Build a QA team around the product’s risks and the work your organization needs done—not a fixed QA-to-developer ratio. Define the team’s mandate, map the capabilities needed to manage quality, involve quality specialists early in delivery, and measure whether testing is helping the team make better decisions and deliver working software.

Start with the team’s mandate

Before writing job descriptions, decide what problem the team exists to solve. “QA” can mean process improvement, test strategy, hands-on testing, test automation, specialist assurance, or some combination. Hiring against an undefined title can add test execution without giving anyone ownership of the quality system.

Quality assurance and quality control are related, but they emphasize different work. The American Society for Quality (ASQ) describes QA as preventive and process-focused, and QC as detective and product-focused. In practice, software teams need both: practices that reduce the chance of defects and checks that find problems in the product.

Automation and quality engineering Build and maintain automated checks, integrate them into delivery pipelines, and make failures useful to developers. Can write maintainable tests, choose suitable test levels, and explain how to keep automation reliable as the product changes.
Specialist testing Address needs such as accessibility, performance, security, resilience, infrastructure, or regulatory assurance. Has skills appropriate to the system and applicable standards, or can work effectively with the relevant specialist.

These are areas of responsibility, not a requirement for one employee per row. One person may cover several capabilities in a small team; larger or higher-risk products may need dedicated expertise.

Staff the work and the risks, not a ratio

There is no generally valid QA-to-developer ratio for an organization whose product, architecture, delivery model, and risk profile are unspecified. ASTQB’s public staffing material discusses team membership, example units, and sample-project staffing, but does not establish a universally applicable ratio. Treat headcount as a consequence of the work to be covered, not as a benchmark to copy.

Make a capability map before deciding how many people to hire. For each capability, record the risks it addresses, who currently owns it, when that work happens, and what is missing. A useful map may include:

  • Risk analysis, test strategy, and acceptance criteria.
  • Exploratory, functional, and regression testing.
  • Component, API, and system integration testing.
  • Automation, test data, and test environments.
  • Defect reporting, triage, and learning from production incidents.
  • Accessibility, performance, security, resilience, or infrastructure testing where relevant.

This is a menu for assessing coverage, not a list of mandatory hires. Prioritize by failure consequences, user impact, release frequency, architectural fit, regulatory obligations, existing engineering skills, and the independence needed for a particular decision.

Choose embedded, centralized, or shared expertise deliberately

A QA specialist embedded with a product team can learn its users and architecture and provide feedback during everyday delivery. A centralized group can develop shared practices and specialist capability across teams. A shared model can combine embedded quality ownership with a central community or specialist function. The right arrangement depends on where context, consistency, and independence matter most; the available guidance does not prescribe one reporting structure for all organizations.

Whichever structure you choose, make collaboration explicit. Define who owns acceptance criteria, test environments, release decisions, defect triage, and follow-up when production reveals a gap. Quality is a delivery-team responsibility, even when specialist roles lead particular parts of the work.

Hire for observable skills

Write each role description around outcomes and work samples rather than a title or tool checklist. A strategy owner should be able to reason about risks, quality goals, acceptance criteria, and test levels. An execution-focused tester should show sound test design and clear defect communication. An automation engineer should demonstrate maintainable checks and an understanding of pipeline feedback.

Use interview exercises that resemble the work while allowing candidates to explain their reasoning. For example, provide a short feature description and ask the candidate to identify risks, propose acceptance criteria, choose checks at different levels, and describe what they would investigate manually. For automation roles, ask how they would make a check diagnosable and maintainable, not merely how to make it pass once.

Certifications and training can support development or provide a signal, but they are not substitutes for role-specific evaluation. ASTQB describes certification and training resources; verify current provider terms directly before making a purchasing or program recommendation.

Build quality into the delivery process

Bring QA and quality engineering into refinement and design, before implementation is complete. Early involvement gives the team a chance to find unclear requirements, improve testability, identify risky integrations, and agree on how acceptance will be judged. UK Home Office Engineering Guidance and Standards recommends building quality in early, collaborating across teams, managing risks early, and testing with real users through delivery.

Set product-specific quality goals with product and engineering stakeholders. Goals should reflect the system’s users and consequences of failure—for example, correctness of a critical workflow, accessibility of core journeys, recovery behavior, or confidence in a high-risk integration. Convert those goals into acceptance criteria and a test plan that states what will be checked, at what level, in which environment, with what data, and how failures will be communicated and handled.

Use risk to shape the test strategy

ISO/IEC/IEEE 29119-1:2022 describes risk-based test strategy and planning. Start by identifying important system characteristics and plausible failure consequences. Then prioritize the checks that provide useful evidence about those risks. The strategy should cover more than test scripts: consider test levels and types, environments, data, communication, defect and incident handling, regression, and both exploratory and scripted work.

Choose test levels that fit the architecture

Where the architecture permits, the UK Home Office guidance recommends weighting component integration and API integration tests more heavily than UI-driven end-to-end tests, while retaining appropriate end-to-end integration checks. This can provide faster, more focused feedback and avoid duplicating the same coverage through a costly UI layer. It is not a rule to eliminate end-to-end testing: preserve checks for important user journeys and integrations that cannot be adequately verified lower down.

Include accessibility and baseline performance checks in the CI/CD test pyramid where practical. Add security, resilience, recovery, and infrastructure-as-code testing when the product’s risks and operating model call for them. For accessibility, combine standards-based checks with target users, assistive technologies, and commonly used browsers; automated checks alone cannot establish that an experience works for users.

Balance automation with exploration and real-user testing

Automate repeatable checks when the expected value justifies the cost of building and maintaining them. Automate across levels where it is practical, and keep the regression suite modular and risk-based. Update it after production releases and add or revise coverage when a defect exposes a meaningful gap.

Automation does not replace exploratory testing or testing with real users. Scripted checks are strongest when expected behavior is known and repeatable; exploration can uncover unexpected interactions, confusing behavior, and assumptions missing from the test model. Use both, choosing based on the question the team needs answered.

Use website screenshots as one QA aid

For a web product, screenshots can help reviewers inspect rendered pages, compare layouts, or attach visual evidence to a defect. They are one input to a quality process, not proof that a page is correct: a screenshot does not establish accessibility, functional behavior, performance, or how a page behaves across all devices and states. Capture representative viewports and relevant states, and pair visual review with the other checks the product requires.

Measure whether the function is helping

Choose measures that connect to quality goals and decisions, rather than treating measurement as the purpose of testing. The UK Home Office guidance’s minimum set includes where bugs are found, including in production; failed builds or releases; test efficiency and execution time; and functional coverage of user stories or requirements.

ASQ’s description of software quality engineering also names defect density, escape rate, test coverage, and mean time to detect and resolve. These are possible role measures, not a universal required scorecard. Define each measure consistently and interpret it in context: a coverage percentage does not show whether the scenarios are meaningful, and a large test count does not by itself demonstrate product quality.

Pair each signal with a response. If defects are escaping to production, investigate the affected risks and the missing feedback path. If a suite is slow or unreliable, examine whether checks are duplicated or poorly placed. If functional coverage is weak, identify which user stories or requirements lack useful evidence. The point is to decide what to improve, then observe whether that change helps.

As the UK Home Office Engineering Guidance and Standards puts it in its “Quality assurance and testing” guidance, last updated 25 July 2025: “Whilst measurements are a guide to overall quality, their collection should not obscure the primary goal of delivering working software.”
