No—not reliably. A 10 Mbps upload connection matches YouTube’s listed minimum for 4K/60 fps only when using AV1 or H.265, and falls short of the 14 Mbps H.264 minimum. YouTube also recommends keeping 20% of your upload bandwidth free. On a genuinely stable 10 Mbps connection, plan for about 8 Mbps or less for the stream, including audio and other outgoing traffic. A safer starting point is 720p/60 at 6 Mbps with AV1 or H.265, if your encoder supports either codec.

Why 10 Mbps is not enough for reliable 4K/60

YouTube’s live-encoder table lists separate minimum and recommended bitrates by resolution, frame rate, and codec. A minimum is not the same as a dependable target: it does not account for the headroom YouTube advises leaving or changes in available upload speed.

For AV1 or H.265, the listed 4K/60 minimum is 10 Mbps. Setting a stream to that bitrate would use the whole capacity of a nominal 10 Mbps connection before allowing for audio, other network activity, or speed fluctuations. For H.264, even the listed 4K/60 minimum—14 Mbps—is greater than the connection’s nominal upload rate.

YouTube advises leaving 20% bandwidth headroom. Applied to a stable 10 Mbps upload, that suggests a total stream budget of about 8 Mbps at most. Treat that as a planning ceiling, not a guarantee: use your measured sustained upload speed and allow for other traffic. YouTube’s streaming tips also warn that a connectivity disruption can break a stream.

YouTube’s live bitrate settings

These are YouTube’s listed live-ingestion figures, in Mbps. They apply to the incoming livestream, and the recommended values are distinct from the minimums.

Practical settings for a 10 Mbps connection

Best starting point: 720p/60 with AV1 or H.265

YouTube recommends 6 Mbps for 720p/60 using AV1 or H.265. First confirm that the encoder supports the chosen codec for YouTube live ingestion. Keep audio and any other outgoing stream traffic within the available bandwidth; reduce the video bitrate if the upload varies or the connection is shared.

If the encoder uses H.264

YouTube recommends 8 Mbps for 720p/60 with H.264. That leaves little room under a nominal 10 Mbps connection for audio, overhead, other traffic, or fluctuations. Use a lower bitrate if needed rather than treating the recommended figure as a safe fit for every 10 Mbps link.

1080p/60 is a compromise to test, not the safe default

YouTube’s recommended settings for 1080p/60 are 12 Mbps with AV1 or H.265 and 17 Mbps with H.264—both above the nominal connection speed. Although its listed minimums are lower, YouTube’s minimum should not be presented as the recommended quality setting. If you test a lower bitrate, check the resulting picture and stream health under realistic conditions before relying on it.

4K at a lower frame rate still has a tight budget

For 2160p/30, YouTube lists an 8 Mbps AV1/H.265 minimum and an 11 Mbps H.264 minimum; its recommended settings are 30 Mbps and 42 Mbps, respectively. An 8 Mbps video bitrate would already use the approximate total stream budget suggested by YouTube’s 20% headroom advice for a 10 Mbps connection. It does not leave practical room for audio or variation, so 4K/30 is not a reliable default either.

Measure and configure the connection before going live

  1. Measure upload speed under realistic conditions. Run a speed test on the same network and at a similar time and workload to the planned stream. YouTube specifically recommends testing upload bitrate; a plan’s advertised speed or a single result does not establish sustained capacity. If the computer is on Wi-Fi, a wired Ethernet connection may help avoid wireless instability, but it cannot increase the upload capacity provided by your internet service.
  2. Set a bitrate with headroom. Leave about 20% of measured upload capacity free, as YouTube recommends. Include the whole stream—not just video—in your budget, plus other devices or applications uploading on the connection. If speed varies, lower the bitrate or resolution.
  3. Choose a supported codec and use CBR. YouTube supports H.264, H.265 (HEVC), and AV1 for RTMP/RTMPS live streaming, but encoder support varies. YouTube specifies constant bitrate (CBR). Do not assume your streaming device can send AV1 or H.265 just because YouTube accepts the codec.
  4. Set keyframes to 2 seconds. YouTube recommends a 2-second keyframe interval and says not to exceed 4 seconds. It supports frame rates up to 60 fps.
  5. Use RTMPS when available. YouTube recommends the secure RTMPS extension to RTMP. In your encoder, select the server and stream-key settings YouTube provides for the live event, and keep the stream key private.
  6. Test with representative content. Before the event, test with audio and movement similar to what you will stream. Check YouTube’s stream health and messages during the test and while live. A static scene may not reveal the same encoding or network problems as motion and sound.

YouTube says 4K live streams do not offer the low-latency option and are set to normal latency. That is a separate consideration from bitrate and upload capacity. See YouTube’s live encoder settings and streaming tips for its current guidance.

Do not use upload-video bitrates for a livestream

YouTube publishes separate recommendations for uploaded video files and live ingestion. Its upload-encoding table recommends 53–68 Mbps for 2160p high-frame-rate SDR uploads; that figure is for preparing a video file, not setting a live stream on a 10 Mbps connection. For livestream decisions, use the live encoder settings table. The separate upload encoding settings page is useful only when configuring a file upload.

Troubleshooting a stream that drops or looks poor

  • Repeated buffering, dropped frames, or a broken stream: The configured total bitrate may be too close to the connection’s available upload speed, or the connection may be fluctuating. Measure again during representative conditions, leave the recommended headroom, reduce bitrate, and limit other upload traffic.
  • The encoder will not start with AV1 or H.265: Confirm that the encoder and its streaming mode support that codec for YouTube ingestion. If they do not, choose a supported option such as H.264 and set resolution and bitrate to fit the measured connection.
  • The picture is blocky or loses detail: Check that the encoder is not exceeding available upload bandwidth. If the connection is stable and there is room within the bandwidth budget, you can test a higher bitrate; otherwise, reduce resolution or frame rate rather than forcing a bitrate the link cannot sustain.
  • Stream health is poor despite a speed test near 10 Mbps: A test result is a snapshot, not a guarantee of sustained capacity. Repeat the test under stream-like conditions, check for competing uploads, and lower the stream budget if the available speed fluctuates.
  • You are comparing a file-export number with the live setting: They are different workflows. Use the live-ingestion bitrate table for the encoder’s livestream output, not the upload-video encoding table.
