Test both the video and its player: review captions against the audio, check whether visual information needs audio description or another alternative, confirm transcripts are accessible, and operate the playback controls with a keyboard. Automated checks can help find issues, but a knowledgeable person must judge whether the content and controls work for people with disabilities. The relevant requirements depend on the media type, applicable WCAG version, delivery context, and jurisdiction.

1. Scope the video and applicable requirements

Before testing, identify what kind of media you have and what information it conveys. The media type affects which accessibility criteria apply; W3C provides planning guidance for mapping media types to relevant success criteria: W3C audio and video media guidance.

  • Is it prerecorded or live?
  • Is it audio-only, video-only, or synchronized video with audio?
  • Does it communicate information through speech, meaningful sounds, images, graphics, or text on screen?
  • Which WCAG version and jurisdiction govern this content?

Do not treat one checklist as proof of legal compliance everywhere. Applicable obligations vary with the standard, media, delivery context, and jurisdiction.

2. Review captions against the actual audio

Play the video and compare the captions with what a viewer hears. Captions should be synchronized, include dialogue and important sounds, and stay visible long enough to read. Section508.gov also recommends consistent caption conventions: Section508.gov caption guidance.

  • Coverage: Check that all speech and meaningful sounds, such as a warning tone or laughter that affects understanding, are represented.
  • Timing: Watch for captions that lead or lag, disappear before they can be read, or arrive in confusing chunks.
  • Accuracy and clarity: Check spelling, punctuation, speaker identification, and whether sound labels make sense.
  • Legibility: Confirm captions remain readable and do not obscure important on-screen text or visual information.

Section508.gov says speech over 180 words per minute may be too fast for captions. Treat that as general guidance, not a universal legal cutoff; readability also depends on the caption wording, timing, and context.

3. Check the transcript and other alternatives

A transcript is a text alternative, not a substitute for checking captions. Make sure it is easy to find near the media, available in an accessible format, and matches the version of the video being tested. Section508.gov gives accessible web pages, plain text, and conformant Word documents as examples of transcript formats (caption and transcript guidance).

For video, a transcript or other alternative may need to convey important visual information as well as the audio. A transcript limited to spoken words may leave out essential actions, graphics, or text shown on screen.

4. Decide whether audio description is needed

Ask whether someone who cannot see the video could understand its important information from the audio and available alternatives. If essential actions, graphics, or on-screen text are conveyed visually but not in the narration, captions alone will not address that gap. Depending on the media and applicable criteria, audio description or another suitable alternative may be needed. See W3C media guidance.

Choose a description approach

  • Integrate description into the main narration when the spoken content can convey the necessary visual information.
  • Provide an alternative described video when maintaining a separate version is practical.
  • Use a separate audio track or timed-text file if the delivery player supports selecting and playing it.

These approaches are not interchangeable in every production or player. Confirm that the chosen alternative communicates the visual information viewers need and can actually be accessed in the delivery setup. Organizations may outsource audio-description production; W3C discusses this option in its media guidance.

5. Test the player and its controls

Accessibility is not only a property of the video file. Test the player with the keyboard and check that caption and audio-description controls can be found, understood, and operated. Then verify their behavior: captions should stay synchronized when enabled, and any selectable alternate description should be audible.

For covered synchronized-media ICT, Revised Section 508 Standard 503.4 addresses caption and audio-description controls. Section508.gov explains that, in specified cases, these controls should be at the same menu level as volume or program selection: Section508.gov caption guidance. This federal guidance is specific to covered ICT; do not generalize it as a rule for every player or jurisdiction.

6. Combine automated checks with human review

Automated tools can help identify issues they are able to detect, but a clean scan does not establish that a video is accessible or conforms to a standard. W3C says no single tool can determine conformance and calls for knowledgeable human evaluation: W3C evaluation guidance. Section508.gov describes automated, manual, and hybrid testing approaches: Section508.gov testing guidance.

Human review is essential for judging whether captions represent the audio accurately, whether a transcript covers information conveyed visually, and whether description is sufficient. Where practical, include people with disabilities in evaluation; W3C lists involving users among its evaluation resources (W3C evaluation guidance).

7. Fix issues and retest the delivered version

  1. Record the finding: Note the video version, the issue, where it occurs, and evidence such as a timestamp or player behavior.
  2. Make the relevant correction: Fix caption text or timing, add or revise the transcript or description, or repair the player controls.
  3. Test in the actual delivery player: Review the edited media and verify that captions, alternatives, and controls work in the environment viewers will use.
  4. Document the retest: Record the fix and result so a later edit or replacement video does not silently reintroduce the problem.
