligible public Shorts views in the last 90 days. Sharing ad and YouTube Premium revenue requires the higher threshold: 1,000 subscribers and either 4,000 eligible public watch hours in the last 12 months or 10 million eligible public Shorts views in the last 90 days. Reaching either threshold does not guarantee acceptance; YouTube reviews the whole channel and its compliance.
For a live stream’s watch time to count toward the public-watch-hours route, its archive must remain public and be converted to a video on demand (VOD). Unlisted, deleted, or unconverted streams do not count. YouTube’s requirements and feature availability can change, so confirm your channel’s status in YouTube Studio before applying.
Which YouTube monetization threshold applies to live streams?
YouTube’s expanded Partner Program (YPP) has an earlier-access tier and a higher tier for sharing ad and Premium revenue. These are separate eligibility levels, not alternative descriptions of the same benefit.

Do livestream watch hours count toward the 4,000 hours?
They can count when the livestream is public and remains available as a public VOD. YouTube excludes livestreams that are unlisted, deleted, or not converted to VOD from eligible public watch hours. Do not assume that every minute watched live automatically qualifies: check that the stream’s privacy and archive status meet YouTube’s rules.
The 4,000-hour threshold is one of two routes to the higher YPP tier; the other is 10 million eligible public Shorts views in 90 days. The same distinction applies at the earlier-access tier, where the alternative to 3,000 watch hours is 3 million eligible Shorts views.
What else must a channel meet before it can join YPP?
Subscriber and viewing totals are only part of the application. YouTube also lists channel and account requirements. Review the current YouTube Partner Program overview and eligibility requirements alongside your Studio Earn page.

- Follow YouTube channel monetization policies and the relevant terms for the features you want to use.
- Be in a country or region where the applicable YPP program is available.
- Have no active Community Guidelines strikes.
- Turn on 2-Step Verification for the Google Account.
- Have access to YouTube advanced features.
- Have one active AdSense for YouTube account linked to the channel, or set one up as part of the application.
Eligibility is assessed for the channel as a whole. YouTube reviews the application after you meet a threshold; the numbers alone do not ensure approval. See YouTube channel monetization policies for the content and policy standards that apply.
How to apply through YouTube Studio
- Open YouTube Studio and select Earn from the left menu. Check the eligibility status shown for your channel and confirm which route you have met.
- When YouTube makes the application available, review and accept the base YPP terms shown in Studio.
- Link an existing AdSense for YouTube account or follow Studio’s steps to create or connect one. YouTube requires one active account for the channel.
- Submit the channel for review and monitor the Earn area for the result or any requested action. YouTube evaluates the channel, not just the qualifying stream or the threshold totals.
- After acceptance, review and accept the separate monetization modules for the features you intend to use. Access to a feature is not automatic just because the channel is in YPP.
Labels and availability may vary as YouTube updates Studio and rolls out features. Use the instructions displayed in your own account if they differ from a general help page.
Which earning features can live streamers use?
YouTube identifies advertising revenue, channel memberships, Shopping, Super Chat and Super Stickers, and YouTube Premium revenue among its live-stream earning options. Availability and eligibility are feature-specific; country, age, channel or content status, and acceptance of the relevant module can affect access.

Super Chat and Super Stickers
For Super Chat and Super Stickers, YouTube’s guidance includes being at least 18, being in a supported location, and accepting the Commerce Product Module or the applicable former addendum. Content or channel restrictions may also affect eligibility. Check the current Super Chat and Super Stickers requirements and the feature status in Studio.
Memberships, Shopping, ads, and Premium
Each feature has its own eligibility rules and module terms. Review the feature-specific requirements and accept the applicable terms in Studio rather than assuming that YPP acceptance turns on every option. YouTube’s live-stream monetization guidance describes the available live earning features.
YouTube’s earnings guidance says that eligible creators receive 70% of net revenue for memberships, Super Chat, Super Stickers, and Super Thanks under the Commerce Product Module, and 55% of net revenue from ads on public Watch Page videos under the Watch Page Monetization Module. These are agreement shares, not an earnings forecast; YouTube states that payment is not guaranteed. Check your own Studio account and the current module terms for the agreements that apply to you. How to protect eligibility after joining
Monetization is not permanent regardless of what happens to a channel. YouTube’s monetization policies apply to livestreams, and policy problems can limit earnings or lead to monetization being suspended. Review the policies before streaming content you do not own or that may not be suitable for monetization.
YouTube also reserves the right to turn off monetization for channels that have not uploaded a video or posted to the Posts tab for six months or more. That is an inactivity condition under YouTube’s guidance, not a promise that meeting the activity level will preserve monetization if other requirements are not met. Check YouTube’s channel monetization policies and Studio notifications when your channel status changes.
Keeping a qualifying public livestream available
If you use livestream watch time toward the public-hours route, plan the stream’s archive settings with the eligibility rules in mind. A public livestream converted to public VOD can contribute eligible watch hours; an unlisted, deleted, or unconverted stream cannot. Keeping a stream running does not by itself make its viewing hours eligible, nor does it guarantee YPP approval.
