Then test more than screenshots: check keyboard and pointer use, zoom, overflow, and field performance.
Start with the document and the content
Responsive design is not a desktop page scaled down. First establish the content hierarchy, reading order, controls, and the constraints each part must work within. A navigation bar, form, data table, and product card may need different layout decisions even on the same screen.
Include a viewport declaration in the document head so mobile browsers use the device’s viewport width rather than laying out the page on a wider virtual viewport and scaling it down. Do not disable zoom: people need to be able to enlarge content.

Keep content in a meaningful document order and make the layout flexible around it. Avoid fixed widths that force users to scroll horizontally to read ordinary text or reach controls.

Build flexible layouts before adding breakpoints
Use CSS Grid when the layout depends on two-dimensional tracks or repeatable columns. Use Flexbox when a set of items needs to distribute or wrap in one direction. Both can adapt across widths without a separate rule for every device.

The grid’s flexible tracks allow columns to fit the available width, while the card actions can wrap instead of overflowing. Treat these as starting patterns: verify that the minimum track size and spacing suit the actual content, including long labels and translated text.
Choose the adaptation scope that matches the decision
Use viewport media queries for page composition
A media query is appropriate when the composition of the page should change with the viewport—for example, when a sidebar and main region should sit beside one another only once both have enough room. Start with the narrow layout, increase the viewport, and introduce a breakpoint where the content becomes cramped, too widely spaced, or less usable. A 600px example in web.dev’s guide illustrates a particular component; it is not a universal breakpoint prescription. web.dev’s responsive design guide explains content-led breakpoints and flexible layouts.

The example uses a chosen content threshold, not a device category. Check the actual composition around the transition: a breakpoint that works at one width can still leave awkward gaps immediately before or after it.

Use input-feature queries for interaction capability
Viewport size does not reliably tell you how someone interacts with an app. A large display can be touch-enabled, and a small device can have a mouse or keyboard. Use feature queries such as hover or pointer when behavior depends on the available input, and keep essential actions available without hover.

Use container queries for reusable components
A reusable card may appear in a narrow sidebar or a wide main column. If its internal layout should respond to the space allocated by its parent rather than the whole viewport, establish a query container and adapt the component with @container. MDN documents CSS container queries, including containment setup and size-based adaptation.

Container queries reduce coupling between a component and global viewport breakpoints. If your supported browsers do not provide sufficient container-query support, retain a layout that works with Grid or Flexbox alone, or use an appropriate fallback for your project’s browser policy.
Serve images for the layout, not just the CSS box
CSS constraints keep an image from overflowing its layout, but shrinking a large source in the browser does not by itself reduce the bytes downloaded. Set intrinsic width and height so the browser can reserve space before the image decodes, and use srcset with an accurate sizes description to offer candidates for different rendered widths. Use picture when the image or crop should change for art direction.

The sizes values should describe the image’s expected rendered width at the layout’s relevant conditions; do not copy the example blindly if your page has different gutters or columns. The browser can then select an offered resource suited to that slot.

Use object-fit and object-position when an image needs to fill a designed crop. For an informative image, provide meaningful alternative text; for a purely decorative image, use alt="". Omitting the alt attribute does not identify an image as decorative. These image delivery and semantics practices are covered in web.dev’s responsive images guide.
Load images according to their importance
Lazy loading can defer images that are below the fold. Do not indiscriminately lazy-load the prominent image users need immediately, and reserve high fetch priority for a genuinely critical image: elevating one resource can reduce priority available to others. Nor should every asset be preloaded. Choose loading behavior according to each asset’s position and role in the initial experience.

Use a practical implementation and review loop
- Inventory content and controls. Identify essential information, primary actions, long or variable text, and content that may need to wrap or scroll within its own region.
- Build the narrow layout first. Use a coherent reading order, flexible widths, and layouts that can wrap. Confirm that content and controls remain usable before adding wider arrangements.
- Expand the viewport gradually. Add a breakpoint only where the current arrangement stops serving its content well. Check both sides of each transition rather than testing only the exact breakpoint.
- Adapt components locally where needed. Use a container query when the component’s available parent width—not the overall viewport—is the relevant constraint.
- Deliver suitable image resources. Add intrinsic dimensions, useful responsive candidates and sizes, appropriate alternative text, and loading behavior that reflects whether an image is initially visible.
- Test interaction and accessibility. Inspect overflow, zoom, orientation changes, keyboard navigation, and use with coarse and fine pointers. Check that controls remain reachable and usable as content wraps or moves.
- Measure real-user performance. Review field data by device class and evaluate the recommended Core Web Vitals thresholds at the 75th percentile rather than relying on a single local run.
No single device list or assistive-technology matrix suits every app. Tailor coverage to the people who use the product and the browser support policy you maintain; the cited guidance does not prescribe a universal matrix.

Measure performance as well as appearance
Google’s current Core Web Vitals guidance describes Largest Contentful Paint (LCP) for loading, Interaction to Next Paint (INP) for responsiveness, and Cumulative Layout Shift (CLS) for visual stability. The recommended “good” thresholds are evaluated at the 75th percentile, with mobile and desktop segmented separately:

Use screenshots as one part of responsive testing
Viewport screenshots can help compare layout states and catch visible overflow or unexpected composition changes. They cannot establish that keyboard navigation works, that zoom remains usable, or that a control behaves correctly with a particular input method. Combine visual captures with direct interaction, accessibility, and field-performance checks.
For captures that you run yourself, use browser developer tools or a browser automation setup to set the viewport, load the app, and inspect the resulting page. Include representative widths around content-led transitions, not just a named phone and desktop size. Check the rendered page after fonts and important images have loaded, and examine console or network failures when a screenshot looks incomplete.
