Set the sameSite property on the cookie data passed to Puppeteer’s BrowserContext.setCookie(). Use 'Lax' for cookies that should accompany eligible top-level cross-site navigations, or 'None' with secure: true when the cookie must be available in cross-site contexts. The right value depends on the request that needs the cookie, not just on how you create it.
Set SameSite on a Puppeteer cookie
Puppeteer accepts 'Strict', 'Lax', 'None', and 'Default' for the optional sameSite cookie property. Supply the value together with the cookie’s name, value, and URL or domain/path scope when calling BrowserContext.setCookie(). Browser.setCookie() is also available as a shortcut for setting cookies in the browser’s default context; use the context-level method when the cookie belongs to a particular browser context (Puppeteer context setter; browser setter).
Choose Strict, Lax, None, or Default

Why a cookie is missing on a cross-site request
Start by identifying what the browser is doing when the cookie is expected. A top-level navigation to another site is not equivalent to a cross-site fetch, iframe, image, or other embedded resource. Lax permits eligible top-level navigations with safe methods; it does not generally permit those typical subrequests or unsafe methods. Strict is narrower still. None allows cross-site inclusion only when the cookie also meets the Secure requirement and the browser’s other cookie policies allow it.

- Check the actual request. Determine whether it is same-site or cross-site and whether it is a top-level safe navigation, fetch, embedded-resource request, iframe, or unsafe-method request.
- Check how Puppeteer set it. Confirm the intended browser context received the cookie and that the object includes the expected
sameSitevalue. A cookie set in one context will not configure another context. - Check the other cookie attributes. Verify URL or domain/path scope, expiry, and any other relevant attributes independently. SameSite governs cross-site sending; it does not override those conditions.
- For required cross-site use, set None and Secure. Confirm the deployment uses HTTPS and that the browser permits the cookie in that context.
- Make defaults explicit when consistency matters. If
sameSiteis omitted or set to'Default', behavior can vary by browser. MDN documents Chromium’s Lax default and notes that defaults and third-party-cookie controls can differ (MDN third-party cookies).
Security implications
SameSite can reduce some cross-site request forgery (CSRF) exposure, but it is not a complete CSRF defense. For session cookies, HttpOnly and Secure are separate attributes with distinct purposes: SameSite controls cross-site sending, while those attributes address other aspects of cookie access and transport. Choose each deliberately rather than treating one as a substitute for the others. See MDN’s SameSite documentation.
