They do different jobs and can work together: an RTSP session can select RTP to carry its audio or video, while RTSP handles session control such as setup and playback commands.

The distinction is between media transport and session control. Calling RTSP the protocol that carries the video without qualification blurs those separate roles.
What does RTP do?
RTP is the protocol associated with transporting real-time media data. The IETF defines it in RFC 3550, “RTP: A Transport Protocol for Real-Time Applications”. In a system using RTP, it is the media-delivery mechanism—not the protocol that provides the RTSP-style session controls described below.
Do not assume from the name alone that RTP always uses UDP. The cited standard establishes RTP’s media-transport role; it does not justify treating one underlying transport as universal in every implementation.

What does RTSP do?
RTSP is an application-layer protocol for setting up and controlling delivery of real-time data, including audio and video. RFC 7826 describes a bidirectional request-and-response exchange: the client establishes session context and can control delivery, while the server provides the described media streams. The standard calls RTSP a “network remote control” for multimedia servers.
RTSP methods include SETUP to establish delivery parameters and PLAY and PAUSE for playback control. RTSP can select a delivery mechanism, including RTP; it does not mean that RTSP itself necessarily carries the media.

How RTP and RTSP work together
- Establish context: the client and server use RTSP requests and responses to identify the media resources and create a session.
- Set up delivery: an RTSP
SETUPexchange selects delivery channels and a mechanism. RTP may be selected to transport the media. - Control playback: RTSP commands such as
PLAYandPAUSEcontrol delivery within the session. - Carry media: when RTP is the selected mechanism, RTP handles the media transport separately from RTSP’s control role.
This separation is useful when diagnosing a system: a problem with session setup or playback control concerns the RTSP side; a problem with delivery of media over RTP concerns the media-transport side. The exact cause still depends on the implementation and configuration.
RTSP control messages are not the media stream
For RTSP 2.0, the RTSP messages themselves use TCP or TLS over TCP. That control-message connection must be distinguished from the separately selected media-delivery mechanism. An RTSP control connection using TCP does not mean that the media is necessarily transported over that same connection or by that same protocol.

Accordingly, avoid two common shortcuts: “RTSP streams the video” without clarifying its control role, and “RTP always uses UDP.” Neither captures the distinction defined by the standards.
RTSP 1.0 and RTSP 2.0 compatibility
RFC 7826, published in January 2017, defines RTSP 2.0 and says it replaces RTSP 1.0. The standard says RTSP 2.0 is not backwards compatible with RTSP 1.0 apart from basic version negotiation. This is a standards-level compatibility caveat, not evidence that every deployed client or server implements version 2.0; implementation support varies, and the cited sources do not establish how prevalent either version is.

Choosing the right term
- Use RTP when referring to the protocol transporting real-time media.
- Use RTSP when referring to session setup and control operations such as SETUP, PLAY, and PAUSE.
- When describing a system that uses both, say that RTSP controls the session and RTP may carry the media.
