In wkhtmltopdf 0.12.6, local-file access is disabled by default, but images are enabled by default. Those are separate controls, so enabling file access will not fix a missing or incorrect path, and enabling images will not grant access to a blocked local file.
Start by identifying the input and the converter
Record whether the HTML is supplied as a local file, through standard input, or from a URL. Also note the exact wkhtmltopdf build and whether a wrapper or language binding invokes it. The command-line reference cited here documents version 0.12.6; packaged builds and wrappers can differ, so check the effective invocation rather than assuming every environment behaves the same.
- Identify the HTML input mode and where the conversion process runs.
- Check the wkhtmltopdf version and the wrapper or library, if any.
- Determine whether CSS, images, or both are missing. If only some assets fail, compare their actual paths and access permissions.
Allow access to local files when needed
In wkhtmltopdf 0.12.6, local-file access is disabled by default. If a local HTML document needs to read local stylesheets or images, try --enable-local-file-access. For example:
wkhtmltopdf --enable-local-file-access input.html output.pdfThat option grants broad local-file access to the conversion. If the job should read only particular resource folders, use repeatable --allow <path> options instead:

wkhtmltopdf --allow /path/to/assets --allow /path/to/styles input.html output.pdfThe documented --allow option permits files from the specified folder and can be repeated. Use paths appropriate to the operating system and the filesystem visible to the converter; the documentation does not establish one path format that applies to every input mode and wrapper.
--disable-local-file-access is the documented default. When access is disabled, local files are denied unless explicitly permitted with --allow. Prefer the narrowest access policy that meets the job’s needs.

Check image loading separately
Images load by default in the documented CLI, but --no-images disables them. If that option is present in the command or supplied by a wrapper, remove it or explicitly enable images with --images:
wkhtmltopdf --images --enable-local-file-access input.html output.pdfImage loading and local-file access solve different problems: an image can be enabled but still blocked from a local path, or local access can be allowed while image loading is disabled.

Verify the paths the conversion process can see
Check each failing stylesheet and image reference against the filesystem available to the process that runs wkhtmltopdf. Confirm the referenced file exists, the converter can read it, and any required directory is covered by the chosen access policy. If conversion runs in a container, service, or other isolated runtime, a path that exists on your workstation may not exist there.
Do not assume that a path spelling or resolution rule works identically for a local file, standard input, a URL, every wrapper, and every operating system. The available documentation does not settle all of those cases. Compare the HTML or CSS references with the actual runtime filesystem and test the same invocation used by the application.

Inspect media errors and print styling
The CLI option --load-media-error-handling controls how media-file load errors are handled; the documented default is ignore. A conversion may therefore complete even when media did not load. Inspect the converter’s output and warnings, and use the load-error behavior available in your setup when diagnosing missing resources.
--print-media-type selects print media rather than screen media. If CSS or images disappear only when this option is used, compare otherwise identical runs with and without it and inspect the applicable print rules. A macOS 12.6.1 report involving wkhtmltopdf 0.12.6 described images disappearing with print media enabled and returning when it was removed; that is an individual report, not proof of a general rendering defect.

Check wrapper and library settings
A shell command and a library integration may not use the same effective options. Confirm which settings reach the page or object being converted and whether the wrapper passes the expected values to wkhtmltopdf. The library reference documents these corresponding settings:

A Go wrapper issue reported a blocked local stylesheet in a wrapper context, illustrating why it is important to inspect wrapper-level configuration. It does not establish the behavior of every binding. A Windows 10 issue also reported local image errors despite --enable-local-file-access; the flag alone is not a complete diagnosis. Check paths, permissions, input mode, and the actual invocation.
Troubleshooting checklist
- Local CSS and images both fail: verify the input mode, effective local-file policy, referenced paths, and the filesystem accessible to the conversion process.
- Images fail but CSS loads: check for
--no-imagesor a disabledweb.loadImagessetting, then verify each image’s path and access. - Only local assets fail: try
--enable-local-file-access, or grant access only to required folders using repeatable--allowoptions. - The PDF is produced without an error: inspect media warnings and load-error handling; the documented CLI default for media errors is to ignore them.
- Assets fail only with print mode: compare runs with and without
--print-media-typeand inspect print-specific CSS. - The command works but the application does not: inspect the wrapper’s page/object settings and the arguments or library settings actually passed to the converter.
- The access flag is present but assets still fail: confirm the precise resource path, process permissions, input mode, and runtime filesystem instead of treating the flag as conclusive.
