First identify which Chrome screenshot workflow is failing: a DevTools Command Menu action, the Chrome DevTools Protocol (CDP) method Page.captureScreenshot, or screenshots captured during loading in the Network panel. They are separate features, so a missing menu command, a rejected protocol request, and an empty loading-screenshot strip need different checks.
Identify the screenshot workflow

These workflows are not interchangeable. In particular, the CDP method does not inherently save a file, and Network loading screenshots are configured separately.
Fix a Protocol Monitor or CDP capture
Select the correct target
In Protocol Monitor, use the target dropdown to select the page or other target you intend to inspect. A request sent to a different target can fail or affect the wrong page context. Chrome’s Protocol Monitor guide describes target selection and sending protocol commands.
Send a valid method request
Use the Page domain method name exactly. In Protocol Monitor, send Page.captureScreenshot with no arguments for the default capture, or use a structured request such as Chrome’s documented JPEG example:

Another CDP client must likewise send the method to the correct target using that client’s request format. The Page protocol reference defines the method and its parameters.
Use supported options and handle the response
The current protocol reference specifies PNG as the default image format; JPEG and WebP are also supported. The quality parameter is an integer from 0 to 100 for JPEG. clip can limit capture to a region. Other documented options include captureBeyondViewport, fromSurface, and optimizeForSpeed; check the protocol reference for their definitions and experimental status before relying on them.

The method returns image data encoded as base64. If you expected Chrome to download a PNG automatically, that expectation is the problem: your CDP client or script needs to decode and save the returned data itself. Use the response’s data value as the encoded image, then base64-decode it to a file with the extension matching the requested format.
Retry after the renderer is ready in the documented headless flow
For the documented HeadlessExperimental begin-frame capture route, Chrome notes that capture may fail during renderer initialization and return no screenshot data. Allow the page to initialize and render, then retry. This is a specific headless-flow failure mode, not a general explanation for every empty CDP result. See the HeadlessExperimental reference.

Fix screenshots captured during page loading
- Open DevTools and select the Network panel.
- Open Network panel settings and enable Capture screenshots.
- Keep the Network panel focused and reload the page.
Chrome documents this workflow in its Network panel reference. It captures images during page loading; it does not invoke Page.captureScreenshot. If no loading frames appear, verify the setting and that you reloaded with Network focused.
When the Command Menu action is missing
A missing Command Menu result is different from a CDP request error. Confirm that you are searching the Command Menu rather than Protocol Monitor, try the relevant screenshot wording, and check the behavior in your installed Chrome version. The available evidence does not establish identical Command Menu labels or behavior for every Chrome release, so a missing result alone does not identify a universal root cause.

Do not treat an old image-size bug as a current limit
Chromium issue 40724721 reported corrupted screenshots larger than 8192 pixels and listed Chromium 86 and 87 as affected. The issue is marked fixed. It is historical evidence, not proof that current Chrome has an 8192-pixel screenshot ceiling or that this explains a present-day failure. See the Chromium issue report.

- The exact error text, or whether the result is simply missing or empty.
- Your Chrome version and operating system.
- The workflow and invocation: Command Menu action, Protocol Monitor request, another CDP client, or Network panel capture.
- The target type you selected or connected to.
- Whether you expected a downloaded image file, protocol-returned image data, or loading frames in Network.
- For CDP, the full request, relevant options, and whether the response contains a
datafield.
