Plan for a measured workload, not a guessed holiday percentage. Forecast concurrent viewers, bitrate mix, request rates, geography, and growth; map those demands to the delivery path and application dependencies; secure capacity and quotas before the peak; then load-test and rehearse failure handling. Autoscaling helps absorb deviations, but provisioning delays, quotas, and regional capacity constraints mean it cannot replace advance planning.

Start with demand scenarios and service objectives

Use production telemetry and past seasonal events to build at least three forecasts: normal demand, the expected holiday peak, and a stress case. Include relevant campaigns, special events, new features, subscriber growth, and geographic expansion. Avoid applying a generic percentage increase: the sources do not establish a universal holiday growth rate or safe capacity buffer.

For each scenario, set objectives that describe what viewers and dependent services must experience. Examples include concurrent sessions, API request rates, startup latency, rebuffering or playback-quality goals, error rates, availability, and a cost ceiling. Measure capacity at the resource level as well as against user-facing objectives; one metric cannot represent every workload. Estimate media delivery demand

Estimate peak egress from viewers and bitrate

For a first-order bandwidth estimate, multiply expected concurrent viewers by average playback bitrate. Google Cloud illustrates the arithmetic with 5 million concurrent users at an average 1 Mbps: about 4.76 Tbps, rounded to roughly 5 Tbps. This is an illustrative example from a Google Cloud live-event article, approximately 2023—not a sizing target for another service. Your estimate also depends on bitrate distribution, protocol overhead, geography, cache-hit ratio, and the shape of the audience ramp.

Use the bitrate viewers actually receive, not just the highest encoding in the ladder. Where adaptive bitrate playback is used, estimate the distribution across renditions and include expected viewing behavior by region. Validate assumptions against your own player and delivery telemetry.

Estimate request volume from packaging and player behavior

Bandwidth does not capture request load. For an HLS v3 example with muxed audio and video, Google Cloud describes two requests per viewer per segment interval: one manifest and one video segment. A simplified estimate is:

Requests per second ≈ concurrent viewers × 2 ÷ segment duration in seconds

At 5 million viewers and six-second segments, that gives approximately 1.66 million requests per second. This is a protocol-specific illustration, not a general multiplier. Separate audio, video, or subtitle tracks change the request count; validate using the actual player, packaging, and request mix. Map the complete streaming path

Draw the path from ingest through playback, including each dependency that can bottleneck independently. A useful inventory includes:

  • Ingest, transcoding, and packaging.
  • Origin storage and the CDN, including cache behavior and origin shielding where used.
  • Playback APIs, authentication and entitlement, and session services.
  • Databases, queues, analytics, and observability pipelines.
  • Load balancers, network paths, and regional or availability-zone dependencies.

Separate media delivery from the application and control plane. A CDN can serve cacheable media without sending every segment request to the origin or scaling an application API for work the CDN can handle. Determine which requests are cacheable, which still reach origin, and which require API, database, or session work.

Google Cloud describes cloud storage as an origin with CDN delivery and warns that an origin that cannot scale with audience growth can see sudden demand and 5xx errors. It also describes primary/backup multi-region deployment as one event-design option. These are examples, not a universal topology; check the limits and behavior of the services you actually use. AWS’s Well-Architected reliability guidance is another reference for considering the connected system rather than a single component.

Forecast bottlenecks and secure capacity early

For each scenario, estimate the capacity required by every dependency—not only application compute. Check compute, memory, storage, network bandwidth, database throughput and connections, load-balancer connections and data transfer, CDN egress and request capacity, and queue and worker throughput. Identify hard limits by service, SKU, region, and availability zone.

Request quota changes, access to restricted regions, specialized capacity, or reservations early enough for the slowest dependency. A scale-out signal does not guarantee that new capacity can be allocated: reactive autoscaling can be triggered and still fail during a peak. Azure’s capacity-resilience guidance discusses this risk. Provider-specific quotas and product capabilities can change, so confirm current limits with your provider rather than relying on an old event example.

Use planned scaling and bounded autoscaling together

For predictable seasonal demand, schedule or predictively scale ahead of the expected ramp. Use reactive rules to handle deviations rather than expecting them to create all required capacity at the last moment. Set minimums high enough to provide a ready baseline and maximums that contain unexpected cost.

Choose signals that reflect each component’s workload. CPU and memory can help, but request rate, latency, connection count, queue depth, and application-specific indicators may be more informative for particular services. Scale dependencies in a safe order: adding API instances without database, queue, or downstream capacity can move the bottleneck or overload the dependency. Keep services stateless where practical so requests can be routed across instances.

Scaling takes time, and different components have different startup and provisioning delays. Include networking, compute, and storage in the plan, and schedule the slowest operations first. For containers, AWS’s video-streaming guidance discusses node and pod scaling, custom signals such as queue length, and startup latency. Azure’s scaling guidance notes that there is no one-size-fits-all scaling strategy.

Load-test the real path and rehearse failure handling

Make the test representative

Run load tests with a representative request mix, ramp pattern, player behavior, and regional distribution. Test both normal and peak conditions. Monitor end-user latency and errors alongside infrastructure saturation, origin behavior, and cache performance. Include quota ceilings, scaling delays, load-balancer capacity, database bottlenecks, and CDN-to-origin fallback. Repeat after material architecture or configuration changes.

Google Cloud’s capacity guide and live-event article cover traffic planning and event preparation; AWS also recommends production-representative testing and instrumented metrics in its Well-Architected guidance.

Practice the operational response

Before the event, agree on the operating schedule, dashboards, alert ownership, escalation paths, rollback procedures, and a change-freeze window. Test multi-zone or multi-region failover and graceful degradation; redundancy is not a recovery plan until the fallback has been exercised. A multi-region design may help, but its suitability depends on recovery objectives, state, provider limits, and cost.

Netflix’s 2016 account of its cloud migration describes cloud-region scaling for application workloads alongside Open Connect for video delivery. Treat it as a historical example of distinct application and delivery layers, not as a current reference architecture for your service: Netflix’s 2016 account.

Common failure modes and what to check

  • Autoscaling triggers, but capacity does not appear: Check service quotas, regional or zone availability, reservations, and resource allocation limits. File quota or capacity requests before the event and include the approval or reservation in the readiness checklist.
  • Origin returns 5xx errors while the audience grows: Inspect cache-hit behavior, origin request rate, and the pace at which origin capacity can scale. Confirm that the CDN is serving cacheable media as intended and test origin fallback under load.
  • APIs scale, but playback still fails or slows: Check database connections and throughput, queue depth, session services, and other downstream dependencies. Scaling one tier can shift load rather than remove the bottleneck.
  • Capacity is available on paper but arrives too late: Measure startup and provisioning delays for each component, including network and storage. Schedule slow dependencies early and maintain a ready baseline for the forecast peak.
  • Load tests pass, but the live event behaves differently: Compare the test’s player behavior, request mix, ramp rate, and geography with actual traffic. Re-run representative tests after architecture or configuration changes.
  • Failover is unavailable or causes a second outage: Rehearse the full fallback path, including state, dependencies, and regional limits. Define the operator’s rollback or degradation steps rather than assuming redundancy will work automatically.

Reconcile cost and improve the next forecast

Estimate cost from the demand scenarios, including temporary test and failover overhead. Use explicit autoscaling maximums to constrain unplanned spend. Decide whether committed or reserved capacity fits predictable baseline demand, but avoid commitments that outlast the likely peak or rest on an uncertain forecast.

After the event, compare forecast and observed concurrency, bitrate, egress, request volume, cache behavior, and bottlenecks. Record where capacity arrived late or where the model was conservative, then use those observations to update the next seasonal plan. The provider guidance supports forecasting, capacity-limit checks, cost estimation, and bounded scaling; it does not establish a universal margin or buffer.
