If you cannot change the site’s print styles, the print dialog can still save a PDF, but it cannot reliably insert breaks at the site’s semantic section boundaries by itself.
Set page breaks on a webpage you control
Use a print media rule so the break affects printed output or PDF export without changing the normal screen layout. Apply the selector to the actual section elements or class names in your page:

}The first-section override lets the opening section begin on the first page rather than forcing an unnecessary blank page before it. The modern break-before property controls breaks before a generated box; it has no effect on an element that does not generate a box. See MDN’s break-before reference.
Match the selector to your markup
If your content uses a class rather than <section> elements, target that class instead. For example, change section to .report-section if that is the class used by each section. The rule only works as intended when the selector reaches the elements that mark the desired boundaries.

Choose before or after—not both by default
break-before: page starts a page before each matched section. If you prefer to attach the break to the preceding section, break-after: page is another option. Avoid applying both indiscriminately: adjacent forced breaks can leave blank pages.
Control printed page size and margins
Use @page when the PDF needs specified page dimensions, orientation, or margins. For example:

}Adjust the page size, orientation, and margins to suit the document. These settings affect pagination: changing the available printable area can change where content flows, even when section breaks are forced. MDN describes print-specific styling and @page in its guide to printing.

Export the page as a PDF

Save the stylesheet changes and open the page in the browser you intend to use for the export.

Open the browser’s print dialog or print preview.

Select the option to save or print to PDF, then review the preview before saving.

Inspect the resulting PDF from beginning to end. Check that each intended section begins on a new page and that no unintended blank pages or clipped content appear.
Preview the whole document, not just its first page. A forced break puts a section on a new page; it does not guarantee that the entire section will fit on one sheet. Long sections will continue across additional pages. Output can also vary with the target browser and its version, so verify the PDF in the browser you will use. When you cannot edit the website
You can use the browser’s print dialog to create a PDF of a third-party page, but you generally cannot use that dialog alone to tell every site where its semantic sections begin. Forced breaks between those sections require control over the page’s print CSS, or another method that can apply print styling. Without that control, the browser paginates the content according to its available layout and print settings.

Fix common page-break problems

A blank first page appears: check whether the first section is receiving
break-before: page. Use a first-section override such assection:first-of-type { break-before: auto; }when the opening section should start immediately. -
No break appears: confirm the selector matches the intended elements and that they generate boxes. Also check that the rule is inside a print rule or print stylesheet loaded by the page.

Blank pages appear between sections: look for forced breaks applied both before and after adjacent sections, or other print rules that introduce extra breaks. Keep one break strategy unless you have a specific reason to combine them.

A section continues onto another page: that is expected when its content is longer than the printable area. A section-start break controls where it begins, not whether it fits on one page.

The saved PDF differs from the preview or another browser: recheck the final PDF in the target browser and review its print settings. Pagination details can vary by browser and version.
