If Selenium cannot start Chrome and reports “DevToolsActivePort file doesn’t exist,” treat it as a browser-startup or connection symptom—not a diagnosis. First check that Chrome and ChromeDriver have matching major versions, then inspect startup logs to see which browser binary and options were used and why Chrome exited. Once the browser session starts, test screenshot capture separately.
What the DevToolsActivePort error means
ChromeDriver uses Chrome’s DevTools interface to control the browser. The missing DevToolsActivePort file indicates that ChromeDriver did not find the expected connection information during startup; by itself, it does not tell you why. Chrome may have exited, failed to launch with the selected binary or profile, or been unable to run in the environment. Avoid changing several flags at once: first collect evidence about the failing startup.
Check Chrome, ChromeDriver and Selenium versions
- Record the installed Chrome version, ChromeDriver version and Selenium version from the same machine or container where the failure occurs.
- Compare the Chrome and ChromeDriver major versions. Selenium’s Chrome documentation says these should match: Selenium: Chrome-specific functionality.
- If you use Selenium 4.6 or later, Selenium Manager can obtain drivers. If driver resolution still fails, enable Selenium logging and preserve the diagnostic output rather than assuming the missing file identifies a driver mismatch. See Selenium Manager.
When versions do not match, correct the driver/browser pairing before experimenting with launch flags. Keep the recorded versions with the logs so the setup can be reproduced.
Read the startup logs before changing options
Use ChromeDriver and Selenium logs to answer three questions: did Chrome start and then exit, which Chrome executable did ChromeDriver select, and what did Chrome print immediately before it exited? These details help distinguish driver resolution from a browser launch or environment problem. ChromeDriver documents its service and logging configuration at ChromeDriver logging.

Keep the output from a failing run, including the exact command or code, versions, operating system or container, and ChromeOptions. Change one relevant setting at a time and compare the next startup log. This is more diagnostic than copying a large collection of flags.
Use a browser mode that fits the machine
On a server or CI runner without a display, try headless Chrome using the ChromeOptions argument supported by the installed Chrome version. Chrome documents headless operation in Chrome Headless mode and the Selenium Chrome options in Selenium’s Chrome documentation.
Headless and headful Chrome now use a unified implementation. Since Chrome 132.0.6793.0, the older headless implementation is distributed separately as the chrome-headless-shell binary. If you are following an older headless recipe, verify which binary and version it expects before relying on it.

For a local desktop run, do not add headless mode automatically: use the mode intended for that run, and make sure the machine actually has the display resources required by a headful browser.

ChromeDriver normally creates a temporary browser profile. If your code supplies a custom user-data-dir, confirm the path exists or can be created, is writable by the process, and is not shared by simultaneous sessions. Concurrent Chrome processes using the same profile can interfere with startup.
If Chrome is installed outside its standard location, explicitly configure the Chrome binary through ChromeOptions and verify that the logs show the intended executable. Chrome’s capabilities documentation covers browser profile and binary configuration: ChromeDriver capabilities.

Test launch flags only against a specific clue
Options such as --no-sandbox, --disable-dev-shm-usage, a fixed --remote-debugging-port, or a copied bundle of flags are not universal fixes. The relevant documentation explains how to pass arguments, but does not establish those flags as cures for every DevToolsActivePort failure. Add or remove a flag only to test a concrete constraint in your environment, then compare the logs.
For example, if you suspect a container resource or permission constraint, investigate that constraint and its log evidence rather than adding unrelated flags. Avoid hard-coding a debugging port unless your setup specifically requires it; a fixed port can conflict with another browser process.

If a centrally managed Chrome installation fails while an unmanaged installation works, ask the organization’s administrator whether policy restricts remote debugging or WebDriver automation. A report in the Chrome Help Community describes remote debugging being disallowed in one managed environment. That anecdotal case is a reason to check policy when the symptoms fit, not proof that policy caused another machine’s error.

Separate browser startup from screenshot capture
Once ChromeDriver successfully creates a session, take a screenshot as a separate test. If session creation fails, focus on browser startup, driver selection, profile, binary and environment. If the session starts but the screenshot call fails, investigate that operation independently; the documentation cited here addresses Chrome launch and configuration, not every screenshot API failure.

Should I always add –no-sandbox or –disable-dev-shm-usage?
No. Use a flag only to test a specific environment constraint and check whether the startup logs change.
Is headless Chrome a separate browser implementation now?
Chrome’s current headless mode is unified with headful Chrome; the older implementation has been distributed separately as chrome-headless-shell since Chrome 132.0.6793.0.
