A checklist can uncover common barriers; passing a short checklist does not establish that a site is fully accessible or legally compliant.
Use WCAG 2.2 as your checklist baseline
WCAG is the W3C international standard for making web content more accessible. W3C encourages use of the latest WCAG 2 version; its overview identifies WCAG 2.2 as the current version in that family. WCAG 2.2 became a W3C Recommendation on 5 October 2023. It adds nine success criteria compared with WCAG 2.1 and removes success criterion 4.1.1 Parsing. Later WCAG 2 versions are backward compatible with earlier versions, according to W3C.
The How to Meet WCAG (Quick Reference) is a customizable way to work through the criteria. Filter it by role, topic, technology, and conformance level, then follow links to the supporting explanations. The success criteria establish requirements; techniques and explanatory material help teams implement them but do not themselves add requirements. WCAG criteria are organized at levels A, AA, and AAA. When reporting a result, name the level and scope assessed rather than saying simply that a site is “accessible.”
Run a first-pass review
Review representative pages and common page types, such as the home page, an article, a product or service page, and a form. W3C calls its Easy Checks a first review, not a complete evaluation; use the checks to find issues worth investigating, not as a pass/fail certificate.

Check page titles
Each page should have a useful title that identifies its purpose and distinguishes it from other pages. Look at browser tabs and test the title with the page open, not just in a content editor.

Review image alternatives
For each meaningful image, check that its text alternative communicates the image’s purpose in context. Decorative images should not add distracting or redundant content for assistive technology. A filename or generic phrase such as “image” is not a useful description.

Check headings and structure
Headings should describe the sections that follow and make the content hierarchy understandable. Check that page regions, lists, and controls are organized meaningfully, rather than relying on visual styling alone to communicate structure.

Inspect contrast and text resizing
Check whether text can be distinguished from its background and whether content remains usable when text is enlarged. Look for clipped text, overlapping controls, or content that disappears as the text size increases. These observations are useful screening signals; use the applicable WCAG criteria for a conformance assessment.

Navigate using only a keyboard
Put the mouse aside and use the keyboard to move through links, buttons, menus, dialogs, and forms. Confirm that all interactive controls can be reached and operated, that the order is understandable, and that a visible focus indicator shows which control is active.

Test forms, labels, and errors
Check that each control has an understandable label and that instructions are available when needed. Submit a form with missing or invalid information: can users identify what went wrong, locate the affected field, and understand how to correct it?

Review motion and flashing content
Look for moving, blinking, or flashing content. Consider whether motion creates a barrier or physical risk and whether users have appropriate control over content that moves or updates.

Check audio and video alternatives
Determine whether media has appropriate alternatives for the information it conveys, such as captions or descriptions where needed. Do not assume that a video’s surrounding text conveys everything presented in its audio or visuals.

W3C’s Easy Checks – A First Review of Web Accessibility explains these checks and explicitly cautions that they cover only a few issues. A page may appear to pass them and still contain significant barriers.

Organize follow-up around WCAG’s four principles
The first-pass questions fit within WCAG’s four principles. Use them to identify areas for deeper review; consult the criteria and Quick Reference for exact requirements and level-specific details.
- Perceivable: Can people access information through suitable sensory channels? Review text alternatives, media alternatives, structure, and ways to see or hear content.
- Operable: Can people use the site’s functions? Review keyboard operation, time limits, seizure risks, navigation, and input methods beyond the keyboard.
- Understandable: Is information readable, behavior predictable, and help available to prevent and correct errors?
- Robust: Does the content work with current and future user tools, including assistive technologies?

Website accessibility depends on multiple interacting components, including content, code, tools, and how people interact with them. A short review of a single page cannot establish that every page, template, interaction, and user journey works accessibly. An automated scan, overlay, or quick checklist alone is not proof of accessibility or legal compliance.

If you need a more complete evaluation, define its scope and method before starting. Decide whether it covers a page, shared templates, or the whole site; which WCAG version and conformance level it assesses; and whether the work includes automated checks, manual visual and keyboard review, assistive-technology evaluation, and input from users. Also establish who will fix identified barriers and retest them. W3C describes the limits of first checks but does not prescribe one universal audit method or guarantee a particular audit outcome.
Legal requirements depend on jurisdiction and context. A self-check against WCAG is not, by itself, a legal determination. If you need a compliance assessment, seek advice appropriate to the applicable law and your organization.
Keep web and non-web evaluations distinct
WCAG2ICT is separate W3C guidance on applying WCAG to non-web documents and software. A website checklist result does not settle accessibility in those contexts. See the WCAG2ICT Overview for that guidance.
