Chrome’s PDF export uses a paged print layout, not simply a copy of what you see on screen. A website may apply print-only CSS, and its content must fit a chosen paper size, margins and page breaks. Print Preview settings can also affect scaling, backgrounds, and headers and footers. The exact cause depends on the page and your settings, so start by checking the preview before assuming Chrome is broken.
Why a webpage can look different in a PDF
Websites can use separate print styles
A site can define one set of styles for a screen and another for print, including PDFs. Rules inside @media print can hide navigation or other elements, change widths, colors or font sizes, and rearrange content. A page can also load a separate print stylesheet. As a result, a change visible in the PDF may be intentional behavior authored by the site rather than a Print Preview setting.
Paper imposes different dimensions
A screen can scroll continuously, but a PDF is divided into pages. The selected paper size, orientation and margins determine the usable area on each page. Content that does not fit may wrap differently or move to another page; page breaks can also leave unexpected whitespace. A site’s @page rule can specify page dimensions, orientation or margins, but the final result still depends on the print destination and settings.
Print Preview adds its own controls
Chrome’s print settings are separate from the website’s CSS. Scaling or fit options can shrink or otherwise alter the page; margins affect available space; and the Background graphics setting affects whether background colors or images appear. Headers and footers can add browser-provided information. These controls and their exact labels may vary by platform and destination.

What to check first in Chrome
- Open Print Preview. In Chrome, choose Print from the browser menu, or press
Ctrl+Pon Windows/Linux orCommand+Pon macOS. - Check the page geometry. Note the paper size, orientation, margins and fit or scaling choice. If the content is unexpectedly narrow, cut off or shifted, compare the preview after changing one of these settings.
- Check visual options. If a background color or image is missing, check whether Background graphics is enabled. If extra text appears at the top or bottom, check the headers-and-footers setting and the available margins.
- Change one setting at a time. Compare the preview after each change so you can tell which setting affects the result. Avoid changing several options at once; that makes the cause harder to identify.
Changing browser settings may not override a site’s print-specific CSS. If the preview changes little when you adjust settings, the page’s print rules or pagination may be responsible.
How to diagnose a page you maintain
Emulate print media in DevTools
Chrome DevTools can emulate the print media type. With print emulation enabled, inspect the page’s active styles for @media print rules and separately linked print stylesheets. This helps distinguish a site-authored change from a Print Preview setting: if the layout changes when print media is emulated, inspect those rules first.

Inspect page sizing and pagination
Search the CSS for @page declarations that set size, orientation or margins, and for page-break rules that may move content or create whitespace. Then compare the result with the paper size and margins selected in Print Preview. A responsive layout designed for a wide screen may not fit the printable area of a sheet as expected.
Account for browser-added and site-added margin content
Chrome can place browser headers and footers in page margins when there is room. Very small or zero margins can leave insufficient space for them. Websites can also add their own content in page margins using CSS page margin boxes, which Chrome began supporting in Chrome 131. A page’s margin content and Chrome’s header-and-footer option are distinct things to inspect.

Troubleshooting by symptom

When you cannot change the site’s print layout
If you do not own the page and its print CSS is the cause, Print Preview may not offer a way to restore the screen layout. Report the problem to the site owner if you need a corrected document. If you need a visual record rather than a print-optimized document, a screenshot workflow is a different option; it does not guarantee the same result as a print stylesheet or replace a properly paginated PDF.

Can I tell whether a layout change comes from the site or Chrome?
For a page you maintain, emulate print media in DevTools and inspect the active print CSS. Then compare Print Preview settings separately.
