To scale an HTML-to-PDF output correctly, set the paper size and margins first, then adjust the renderer’s content scale or zoom only if the whole rendered page needs proportional resizing. Also check print-specific CSS: Puppeteer generates PDFs using print media by default, so a difference from the browser view may come from @media print rules rather than a scale setting.

What “scaling” means in HTML-to-PDF conversion

PDF size and content size are separate controls. Paper geometry determines the page dimensions and printable area; scale or zoom changes the content’s size within that page. If text is clipped or a layout is unexpectedly cramped, first check the paper dimensions, orientation, margins, and print styles. Scaling content before correcting those settings can make the document harder to read without fixing the underlying mismatch.

  • Paper size: the PDF page dimensions, set through a renderer’s format, width, or height options, or CSS @page.
  • Margins: the space around the printable content. Larger margins leave less usable page area.
  • Content scale: a proportional adjustment to the rendered page content, exposed by some renderers as scale or zoom.
  • Print styles: CSS rules such as @media print and @page that can change appearance or page geometry during PDF generation.

How to diagnose and fix the scale

  1. Identify the renderer and version. Option names and defaults vary by library and converter. Check the API documentation for the exact version installed in your application.
  2. Check which CSS media is used. Puppeteer’s Page.pdf() uses print CSS by default. Inspect @media print and @page rules if the PDF differs from the screen rendering. Puppeteer documents emulating screen media before generating the PDF when screen styling is intended. See the Puppeteer Page.pdf documentation.
  3. Confirm paper size and orientation. Compare the renderer’s format, width, height, and landscape options with CSS page dimensions. Decide whether the renderer’s settings or CSS should take precedence.
  4. Check margins and available content area. Margins are distinct from scale. Adjust them if the content area is too narrow or elements are clipped at page edges.
  5. Adjust scale last. Start at the renderer’s documented default, change one setting at a time, and inspect the resulting PDF at its intended page size.
  6. Validate the actual output. Review page dimensions, clipping, line breaks, tables, and legibility using the same renderer version and input used in production.

Set scale and page size in Puppeteer

Puppeteer documents a PDF scale default of 1 and a supported range of 0.1 to 2. Its preferCSSPageSize option defaults to false; with that default, content is scaled to fit the paper size selected in the PDF options. Set it to true when the CSS @page size should take priority over PDF options such as format, width, or height. These are documented values and can change, so verify them against the Puppeteer release in use. See the Puppeteer PDF options.

Replace the page URL and paper settings with those appropriate to the document. If the document defines its own page dimensions and those should govern the output, use preferCSSPageSize: true and make the corresponding @page rules explicit. If you intentionally want screen styling rather than print styling, follow Puppeteer’s documented media-emulation behavior before calling page.pdf().

How Playwright handles PDF scale

Playwright’s Page API also documents scale and preferCSSPageSize. Its documentation says preferCSSPageSize defaults to false, which scales content to fit the paper size when CSS page size is not given priority. Check the API for your language binding and installed Playwright version before applying an example; do not assume that another browser library’s defaults are identical. Other renderers: wkhtmltopdf and hosted converters

wkhtmltopdf

The wkhtmltopdf settings reference lists page size or explicit width and height, orientation, margins, and a load zoom factor as separate settings. That reference is older than the browser-library documentation, so verify behavior against the particular wkhtmltopdf build you deploy. See the wkhtmltopdf settings reference.

Hosted HTML-to-PDF services

Managed converters can be an alternative when you do not want to operate the rendering infrastructure yourself. DocRaptor documents conversion from HTML content or a URL and identifies Prince as its PDF engine; Browserless documents a PDF endpoint that accepts a URL or raw HTML and provides options based on Puppeteer’s PDF options; PDFShift publishes its usage allowance and credit rules on its pricing page. These sources establish that the services offer HTML-to-PDF workflows, not a universal quality or performance winner. Compare compatibility with your HTML, CSS, fonts, and JavaScript; page-size and margin controls; deployment effort; data-handling needs; and current limits and costs. Common scale problems and fixes

  • The PDF looks different from the browser: check print-specific CSS first. Puppeteer uses print media for PDF generation by default; inspect @media print and @page rules before changing scale.
  • Content is too small or too large: confirm the intended paper dimensions and the renderer’s page-size precedence setting. Then adjust scale or zoom in small increments, changing one variable at a time.
  • Content is clipped: check page dimensions, orientation, and margins, and inspect the page at the actual PDF size. Reducing scale may help only if the geometry is already correct.
  • CSS page dimensions appear ignored: check whether the renderer gives its own PDF paper options priority. In Puppeteer and Playwright, preferCSSPageSize defaults to false according to their documentation.
  • A setting behaves differently after an upgrade: confirm the installed renderer version and recheck its API documentation; defaults and option behavior may change.
