Build a competitive intelligence (CI) strategy backward from decisions: identify the choices your organization faces, name the uncertainties that could change them, assign people to answer focused questions using lawful and ethical sources, and deliver analysis while decision-makers can still act. Then review whether the intelligence informed a decision and update the questions. CI is a repeatable decision-support capability—not simply a file of competitor facts.

What is competitive intelligence?

Competitive intelligence is the systematic, ethical gathering, analysis, and management of external information that could affect an organization’s plans, decisions, or operations. A WIPO-hosted 2015 workshop by Marina Sauzet reproduces this definition and attributes it to SCIP. The important distinction is that intelligence connects evidence to implications and choices; a collection of facts without analysis or a decision context is not yet useful intelligence.

CI can examine competitors, customers, markets, regulation, technology, suppliers, and other external forces. Its scope should follow the organization’s decisions rather than an ambition to monitor everything. Strategic intelligence is a broader related discipline: ISO 56006:2021 describes it as useful wherever knowledge informs strategic decisions and subsequent actions, and says it is “transversal and cross-sectorial by nature.” The standard is guidance, not a CI certification, and it does not cover data protection.

How to build a competitive intelligence strategy

1. Start with the strategic choices

Write down the decisions the organization expects to make and the time frame for each. Consider where it competes, what advantage it seeks, what resources and capabilities it can use, and which external changes could alter its options. The WIPO workshop frames the business questions as “Where are we?”, “Where do we want to go?”, and “How do we go there?” Those questions help connect intelligence work to direction, scope, environment, and stakeholders instead of turning it into a running list of competitor updates.

2. Identify the uncertainties that could change a decision

For each strategic choice, state what is not known well enough to decide confidently. A useful uncertainty is material: if the answer changed, the organization might choose a different action, timing, market, investment, or risk response. Keep a long-range watchlist separate from urgent questions tied to a specific decision so that important but non-urgent developments do not crowd out time-sensitive work.

3. Set key intelligence questions

Turn the uncertainties into questions that can be investigated. Avoid broad assignments such as “watch competitors” or “research the market.” Examples to tailor include:

  • Which customer need is changing, and what evidence would show the change is durable?
  • What competitor move could alter our positioning or customer retention?
  • Which regulatory or technology development could change the economics of this market?
  • What conditions would make entry into a new market attractive or unattractive?

For each question, record a decision owner, the decision date or review cadence, the evidence that could change the current view, and the people who need the answer. These fields are a practical way to implement needs assessment; they are not a universal template prescribed by a standard.

How do you set up a competitive intelligence program?

Assign clear ownership

Name someone to coordinate the program, maintain the question list, arrange analysis, and get findings to their intended recipients. Decide who contributes subject expertise and who should review a questionable collection method or sensitive issue. WIPO’s workshop identifies trained employees, organizational principles, and arrangements for collection and analysis as prerequisites for CI.

The right structure depends on the organization. A small business may give coordination to an existing strategy, product, or market-research role. A larger organization may let teams gather relevant evidence while a central lead sets standards, resolves overlaps, and synthesizes findings. These are design options, not a prescribed staffing model. Make responsibilities explicit enough that questions do not go unanswered or get duplicated.

Connect the process to existing decisions

Put CI review points on the calendar and into the forums where the relevant choices are made: for example, a product portfolio review, market-entry decision, or strategic planning cycle. Set an owner and deadline for each question. A fast-moving threat may need an alert as soon as evidence crosses an agreed threshold; a long-term market question may fit a scheduled review. The cadence should match the decision’s timing and the rate at which its evidence can change.

What are key intelligence questions?

Key intelligence questions (KIQs) are the priority questions an organization needs answered to make or revisit important decisions. They define what the program should learn before it chooses sources or begins collecting. A good KIQ is linked to a decision, focused enough to investigate, and open to more than one possible answer.

Use a simple question record such as this:

Field What to record
Question The specific uncertainty to resolve.
Decision and owner The choice the answer could affect and the person accountable for it.
Timing The decision date, alert threshold, or next review date.
Evidence that could change the view Observable facts or developments that would support or weaken current assumptions.
Recipients The people who need the answer to make or prepare for the decision.

Review the list when a decision is completed, its assumptions change, or a new uncertainty becomes more important. Retire questions that no longer have a decision attached to them; otherwise, the program can accumulate monitoring work that no one uses.

How do you gather competitive intelligence ethically?

Set collection boundaries before gathering information. The WIPO workshop describes CI as using open sources rather than spying or illegal collection, and discusses company publications, official government publications, reports, statistics, and intellectual-property documents as public-domain material. It also presents trade shows as a form of primary collection. Public availability alone does not guarantee that every reuse or method is permitted: laws on trade secrets, privacy, competition, recording, employment, and data use vary by jurisdiction and circumstance. The 2015 workshop is training material, not jurisdiction-specific legal advice.

Put practical rules in writing. Include:

  • Which source types and collection methods are allowed for the program.
  • When employees must identify themselves or disclose their organization during interviews or other primary research.
  • How to handle information that appears confidential, improperly obtained, personal, or subject to access restrictions.
  • Who can access collected material, how it is retained, and when it should be deleted.
  • How to escalate uncertain methods to legal counsel or an appropriate compliance reviewer before proceeding.

For each observation, preserve the source, date, geography, collection method, and confidence. Keep observed facts separate from analyst interpretation and assumptions. This makes it easier to challenge a conclusion, update it when circumstances change, and avoid treating an unverified claim as established fact.

How should a CI team collect and analyze evidence?

Map sources to questions

Choose sources because they can answer a KIQ, not because they are easy to collect. Depending on the question, public sources may include company publications, news and journals, government publications, reports, statistics, and intellectual-property documents. Trade shows and other primary research can add direct context where appropriate and permitted. Define the specific evidence needed before expanding collection; more material is not automatically better intelligence.

Choose an analytical method for the question

The WIPO workshop lists a broad toolkit. Select a method that fits the uncertainty and decision rather than applying every framework to every issue.

Method Useful when the question concerns
Industry and competitor analysis How the market is structured, how rivals are positioned, or what could affect competitive behavior.
Competitor benchmarking and response modeling How offerings or capabilities compare, and what responses to a possible move are plausible.
SWOT and Porter’s Five Forces Internal strengths and weaknesses alongside external conditions, or pressures shaping industry economics.
Win/loss analysis and value-chain analysis Why customers choose or reject an offer, or where value and leverage sit across an industry chain.
Forecasting and early-warning indicators How a trend could develop and which observable changes might signal a shift.
Hypothesis-based analysis and financial forensics Testing competing explanations or examining financial evidence relevant to a company or market.
Scenario planning and war gaming Exploring multiple plausible futures or anticipating how participants could respond to a strategic move.

When comparing strategic options, assess strategic fit, likely customer and market effects, potential competitor responses, required resources and capabilities, timing, risk, uncertainty, and evidence quality. Make key assumptions visible and state confidence in the conclusion. A named framework structures thinking; it does not guarantee an accurate forecast.

Capture changing public web evidence carefully

When a KIQ concerns changes to public competitor pages—such as product claims, pricing pages, or published announcements—a dated screenshot can preserve what a page showed at the time of review. Keep the page URL, capture date, relevant geography or locale, and analyst notes with it. Use this only within your organization’s collection rules and applicable law; a screenshot is evidence of what appeared on a page, not proof that a claim on the page is true.

How should CI findings reach decision-makers?

Deliver an answer in a form and at a time the decision owner can use. Explain what is happening, why it matters to the decision, what could happen next, and which choices are available. Distinguish evidence from interpretation, identify assumptions and confidence, and state what new evidence would change the assessment. Raw data becomes useful intelligence only when it is evaluated for implications and action.

Match the delivery format to urgency and complexity: a short alert can flag a fast-moving risk, a briefing can support a strategic choice, and a recurring review can track an issue that develops over time. Name the recipient and decision deadline when the finding is sent. A technically thorough analysis delivered after the decision may have little practical value.

How do you measure and improve the program?

Assess both operational reliability and decision usefulness. Track whether the intended owner received the answer on time, whether the analysis informed a decision or changed an action, and whether the underlying question still matters. Ask recipients which parts were useful and what evidence or timing was missing. Do not assume that every good outcome can be attributed to CI: decisions have multiple inputs, and contribution is not the same as sole causation.

SCIP identifies impact, metrics, return on investment, and long-term alignment as CI practice topics. Those topics do not establish a universal ROI formula or a guaranteed performance result. Set measures around the program’s own decisions and review them periodically; stop or redesign work that consumes resources without helping an owner understand a material choice.

Launch checklist

  • List the strategic decisions and uncertainties that could change them.
  • Write and prioritize KIQs, each with an owner, timing, recipients, and decision link.
  • Assign coordination, subject-matter contributions, and a route for reviewing sensitive collection questions.
  • Document lawful and ethical collection boundaries, handling rules, and escalation paths.
  • Map sources and analytical methods to each question; preserve provenance and confidence.
  • Deliver findings in time for the decision, then review whether they informed action and update the question list.
