What YouTube requires before you can go live
YouTube’s general live-streaming guidance lists channel verification and no live-streaming restrictions in the previous 90 days as prerequisites. It also says creators must be at least 16 years old and follow YouTube’s Community Guidelines and Terms of Service. The listed requirements do not include publishing a public video first. Because YouTube does not explicitly promise on that page that every channel can stream before its first upload, treat the answer as a reading of its published checklist: having zero public videos is not listed as a barrier, but the other requirements still apply.

Set up your first stream from a computer
- Verify your channel. Complete YouTube’s channel verification process if you have not already done so.
- Check eligibility. Confirm you are at least 16 and that the channel has no live-streaming restrictions in the last 90 days. Follow YouTube’s Community Guidelines and Terms of Service during the stream.
- Enable live streaming. Use YouTube Studio’s live-streaming setup. Initial activation can take up to 24 hours, so do not leave this until the moment you plan to broadcast.
- Select your computer method. Choose webcam if you want to broadcast through a webcam, or encoder if you want to use streaming software or an encoder device. A physical encoder is not required; software can serve as the encoder.
- Complete the chosen setup in YouTube Studio. For webcam streaming, connect and select the webcam. For encoder streaming, follow YouTube Studio’s stream setup and connect the stream using your encoder. Review the preview and stream details before starting.
YouTube’s cited setup pages do not establish a requirement to upload a public video as part of these steps. You can therefore prepare to go live without first making a public upload, provided your channel meets the applicable eligibility requirements.
If you want to stream from the mobile app
Do not assume the computer guidance applies to mobile. The YouTube mobile route requires at least 50 subscribers, channel verification, no live-streaming restrictions in the previous 90 days, and live streaming enabled. If your new channel has fewer than 50 subscribers, use an eligible computer route instead; the subscriber threshold is specific to the cited mobile help.

YouTube’s listed livestream eligibility requirements do not specify any prior video upload, public or otherwise.
