A 429 from HTMLCSStoImage can mean either that you have exhausted a management-operation rate limit or that your plan’s image credits are used up. Check the response body before retrying: for a REST management throttle, honor Retry-After or wait 60 seconds if the header is absent; for an image-credit error, review your usage and plan settings because waiting will not restore credits.

First identify which limit you hit

HTMLCSStoImage documents no per-second or per-minute rate limit for image generation. Creating images uses plan image credits instead. Management operations—such as listing, retrieving, creating, updating, or deleting resources—do have per-minute quotas. Either problem can produce HTTP 429, so the status code alone is not enough to choose a fix. Read the response body and identify whether it describes a management operation group or a plan/image-credit limit. HTML/CSS to Image’s rate-limit guide documents both cases.

What the response indicates What it means What to do
Management rate-limit message, such as “Rate limit exceeded.” The operation group’s request quota is exhausted for its sliding 60-second window. For REST, use Retry-After if present; otherwise wait 60 seconds, then pace requests.
Image response says “Plan limit exceeded” and reports used and allowed credits The plan’s image-credit allowance is exhausted. Check billing-period usage and overage settings, or review a plan with a larger allowance. A short wait does not replenish credits.

How HTMLCSStoImage management limits work

The provider documents 100 reads per minute and 20 writes per minute for each listed resource family and organization. These are sliding 60-second windows. Read and write groups are independent, and each resource family has its own groups. Listing and getting operations count as reads; creating, updating, and deleting count as writes. The published figures apply to these management groups, not to image-generation request rate. See the current rate-limit documentation.

API keys and MCP connections belonging to the same organization share the applicable operation-group allowance across REST and MCP. A burst from one worker can therefore affect another worker using the same organization, even if the calls use different connections.

Recover from a REST management throttle

  1. Inspect the response. Confirm the operation was a management read or write and that the body identifies a rate limit rather than exhausted image credits.
  2. Honor the server’s wait time. If the response includes Retry-After, wait at least that many seconds before retrying. Relevant REST responses can also include RateLimit-Policy (the operation group, quota, and window) and RateLimit (remaining quota, when available).
  3. If there is no Retry-After header, wait 60 seconds. Do not immediately repeat the rejected request; that adds traffic without resolving the current window.
  4. Reduce future bursts. Space calls out. If multiple workers share an organization, coordinate their request pacing and add a small randomized delay so they do not all retry together.

The provider’s example identifies a proxy:read group with a 100-request-per-minute organization quota. Treat that as an example for that operation group, not as a universal quota for every endpoint.

Recover from an image-credit limit

An image-generation 429 with a “Plan limit exceeded” message is an allowance issue, not a temporary management throttle. The example response reports image credits used and allowed. Check billing-period usage and overage settings in the dashboard, then decide whether to adjust account settings or review a plan with more image credits. Repeating the same image request after a one-minute pause will not restore the allowance. The rate-limit guide explains the image-credit response; the API guide documents batch creation. Batching can reduce the number of calls where appropriate and within the plan’s batch limit, but it does not remove image-credit limits.

If the failed request used MCP

MCP management tools share the organization’s REST management allowances, but an exhausted allowance may appear as explanatory tool error text rather than an HTTP 429 or REST rate-limit headers. Read the tool error, wait 60 seconds as the provider advises, and retry after the window has had time to recover. Coordinate MCP and REST clients that operate under the same organization so their combined management traffic stays paced. The provider’s guide covers MCP behavior.

Rule out authentication and permission errors

Not every failed API request is a rate limit. HTMLCSStoImage uses HTTP Basic authentication: the API ID is the username and the API key is the password. A 401 points to credential or enabled-key issues; a 403 can indicate missing permission or a plan requirement. Use the organization that owns the resource and grant only the permissions the request needs. Keep the API key secret. The API-key guide covers authentication and troubleshooting.

Practical troubleshooting checklist

  • HTTP 429 on a management call: Read the body and headers, honor Retry-After or wait 60 seconds if it is absent, then slow the call rate.
  • Management calls fail across REST and MCP: Check whether clients share an organization and operation group; their usage is shared.
  • HTTP 429 on image creation with “Plan limit exceeded”: Check image-credit usage and billing or overage settings instead of retrying on a timer.
  • HTTP 401: Verify the API ID, API key, and whether the key is enabled.
  • HTTP 403: Check resource ownership, permissions, and plan requirements.
  • Still cannot tell what failed: Contact provider support with relevant image or template IDs and references. Do not send API keys, passwords, or other secrets.
