“Web capture” can mean three different things: a local copy of a page resource that you change in Chrome, a response that you modify in an automated test, or a recorded network exchange that you edit and replay. Use Chrome DevTools Local Overrides for interactive local prototyping, Playwright route interception for changing what a test page receives, and Playwright HAR replay for editing a saved fixture. If you mean a web archive such as WARC or WACZ, use an archive-specific workflow; creating an archive is not the same as safely editing an existing one.
Choose the right kind of web capture to modify

These methods change local or test inputs; none changes the origin server’s stored data. For a WARC/WACZ file, changing bytes can affect signatures, provenance, or replay fidelity, so do not treat it like a JSON fixture.
Change a page resource locally with Chrome DevTools
Local Overrides let Chrome DevTools save a resource locally and serve that copy after reload. Chrome’s documentation describes the result plainly: “When you reload the page, DevTools serves the local, modified file, rather than the network resource.” This is useful for testing edits without deploying them; it does not alter the production site. Set up and edit an override
- Open the target page in Chrome and open DevTools.
- In the Network panel, locate the request you want to change. Right-click it and choose Override content to edit its response, or Override headers to create a local header override.
- If prompted, choose a folder for Local Overrides and grant DevTools permission to use it.
- Edit the saved resource or headers, then save the file.
- Reload the page. DevTools serves the saved local copy for the overridden request.
This can be used for page resources, XHR/fetch responses, and response headers. It is an interactive browser workflow rather than a JavaScript API for rewriting arbitrary traffic.

Local Overrides limitations
- DevTools automatically disables the browser cache while Local Overrides is active.
- Changes made directly in the Elements DOM tree are not saved as overrides.
- CSS changes made in the Styles pane are not saved when that CSS is embedded in an HTML file; edit the HTML in Sources instead.
- Source-mapped files cannot be overridden directly through the described Network workflow.
Modify an API response in a JavaScript test with Playwright
For an automated test, Playwright can intercept a request, fetch the original response, change its JSON, and fulfill the request with the patched data. The page receives the fulfilled response, while the live API remains unchanged. This is useful for testing UI states without waiting for a backend change or relying on mutable server data. The example follows the API-response approach in Playwright’s Mock APIs guide.

Replace the route pattern and page URL with those used by your application, and adjust the JSON mutation to the response shape your UI expects. This example specifically demonstrates modifying an API JSON response; do not assume the same pattern covers every resource type or protocol without checking the relevant Playwright route behavior.
Keep tests predictable
- Register the route before navigating or triggering the request, so the page cannot fetch the unmodified response first.
- Patch only the fields needed by the test; preserving the original response keeps unrelated behavior realistic.
- Use a purpose-built fixture instead of fetching the live response when a test must be independent of backend availability or data changes.
Edit and replay a HAR fixture with Playwright
A HAR is a recorded network exchange that Playwright can use to fulfill matching requests. You can edit the recorded JSON, including payload files inside an archive, then route requests from the edited recording. The documented APIs are page.routeFromHAR() and browserContext.routeFromHAR(); see Playwright’s Mock APIs guide.

Edit ./fixtures/edited-site.har before running the test, changing the relevant recorded response data while preserving valid HAR structure. With update mode off, a matching request is fulfilled from the saved archive; a request with no match is aborted. Use browserContext.routeFromHAR() instead when the route should apply at the browser-context level rather than only to this page.
Why a HAR replay can miss
- Playwright matches the URL and HTTP method strictly.
- For POST requests, it also matches the POST payload strictly. A body difference can therefore prevent a match.
- If multiple recordings match, Playwright selects the one with the most matching headers.
- Redirects are followed automatically.
When a request unexpectedly aborts, compare its actual URL, method, POST body, and headers with the recorded entry before changing the fixture. Avoid update mode when the goal is to replay a fixed, edited recording rather than refresh the recording from live traffic.
Create a web archive rather than editing one
If your goal is to make a browser-based archival capture, Harvard Library Innovation Lab’s Scoop project is described as a high-fidelity, single-page capture engine callable from a CLI or JavaScript library. Its repository documents WARC, WARC.GZ, and WACZ output, with optional attachments such as provenance, screenshots, video, PDF, DOM snapshot, and SSL certificates. It also describes WACZ signing and verification support and optional raw exchanges for later analysis or reprocessing. See the Scoop project repository.

That establishes Scoop as a capture-creation option, not a general-purpose editor for an archive that already exists. For an existing file, first identify its container and the software used to replay it. Do not assume arbitrary edits preserve a signature, provenance records, or replay behavior.
Protect sensitive data in captures
HAR files can contain cookies and information submitted in forms. Google Cloud’s browser-trace capture guidance warns about sensitive information and recommends editing or sanitizing captures when needed. Chrome’s Network reference says sanitized HAR export is the default and excludes Cookie, Set-Cookie, and Authorization headers; exporting sensitive data requires enabling the setting and choosing that export option.
Header sanitization does not establish that every personal or secret value in request or response bodies has been removed. Inspect and redact the full capture before sharing it with support or committing it to a repository. Apply the same review to edited HAR fixtures and any archive attachments that may expose user or session data.

Does a Chrome Local Override change what other visitors see?
No. DevTools serves the saved local copy in your browser; it does not modify the site’s origin server.

Should I use Playwright routing or HAR replay for a test?
Use routing when the test should modify a response in JavaScript. Use HAR replay when you want requests fulfilled from an edited recorded fixture.
Can I edit a WARC or WACZ archive with Scoop?
The cited Scoop project documentation establishes browser-based capture creation, not general-purpose editing of existing archives. Identify the archive format and its replay software before attempting changes.
