To keep an OBS browser overlay from reloading when you switch scenes, open the Browser Source properties and leave Shutdown source when not visible and Refresh browser source when scene becomes active turned off. If you also want a local video to loop, use a separate Media Source and enable Loop; Browser Source is for a webpage or overlay, not for looping a local video file.
Keep a browser overlay loaded across scene changes

In OBS, select the scene containing the overlay, then select its Browser Source in the Sources list. Open its properties.

Leave Shutdown source when not visible off. When enabled, OBS unloads the browser page when the source is hidden or its scene is not active.

Leave Refresh browser source when scene becomes active off. When enabled, OBS reloads the page upon scene activation.

Apply the settings. If the page later becomes stale and you need to reload it, use Refresh cache of current page in the Browser Source properties.
These are separate lifecycle controls: the first governs unloading while hidden or inactive; the second governs refreshing when a scene becomes active. Both are off by default. See OBS’s Browser Source documentation.
Loop a local video separately
If the picture is a video file on your computer, add it as a Media Source rather than treating it as a Browser Source. In the Media Source properties, select the file and enable Loop. Loop is off by default, so the file otherwise stops when it reaches the end.

Media Source has its own playback controls: Restart playback when source becomes active defaults on, while Close file when inactive defaults off. These do not control whether a browser overlay unloads or refreshes. OBS documents these settings in its Media Sources guide.

Browser Source dimensions describe the webpage viewport; they are not the resolution of the outgoing YouTube stream. Browser Source also provides URL or local-file selection, custom frame rate, and CSS options, but those do not replace the stream’s output configuration. Keep OBS source settings separate from YouTube stream settings
OBS sends a configured stream destination and key, while scenes and sources determine what goes into the composed output. Set up the YouTube stream and key separately from Browser Source lifecycle and Media Source playback. OBS outlines stream setup in its streaming guide.

YouTube’s live encoder guidance recommends constant bitrate (CBR). Choose encoder settings for the intended output resolution and frame rate using YouTube’s current guidance; changing Browser Source viewport dimensions does not set those stream-output values. YouTube transcodes live streams into formats for viewers on different devices and network conditions. Consult its live encoder settings for the current recommendations.
These source settings govern behavior inside OBS. They do not guarantee that YouTube will keep a live broadcast available indefinitely. Check current stream availability and limits in YouTube Live Control Room.

The overlay appears to unload when hidden: check that Shutdown source when not visible is off.

The overlay is stale and needs a fresh page load: use Refresh cache of current page in the Browser Source properties.

The local video stops at its end: confirm that it is a Media Source and that Loop is enabled.

The YouTube stream’s output quality is wrong: review the encoder’s output resolution, frame rate, and bitrate against YouTube’s current live encoder guidance. Browser viewport width and height control a different thing.
